"We maintain our request for Shandong, we have to have port as we wish to trade with other countries with our own regulations. That said the NPR can continue fortifying the Bohai except up till Shandong, we shall work on a map from where we will keep our military ships, keep in mind we wont be looking for war at all. The provinces which we want are Shandong with Anhui which we currently have, we do not want anything else infact. Just these two provinces."

The Chairman pondered, "The most we can possibly allow for Shandong is joint administration. I'll ask the NPR delegation their thoughts on this. We understand you're only asking two provinces and if NPR weren't already so significantly invested there it'd be an easy decision."

"You need to talk with Yamato if you wish to claim more of the internal regions to the protectorate. If you have no claims there then we will discuss with them apportioning part of Mongolia to them and also begin talks with the Hansa in more detail also. We cannot entirely give you Shandong, that is already a certainty although joint administration is a possibility. Do you have any other areas of interest?"

"Then your demand is denied. It is in-appropriate for a new nation to not take what is offered them and to make demands. You initially started out asking for only for an area for your nation to reside in, now you are asking for a specific domain."

"We want to give you a homeland. It cannot be Shandong. The people there are contently governed by NPR who has had an ongoing and active presence there even as acknowledged by yourself."

Kingdom of Cochin has an interest in the fate of Mongolia. We currently own the south west provinces of mongolia. We suggest maintain the mongolian region as a Cochin Protectorate until new nations come seeking land.

But the people of Shandong dont' seem to approve of a change of government that involves the PRC at this time, they are interested in working more closely with those who have a long term, invested interest in the region and who hasn't abandoned them or has any desire to abandon them. In this case, it is the NPR."

"Perhaps we should consider partitioning Shandong instead of looking at it as a whole since two parties have such a steadfast and immovable interest in the province?" Maelstrom rubbed his eyes. This wasn't his argument, but it was better for the Empire that he handled it. He was frustrated, tired, but this was necessary.

The Dragonisians watched the PRC lay out another proposal regarding Shandong, on a district basis:

The proposal was named the "Bohia Corridor" It was meant to address the security concerns of the NPR while providing the PRC a direct link to the Bohai where it can participate co-operatively with the region in shipping, trade, and the petrol Industry.

Maelstrom looked over at the NPR representative, hoping this made everyone happy. In the proposal, NPR gets the remainder of Shandong to alleviate its security concerns. Jinan would become the new capitol for the PRC and the PRC would get the province of Anhui.

If the PRC is retaining Anhui, the Elective Dictatorship of Palintine refuses to leave this conference without some piece of formal relations between us.

We will retain Jining as well as 90% of the foreign investment in that area is from NPR state owned entities.

EDIT: Also, any PRC fleet movements in the Bohai are to be monitored as our EEZ will be restricted to civilian ships. If you require transit through the Bohai you must gain my approval before any accidents happen.

Any ships entering or leaving the Bohai from the corridor should notify the NPR defense command to make sure there are no accidental activations of the regional defense grid. We think it would be best the boats in fact be outfitted with transmitters to automatically indicate their presence.

The remainder of the Shandong protectorate is granted to NPR without dispute by the Dragon Empire or the PRC from the Dragon Empire's protectorate. NPR will maintain all sunken cost investments in the region, but will pay taxes to the PRC in the districts where PRC has the sovereign authority to tax on the profits from those investments at a rate equal to domestic operations.

Keep in mind the Northeast People's Republic owns the Bohai Sea. Yes. All of it. Its our territorial waters and the central key to our nation.

"The PRC will be accorded a sea-lane to the pacific through the Bohai and they do have a naval claim that extends out from their shoreline. It's only fair and equitable. You guys should seriously work together more, it'd make things come out better for you both. Are you going to sign or not NPR?"
