He has 90 tech now he owes 100.. I found an NPO nation in my range that looked like it had just came out of peace mode to collect for awhile, so I went ahead and declared. I wasn't completely ready war at that point, but I figured simply opening the guy up for a nice stagger would be fine, and he'd be anarchied in the next few days. However, the people that staggered him were way weaker than they should've been, and at this point they've only managed to be used by him to get cash to continue his fight with me. I am winning said fight, but if I want to continue it (potentially into a second round of war) I'd need some funds. Anybody have 3 mil sitting around for the war effort?
