1. Aggresssive: Causes a lot of casualties to both sides, best to anarchize. You will most likely lose more soldiers if your odds are high, and vise versa.
Cautious: Low, similar casualties but can sometimes deal more casualties to your enemy if your odds are high enough. Best for raiding.
Planned: Mix of the two, I rarely use it.
2. I really don't know much about low level planes. Typically the more the better i suppose, but even if you have 20 lvl 2 fighters, you might even deal 0.00 damage sometimes. As for level 9 fighters, 1-3 can usually do the max amount of damage.
3. The cap for aircraft damages is 20 and more if you have more tech. The number does not really mean much. I typically only send 3 level 9 bombers and that's enough.
