[b]Article 1:[/b] Each Signatory remains as a sovereign alliance and its National Culture, Politics and Foreign Affairs remain separate and uniquely their own. [b]Article 2:[/b] Neither Signatory will conduct military operations, espionage or negative propaganda towards the other. Differences in politics or economics shall be discussed peacefully and diplomatically in private quarters [b]Article 3:[/b] NEAT and The International for the duration of this treaty agree not to declare wars over tech, land, money or training purposes against nations on the Orange and Aqua color spheres. If a war is started by a member of either alliance against a nation on either color sphere, reparations to the victim are to be provided in increments of 3 million to pay for the damage and trauma caused. [b]Article 4:[/b] NEAT and The International recognize the importance of each others union and promise to give all aid necessary to the other in times of a defensive war. If either Signatory is attacked the other shall offer immediate military, financial and diplomatic assistance (as requested). [b] Article 5:[/b] NEAT and The International recognize that at times wars can be justified and are sometimes necessary when fought for the common good and protection of the innocent. In these circumstances both alliances are to be in communication with one another about their potential military conflicts and if determined appropriate a joint aggressive military operation may be conducted. If one alliances decides not to support the other militarily, then they must keep confidential the information shared and can not support the defending alliance or their allies. [b]Article 6:[/b] This treaty may be cancelled by either party at no penalty with a 72 hour notice in a private forum. Any breach of this contract, particularly Article 4 and 5 will result in an outpouring of bad karma and certain doom for the offending alliance. This is good to see. I know that in a particular dealing with OBR in the past I have been left with a sour taste; however, after reading this statement I will be recommending that we send a diplomat your way asap. I agree wholeheartedly with all that was spoken. Trust is something to be gained over time and this is a wonderful step.

Extortion and wars declared over nothing but money and technology are considered wrong when viewed by the public arena on the alliance to alliance basis. What sense does it make to say that it is all of a suddenly acceptable because the nation is unaligned? Is it because they have no way to enforce their national dignity? This is especially dangerous when the powerful create their own standards on what it takes to be an "alliance". Is it 5 people united? 10 united? 20 united? How large much a group of peaceful nations be to earn their national dignity? Even more serious of a question is how large will that number become as alliances which rule through force become larger? Shall the number some day be 50?

If someone comes to do a bombing run on your nation and you destroy all of their bombers (over your nation) and so the mission fails, and then they say "lets make peace now". You don't forget that they did a bombing run in the first place and just make peace with them. You must make sure that whoever is in power to decide the bombing run takes place, leaves power or be sure that they are incapable of making another bombing run. TOP and Iron have made a move that threatens the existence of every alliance in the game. They declared war based on the fact that they disliked some alliances and (thought) that they were going to be attacked. They have the same leadership, with the same thinking that they had when they started the campaign and they have close to the same capability of making that decision again in the future. One of those two things need to be changed. If it isn't the mentality, it must be the infrastructure.
