Are you referring to number of nations or statistical damage outputs? Because it's the latter (if not already it will be) but certainly not the former.

Just remember that infra disappears much more rapidly than tech, and tech counts for more NS. So a nation whose strength is based primarily in infra will drop much faster than one based on tech, while also doing less damage overall than the higher tech nation. It doesn't even take much war competency/activity to deal with it either, just lobbing nukes/CMs will get the job done on nations that are 18/9 and 16/6, just to name a few. Yes offensive capabilities are limited due to nuclear anarchy, but throwing their nations into the fray is subjecting their alliance to a real tough time.
