"Dear God Empress,

It is sorry tidings that bring you this message. The Dragon Empire of which we are a part is not ready for a Mutual Defense Pact as of now. We can only offer a Non Aggression Pact for now. We wonder if it would be acceptable for you?

Yours sincerely,

Rama Varma,

The King of Cochin"

Foreign Dispatch:

To Cochin: This is most acceptable, while a step behind our previous agreement, it leads to furthering of better relations and a peaceful co-existence.

To Furon: We are also quite disturbed by your comments towards our Empress, however, we'll recognize you as a neighbor.

To Drakoria: Thank you, we wish the same.

To Dragonisia: It's good to see that our largest neighbor in Asia is more than willing to exist peacefully.

Haruhi could tell the Queen of Zargathia was expecting her answer, and would find it amusing. The God-Empress had not yet quite fully grasped the responsibilities involved with running her nation, but she understood all she needed to do, both for the good of the Empire, and for the good of keeping her people happy. She was eager to see a light bond already forming between these two monarchs, and it was a good sign. She hoped that this nation could function as one of her best allies in the future, as they seemed openly willing to offer their friendship, and hold their hands out with the white dove of peaceful co-existence.

"As far as running my own nation is concerned, I wasn't really up for it at first. I had lived a simple life in Japan, under the Commonwealth for quite some time. Me and my government members enjoyed what simple kids would enjoy, we had fun with our school life, we enjoyed every waking minute. The SOS Brigade was our club, and that's how we started. We've grown to work together well, have become pretty good friends, and function well as a group. As for myself, I finally got the idea to lead my own nation after Koizumi and Kyon began talking on strange scenarios they would find amusing. While at first, i was a little pissed, I realized that the potential for me to run my own state was likely. I also realized that I had the potential to be a leader, and the traits needed of a good one. To be honest, I'm charismatic, and while it sometimes seems like I don't care, I really do. I may be eccentric at times, as well, but it's all in good fun. I hold my beliefs deep, ones i've been taught since being raised from very young, and ones i've learned through experiences. As far as running it, it... feels good. I believe i'm doing the right thing for my people, and I hope they will enjoy my reign. I don't want to upset them in any way."

She looked through the handful of treaties after finishing the long speech. Just then, Mikuru herself came out bringing a plate filled with tea cups.

"Umm, Empress.. I just thought i'd bring some tea for you, Koizumi, Kyon and the guests."

Kyon was ecstatic, and Koizumi was relaxed. Haruhi was also rather pleased, as her tea was simply amazing. Kyon could even amen that fact.

Haruhi pointed out her finger towards the Krieg official.

"So your from the government of Krieg, huh? You question the imperial color of my country? Hmmph. I choose red because I like it, simple enough. Friendship and good relations are more advisable, sir, as I'd rather not get tangled up in European matters."

She lifted her finger back down and folded her hands together. She nodded to the Cochin official as a sign of thanks.

"I see your making realtionships with other European countries. What bares us from establishing ties?"

"The only relationships were making don't involve military matters. Trade and economics are all i see beneficial to us, and given your nation's track record, I don't want to sign something so serious in such a hurry."

She snuffed, she knew the Krieg President would be mad at this remark, but who could blame Haruhi? She made the right choice. The Haruhiist Empire did not want to be entangled in Europe through treaty, especially with a nation riding such a slippery slope.

"Silppery slope? I guess your not familiar with our recent Governmental reforms. Our country is changing for the better. If you would like some copyies of our reform announcments I would happily forward those to you. Also, you may come to Krieg yourself and see that our population is happy with the way our country is developing. Soon we will be just as Modern as you or anyone else."

Haruhi snarled. This visitor was beginning to annoy her. Despite never mentioning a thing against his national population, his people's happiness, or his recent reformations, he perceived her talk as equivalent to threat.

"Sir, I don't see anywhere how I insulted your reformed government. The only reason I commented you being on a slippery slope is the border walls put up by your neighboring nations, probably 4 feet thick and 4 feet wide by now. The only reason i view maintaining a defensive pact with your state, is that it dosen't suit me. I'd prefer to stay out of European entanglements, as I've said before. I'd also rather not align myself with someone that could endanger my economic ties to other European nations."

