The Babylonian Conference on Weapons of Mass Destruction

The Imperial capital was on security lockdown with regular patrols by heavily armed policemen inthe streets and helicopter patrols. The Palace itself which was hosting the conference and providing the accomodation for the many guests was equally on tight security, provided for by the ever watchful Imperial Guard. Any visitor to the conference with a careful eye would see the snipers, black suited men standing around and the dozen or so helicopters covering the airspace. Every now and then a lone fighter jet would fly over the city on its patrol route.

 

The conference was held in the central halls of the imperial palace and once everyone had arrived and seated, Ettu Gemegishkirihallat would take the podium.

 

"Ladies and Gentlemen, representatives of the world at large I thank you for attending this conference on nuclear weapons and weapons of mass destruction as a whole." he began, sipping some water as he fliped through his key notes.

 

"The Empire is aware that we are considered to be aggressive, belligerant and rash in our decisions, territorial ambitions and are quick to use military force as a means to an end rather than a last resort. I am here to explain why that is not the case based on one announcment we have to make.

 

Following the nuclear terrorism against Japan and China which sparked a large nuclear war which devestasted the far East, the Empire has decided to disarm its nuclear stockpile and place into storage to be dismantled over the course of the next twenty five years. This decision comes as tensions in Europe return to normality and we enter a full peacetime state of alert as a country. The less nuclear weapons in the world means it is a safer world. With that in mind, we have also seized the left over stockpiles from the old world nations which inhabited our present borders, most of which are in working order, that is why it will take so long to destroy them all." he said, pulling out the last card.

 

"It is by this lead, that we want to form an organization, in which member states commit to disarmament of nuclear weapons and weapons of mass destruction as a whole. Membership will not be forced on any nation, but any nation who does wish to join would be obligated to end production or stockpiling of nuclear, chemical ad biological weaponry and eventually destroy existing weapons. The Empire believes in a safer world for all, and a world without such weapons is a better world.

 

I now leave the floor open to any representative who wishes to address the conference on their own thoughts or refinements."

Chancellor of Defense Lucas Passarella would stand to address the body,

 

"My fellow delegates,

 

Recent history has shown the absolute destructive power of weapons of mass destruction. Nuclear, Biological, and Chemical weapons have a grave and catastrophic effect on the ecological system and innocent civilians who become inevitable victims. Italy is committed to reducing and eventually eliminating its WMD stockpile. Italy applauds the efforts of Babylon and encourage those here to do the same."

The Republican delegates whispered to each other in Swahili, while jotting down notes. Both delegates wore the uniform of the military's Diplomatic Corps, one with the rank insignia of a Colonel, and the other a Lieutenant. The Lieutenant, a woman of Congolese descent, eyed the drunken Druk Yul delegate, and jotted something down, while muttering to her companion.

The senior diplomat of the Druk Yul delegation rolled his eyes, pulled his comrade back over the table and into his seat.. "My friend has had to much to drink. The offiical stance of the Druk Yul is this. We do have thermonuclear weapons. That was the earthquake registered a couple of days ago near a fault in the Tibetan desert.. that was not an actual naturally occuring event. That was a test to make sure our arsenal was fully operational and deliverable. We have a no first strike policy. We will not reveal the location of our facilities, the number of our weapons, or their exact capabilities. I will just say.. we're more advanced than most people in this room likely would expect. Do not harm us, we will not harm you. Deterrence is a lynchpin in world peace. To put minds at ease. We have a multi-layer protocol involving our weapons designed to ensure their safe handling. Do not expect any accidents or mistakes. We also keep nuclear materials under extreme lockdown and if the government ever falls, the facility that houses them is designed to lock itself down and seal itself so that only extremely advanced mining equipment and explosives will permit it to be accessed again."

The Imperium's representative. Minister of Defense Satoshi Morimoto, would speak next.

"The Imperium does not believe disarming at this time would be wise, our nuclear deterrence and ability to respond with our own nuclear weapons is what ensured Imperium victory over the Twin Chinas. removing our ability to respond to nuclear attacks against Imperium territory would leave us weak in comparison to our neighbors. The Imperium has a second strike policy, the only way we would launch nuclear weapons first would be imminent invasion of the home islands by an outside force."

"The Baffin rises in applaud at the agreement of outlaw of weapons of mass-destruction, however, with this to be in place we believe that a standard of "weapon of mass-destruction" needs to be set based on a definition.
