NAO actually attacked 10 minutes before NDO declare war, it was a fault on NDO's behalf for 1. Not checking to see if NAO had a military build up (Normally means they have their own war plan) and 2. didn't look at NAO's war screen. But then again NAO should have posted their DoW before they had even attacked, you can't expect an alliance to change it's target list in 10 minutes going off a hand full of wars which without a DoW are just raids.