She had burned the sorry bugger good. She knew it was victory, and squeeled for joy inside.

OOC: At iamthey, teehee, Nagato.

IC: Dispatch to the Dominion: If ever possible, we would view it as a good event to meet with your leaders in person. As strange as this offer may seem, Haruhi is requesting it.

Amyante chuckled as she heard the answer, much as she expected it was quite similar to hers. In that she just happened to be in the right spot at the right time, and saying that the nation ended up choosing her would be a better description. Though she had to admit the God Empress had ended up where she was in a much more peaceful w3ay than the outright political landslide she had been caught up in back on Taeunian soil. She nodded at Haruhi as she mentioned not wanting to upset her people.

- "That's an important thing to have, popular support. It's something a surprising amount of nations have forgotten in this day and age, but luckily they are still outnumbered. Still, if i may give a word of advice... Don't try to do everything by yourself. You wouldn't believe how much sleep i lost trying to do everything at once. In your case, you have a circle of friends in the... SOS Brigade you mentioned, and it will only make establishing your rule easier."

Just then, Mikuru came walking in with some tea. Taking a sip, she recognised the type, though she had to admit it was rarely this good. After an approving nod to nobody in particular, the Zargathian Queen turned to Mikuru for a second.

- "This tea is great, thanks."

So, Haruhi was right. The Queen and her were similar in a way, although she was slightly older. The SOS Brigade Members, now Imperial Government, believed she was fit to rule. While she was eccentric, obviously, and sometimes didn't show her compassion, she was a good-hearted person by nature, and had the guts to rule a nation, through thick and thin. She was the cream of the crop, at least as far as energy concerned.

"I believe we could be friends in the future, through thick and thin. We make quite an odd duo, but nevertheless are very much the same."

She smiled, and tilted her head a bit. Then she continued to drink the tea.

"While I believe our differences are noticeable, our nations not exactly culturally bound. I would feel more than happy to sign an MDP with you. I believe it would beneficial to both of us, and my people would gladly stand by you, and so would I myself, if neccessary."

She felt overjoyed. Haruhi had never had this much fun in a long time. She felt as if the world was helping her climb the highest staircase in the world, and they were gladly offering support along the way.

As Haruhi waited the Queen's response, she fetched Kyon to grab the King of Austria. The King had just arrived, and was about to join the "festivities". Of course, this diplomatic convention seemed to be nothing more than a girl's tea party, that's what it appeared as at least. As the limousine door opened, the Japanese styled architecture became apparent to the King of Austria. This was indeed a foreign land. Kyon greeted him with a simple "Konichiwa," and proceeded to speak to the King in German. "Welcome to Haruhi's oh-glorious Empire" He felt like facepalming, but instead just rolled his eyes. As they walked down the halls, Mikuru and Nagato watched another foreigner, this time the Austrian King, pass by their offices.

Haruhi was busy in conversation and after hearing that the leader of Diadochoi might share the name of Yuki, was rather fascinated. "Sure", she replied. Summing it up quickly in her opinion was a good way to answer that. While Kyon and the King had not yet entered the main chamber, where the envoys, including Itsuki, and the Empress were currently sitting, the sounds of Haruhi and the envoy's chatter was loudly apparent. Haruhi loved to talk, alot. She was even self-absorbed with herself to the point that for Kyon, it was so hard to tell if any of the words coming out of her mouth were fact or over-exaggerated nonsense. Of course, he didn't care. He was just going to escort this foreign leader in, and sit back down to enjoy his tea. As the door creaked open, the King of Austria could glimpse upon the wonder of the Haruhiist Empire, the 17-year-old God-Empress. That girl, was Haruhi Suzumiya.

Amyante put the cup on the table again, feeling happy that even with Sarah gone from the world of politics, there was another ruler ready and willing to take her place. At least in terms of enthousiasm, anyway... She hoped it would last.

- "As an ally of the Hanseatic Commonwealth i'll admit that an MDP was one of the things i was hoping to achieve. It's good to hear you feel the same."

She clicked open the briefcase, leafing through some documents until she found a couple of example MDPs. After taking them out, she closed the briefcase again, and slid the papers over to Haruhi with an apologetic smile.

