I agree with Tianxia that the cap for nucleur weapons should go down, a lot lower in fact. Alas it's also a belief of mine that all nations, for the security of their people, should be able to produce nuclear weapons to a exceptionally low level.

The Imperial Delegation arrived after receiving a late invite. After being given logs from the earlier conversations, the Imperial delegation gave their opinion.

"Considering the ongoing situation in Sierra Leone and the apparent negative influence of foreign parties the Athenian Federation motions for a binding resolution for all non-Sierra Leone combat forces to leave the country or initiate a timely withdrawal within 24 hours. Any continued interference beyond that time would authorize the Security Council to initiate proportional military action"

Our nation has watched the situation from afar and we think if this situation develops into a threat to peace and stability, it is more due to this becoming a playing ground of opportunist foreign powers, than due to anything Sierra Leone could do by itself. There should maybe be efforts to contain the hostilities and to prevent a humanitarian crisis, but the sovereignity of Sierra Leone should be upheld."

The Irish Ambassador to the United Nations would chime in saying, "While we understand the Athenian point of view, The United Republic cannot withdraw its forces within 24 hours because of our commitment to our ally Sierra Leone. Our military forces are assisting the true Sierra Leone government in taking their country back and are providing security until they are able to do so themselves. We cannot and will not abandon our ally in these difficult times. We are committed to lasting peace and so we urge this body to take our position into consideration. I would like to reiterate that once peace and security is restored in Sierra Leone, our forces will pull out in an orderly fashion. We do not intend on drawing out this conflict and do want our military personnel to return home."

It is not for the UNSC to decide which one is legitimate or not and to back one specific government against the others. The UNSC should not favour one government and we should not make exceptions for any side to get outside military assistence."

Although the Fourth Republic of Poland was not a member of the UN Security Council, it was well aware of the topic at hand, as the statement that went out was public. A message would be dispatched by the Polish delegation to deliver a letter to the UN Security Council as the meeting was ongoing. As the Poles had no representative on the council, it was delivered to the representatives of all the member nations of the Council, and Hannah Powolzcski was standing by in case further clarification was needed.

 

 

 

"Although our political and economic interests in West Africa are sparingly few, our Foreign Ministry has been keeping tabs on the situation within Sierra Leone closely.

 

We are of the opinion that the humanitarian situation within Sierra Leone has become quite dire with the amount of upheaval and unprecedented situation it has caused over the past few weeks. As a nation that has no vested interest in the outcome in Sierra Leone, and in the interest of maintaining human security and access to basic requirements of food and water, the Polish Government has tentatively approved the mobilization of the Polish Standing Contingency Task Force, and with the blessing of the UN Security Council, is ready to deploy elements of this Task Force to Sierra Leone.

 

This civil-military task force is designed specifically for humanitarian operations, and is quite flexible in its ability to follow given mandates, whether this be securing civilian access to humanitarian supplies, creating safe zones, or disarming rebel groups. As we have no vested political interest in Sierra Leone, we feel as though the Standing Contingency Task Force will be able to carry out these deeds without bias towards one political group or another.

 

Although we understand if the Council turns down this offer at this time, we will leave this offer available as long as the conflict continues."

The Empire sees no cause to object to Poland and finds Poland a trustworthy ally.  For its part Tianxia will continue with the non-combat mission it laid out.   Though it must warn any other nation who tries to replicate the duplicitous activity of Ireland, calling for withdrawal and ending the civil war whilst at the same time threatening military force and increasing troop presence, risks being taught a sharp lesson.

"Considering the mounting pressure from our international partners, Grand Chancellor Leonardo Kennedy has decided to withdraw the majority of Irish forces from Sierra Leone. It is impractical and unrealistic to send back over 19,000 troops from one airbase within 24 hours. The process of withdrawal will take about 10 days with maximum-level assistance from several private/public partners. A force of 500 Marines will remain at Air Base Lungi (which will remain operational) until the Polish forces have arrived, of which we are very supportive for their commitment to world peace and security. We will continue to send aid on non-military flights and ships to the people of Sierra Leone."

