The Holy Order of Diocese is lead by Vatican, Portia Prada. The Vatican of the holy order holds complete control over the Catholic Church and the nation. The Vatican is assisted by her College of Cardinals. These Cardinals administer the nation as well as the world. The Holy Order is a peaceful nation, it is only a defensive state and declares its neutrality in the world politics. The Holy Order of Diocese exercises a policy of sovereignty in which if the government did fail to properly maintain the catholic church, the people of Cuba agree to re-take the lands under their name. The Holy Order exercises Christian ambitions and goals to excel in a pro-christian world. The Holy Order will negotiate with nations of other religions as well. The Holy Order not only finds sins against god, but against the pope. Some sins are enacted as Laws in the Holy Order. Theocracy strives for the people of Diocese, and the people strive for Theocracy.