- "Right, i didn't know how much you know about treaties, so i brought a couple of examples. They don't have any details on them, but the basic structure is about the same so they can easily be modified where needed. Would you be interested in a basic MDP that just tackles military defense or would you prefer an extended one that includes intelligence and aid when requested?"

When Kyon welcomed the King, he responded with a - heavily accented and very german-sounding - 'Konichiwa'. He did have the urge to facepalm for some reason when Kyon rolled his eyes. Strange.

As they walked to and into the palace, Alexander examined the architecture, finding it to be quite interesting. He also briefly waved to the two girls watching him walk by, afterwards resuming to examine the architecture and listening to whatever interesting there may be...Which happened to be Haruhi's chatter.

Once arriving at the door, walking into the room, the King indeed noted the young woman clad in the Haruhiist Imperial Clothes (or what he assumed them to be). He did know that the ruler of this country was young, yet it suprised him when he actually saw her.

"Well, that's probably her...", he thought, amongst other, less obvious things.

Such a meeting can be arranged. Would you prefer it be within our territory or your own.

Haruhi eyed and looked over the handful of examples handed to her. The treaty seemed like a basic one, as she knew a bit about defense treaties. She was obviously, still learning. However, she would like intelligence and aid to be handled in this treaty as well, as it would assist greatly in the two nation's ties. Hopefully, it would also allow the Queen to visit more. She quite enjoyed her company, and viewed her as a mutual equal. She also noticed the King of Austria was about to enter the room, and decided to be hasty in treaty discussion with the Zargathian Queen. But, she decided not to be too hasty. This over-eccentric, highly egotistical Empress wasn't going to let the flood of foreigners destroy her chatting time with a fellow ruler.

"Hmm. I think a standard MDP is perfect, but the Intelligence and Aid parts can be added. I'm sure our nations will be good friends, both now and in the future. May the alliance stand for eternity on our behalf. You don't have to leave tonight however if you don't wish. You may stay in the Imperial Palace, and catch a flight tomorrow morning."

By the smile on Haruhi's face, it was probably clear to the Queen that Haruhi rather enjoyed her stay so far, and they probably had much more to talk about. As the King of Austria began to open the door, Haruhi decided to make his entrance interesting.

"Hey, C'mon! Don't just stand there, get the hell in here! Kyon, you too, I see you back there."

Kyon facepalmed. Oh dear god, she saw him. He was hoping to scurry away for a little bit and browse his collection of Mikuru cosplay photos. Oh well, he thought. He opened the door fully, then closed it once the King and himself were in. He took his position back, and began to sip his tea, then motioning the King to sit down with them.

Imperial Dispatch: Haruhigrad would be preferred, the Empress would rather not travel outside our borders for the moment.

The King did sit down, besides the Queen of...Well, what country was that lady Queen of? Something with S, or Z...Ah! Zargathia. The Zargathian Queen.

Well, at least he could remember that. He still didn't know her name - he didn't concern himself that much with asian affairs and countries, though he was intrigued by the lively and active 'God'-Empress. Perhaps he could establish some good relation.

"Ah, well. I'm King Alexander, of Austria. It's a pleasure meeting you.", he said, looking at both women, one after another.

Haruhi could slightly tell this man was a pedophile of a modest caliber. Of course, she didn't mind entirely, although he was by her definition an "old man". Oh well, alot of older men nowadays had preference for younger women. Although she found his gaze rather creepy.

"I'm God-Empress Haruhi Suzumiya of the Haruhiist Empire. A pleasure to meet you too, King."

She seemed rather jolly, and cheerful. Of course, this was because everything was going perfectly.

Perhaps she had judged him wrongly, somehow, but he did note the slightest change in her posture. He nodded, though.

Regardless, Alexander looked down at the tea before him and took it into his hand (or hands...He tried copying what the women did, having absolutely no knowledge of asian or japanese tea ceremonies and standards, if those applied here, which was not uncertain.) and drank some of the tea. It was a change from the beer that he was used to, but not a bad change. Perhaps the brits weren't that wrong with making tea their national drink, though beer still was superior.

"This is good tea...What brand is it, if I may know?"
