Discussions regarding the alliance will be placed here and if need be voted upon here as well. American Treaty OrganizationArticle I Upon signing this treaty the signatory nations agree to a bond between it's member. A bond that is to be held above all others regardless any other factors. Article II All signatories agree that their respective national sovereignties must be preserved. As such all signatories have agreed to a non aggression pact and agree to respect each other's borders. Article III All signatories shall have an open border and free trade policy toward each other. Tariffs on goods coming from the other signatories industries will not exceed a specified amount. All commercial ports will be made available to all signatories. Article IV All signatories will provide mutual support and defense when required in peacetime or wartime. Intelligence and military information available to one signatory must be made available to the other signatory if it is vital to their national security and well being. If one signatory is attacked by another nation the other signatories must come to it's aid. Article V The Signatories of this treaty also agree that their respective military facilities are to be available to each other unless the nature of that base is deemed classified or extremely vital to that signatory's national security. Article VI If another nation wishes to become a part of this organization all current members will decide whether to admit that nation through majority vote. Article VII In regards to situations such as expulsion and declaring war against other nations an Alliance Council shall be formed by a representative from all member nations. Proposals shall be given a time limit depending on it's urgency and the majority's decision stands. Article VIII In the event a signatory wishes to withdraw from this treaty they may do so by informing the other treaty signatory. Publicly we have issued a declaration of neutrality, but we have covertly begun airlifting troops into Northern Diberia under the auspices of a 'humanitarian relief' mission. While we do hope for a diplomatic solution to this incident we must discuss other options. Our Americas Fleet is in the area with the Pacific and Atlantic Fleets on the way as well. We can't do much with what we have in the area currently but give some time we could possibly get something together. OOC: now I sleep. USNA Posted November 4, 2008 Author Report Share Posted November 4, 2008 Even though this is somewhat redundant at this point we call for a Resolution for the assistance and defense of the nation of Diberia from the aggressor nations Marsa Street, Agmar, and Legendis until a peace is negotiated or the enemy destroyed. This calls upon all signatory nations to provide troops and resources to provide defense for Diberia and assist other allied nations there in throwing the aggressor nations out. Diberian Defense Resolution The American Treaty Organization finds that the actions of the aggressor nations involved in the unwarranted invasion of Diberia to be unacceptable and destabilizing to the entire Western Hemisphere. USNA Posted November 6, 2008 Author Report Share Posted November 6, 2008 Although the Wilson Empire has not given it's decision on the membership of Prince Edward Island we hope that the decision will come soon although with a 2/3 majority vote the nation of Prince Edward Island will become a member of the American Treaty Organization by tomorrow at 6:00 PM EST. On another note we'd like to address the our fellow members about some current needs of our alliance. 1) Site of a Headquarters for the American Treaty Organization This site will be where our representatives and military personnel can work together to assist each other in many issues and for general ease of communications. It should preferably be within, at least, a moderately sized city away from the borders of non member nations to be relatively secure from a ground invasion. A joint national security force should be composed of to protect the Headquarters. The location should be debated and decided upon. 2) Military Cooperation Exercises A major part of this alliance is the physical defense of each member nation. As a result we believe it would be very beneficial to start some sort of annual alliance wide military exercise. Details can also be discussed about this. As the name implies it is the AMERICAN Treaty Organization so we see no reason why this shouldn't be. The Imperium of America would like to entertain the notion of joining the American Treaty Organization. This could certainly be discussed if you so wish to join the American Treaty Organization. As such voting privileges have been given to their representative. We now await the votes of Okhrana and Prince Edward Island on the status of the membership of the Imperium of America and Dell Land.
