TOP really is the king maker in all of this. Whichever side they join will most likely win out, though this war wont have any real winners except for those who avoid getting involved. It really depends on how much the members of TOP are itching for war. They could very easily use there membership in the Orange Accords to sit this one out even as the rest of Citadel enters. And sitting this one out would certainly vault TOP into the upper echelons of CN alliance rankings. So I can easily see why people put them in the neutral column.