"If it may please the Security Council I would like to raise discussion on the situation in Sierra Leone and the proposition made by the Polish Representative.  Despite the current government's claim of being the legitimate national government, fighting still continues to occur, at the expense of the local populace and the stability of the region.  This council can no longer just sit back and ignore this ongoing conflict as long as it has.  As such I propose a resolution that would provide for the authorization of the deployment of the peacekeeping forces offered by the Polish, or another uninvolved nation, to help put an end to further fighting and to protect the civilian population, while simultaneously sending independent observers to, mediate peace negotiations, investigate the mass arrest of supposed anti-communist elements and to establish a monitoring mission for free national elections".

"Legion would prefer that a peacekeeping effort in Sierra Leone be made by an African nation.  Should a peacekeeping force be needed, Legion stands ready to deploy it. We already are providing medical support and have no objections to sending in armed troops. Further, Legion worries that the absent nature of the representative from Madagascar to this body is a lack of African representation. We wish to see the representative from Madagascar replaced."

Polish unarmed observers Legion forces hired specifically to prevent fighting and protect the unarmed observers and the civilian population.  Further I think in light of such a force all nations should immediately cease any weapons trade to the troubled country for any side.  Tianxia is willing to commit its foreign minister to the task of peace making and the agreement of a coalition elected government and a constitution guaranteeing individual liberty and rule of law for all.

"The government of Sierra Leone has already handed over custody of the prisoners to the Hellenic Forces and escorted them out of the country pending a peaceful resolution to the current situation, furthermore an Athenian force has already been invited. As such we will continue to oppose a UN mandated military operation. We must also question if the Tianxian foreign minister can be deemed acceptable to both parties due to the loyalties of one side. What we would suggest is an American official acting as negotiator. Furthermore it is not up to this body to rule that elections have to be held or that even a coalition should be formed. Not even the nature of the constitution should be decided here. All of these should come from the people of Sierra Leone and the negotiations between the two parties"

If the United Nations is going to create a peacekeeping mission in Sierra Leone then it should be composed of forces from all willing member nations, not just African nations. While it makes sense for regional powers to take on leading roles, limiting peacekeeping operations to a limited number of members defeats the purpose of this organization.

Last time I checked the Athenian delegation introduced this very resolution.  This resolution which passed this body very specifically states that non-Sierra Leone combat forces leave the country and that any continued action would authorize the Security Council to initiate proportional military action.  It sounds like Athens just sent in troops to occupy the country, in violation of its own resolution.  I'm pretty speechless at this act, when nobody else was talking about anything more than neutral peace keepers.  

 

Further, how the hell exactly does Athens say its forces are 'non-biased' when its openly supporting one side, and sending military forces into the country, but that its inappropriate for us to send a foreign minister.  This action is all extremely escalatory and not at all conducive to cooperation for a diplomatic solution on this council.  Does Athens truly want to jeopardize partnerships and the increased functionality of this council we've seen over the past few months on a unilateralist move like this?

 

The role of this council is to maintain peace and security.  At the moment there are two standing armies facing off in that country.  We are proposing a peace for it.  A peace as an alternative to proxy wars.  We would assume Athens wants the same thing, it would be very sad if we are wrong.  The only way for people to express their will is for free and fair election, the same right you give to your people.

"There are only a small number of recognized African states, all of which are located on the exact opposite end of the continent. It is our belief that any and all intervention in Sierra Leone should go through (and in Cooperation with) Athens, given the Federation's proximity to the region in question. In that spirit, Madagascar is willing to contribute toward a peacekeeping force if necessary. It must be said, in agreement with our neighbors in Legion, that any UN mission on the African continent should and must include at least one African state member"

"The Athenian Federation has received an official request from the People's Republic of Sierra Leone to deploy forces as a deterrent against violent action from either side of the dispute. These forces have intentionally taken a policy of non-intervention beyond holding back aggressive elements from either side. This is the sovereign right of Sierra Leone and protected by the UN charter. We do not question the loyalties of the Tianxian foreign minister but we believe that a Tianxian official being in charge of negotiations when the Imperial faction has openly declared itself loyal to Tianxia would doom negotiations from the start. We would of course gladly cooperate with Legion and Madagascar if the Sierra Leone government invites them as well."

The American Commonwealth is more than willing to provide negotiators and observers for this mission.  However, we do feel that the sudden deployment of large amounts of Athenian forces in Sierra Leone, invited or not, against the spirit of the resolution mandated earlier to ensure other nations would not be able to intervene with military force to influence the conflict to their advantage and that any such deployment should have been conducted by the UN to ensure impartiality in the conflict.
