Fear not, it possible for nations to do 3 staggers if you know what I mean.

With two 1k - 10k nuclear nations I could stagger the top 2 nations and Auctor for eternity.

I mean the reason you think it is a bad idea is close to one of my joke suggestions on really tiny attacking really big nations with nukes and staggering them and slowly beating them down which isn't all bad in a LOL sense. That's dangerous, to test it out maybe we should start by making your nation a free for all and see how it works out for you when a nation in the top 50 attacks you with nukes.
