I agree with what Bamabuc said, adding that some alliances may want global power. It's just that no one wants to be seen as the new NPO. There is too much anti-NPO bias. No one, as Bama said, is willing to make that gamble.

As someone who joined after real war between NPO forces and Karma Forces, I think the opening was very good. Because while it keeps the NPO from coming back to be the superpower it was at least for a long time. At the same time, it doesn't embitter NPO forces to look for revenge sometime in the future. These terms alone destroy their aid, basically no Tech Deals. It also makes sure that the NPO will probably not have much recuritment. Who is going to join an Alliance that has to pay reps for months?

They will probably be lull in War after (at least we assume) the Karma War actually ends. But CN has had who knows how many massive wars and hopefully that won't end. I agree with the opening post. Random raiding and stuff like that is pretty much just annoying, but without those Great Wars? Who would say that CN would have half the members. Diplomacy and Treaties would be meaningless, unless FTAs are all people want to do.

I think mass recruiting from other alliances isn't cool. But I see no problem with trying to get a particular nation on your side unless that alliance or nation has made it clear they don't want other offers. But if you think you can get other single nations over to your side, than do so. If the nation or alliance has made clear that they don't want any offers from other alliances, than a violation of could be enough reason to put some on the war path.
