We did open a dialogue, despite the fact FAN continued to assert that it had zero chance of working. Hell, we even opened up a second one. We even posted gun pr0n together! The parts about how bad juju was sure he'd be attacking us again if we didn't work things out was left out because it wasn't relevant to my point that mpol is either 1) having a senior moment or 2) lied. Now, at the end, I threw in a throw away reference from bad juju where he said that, at the moment, CN sees us as rabid dogs (he conceeded the point, as it was true) and if we ever fought it would be to the death. If that is what you want, that is fine. We can make that wish come true! However, we've still moved on. There's a reason no one has attacked you Jocko, and it's because we don't care about you. Even after this cry for attention, We. Don't. Care. About. You. And that's probably why you attacked us, because we didn't purge people and so we didn't "care enough." We had a chat. You got mad we didn't purge Moo or Dilber out of the alliance. We didn't purge Moo or Dilber because when we do that to old Emperors they just form more alliances like STA and NSO. Anyway, let's wrap up: FAN could walk away from this an we wouldn't slit your throat later, and that's the God's honest truth. We still don't care about you. I believe progress was being made, but there were two points of contention that kept coming up, notably that Dilber and Moo were still involved in the alliance. Dilber dropped in to say howdy for a few days which happened to be when the hacking happened that leaked some privileged forums. You called shenanigans and closed the embassy. We tried again in May. The Protoss use their fleets to purify worlds infected by the Zerg virus, but the Terrans, failing to understand the Zerg threat, attack the Protoss, believing them to be the biggest threat in the Galaxy. The Protoss stop purifying planets and fight face-to-face against the nihilistic Zerg, with some forward-thinking Terrans as allies, to beat back the threat. Pacificans and Polarians should be able to embrace their roles as the first born split by schism, and relish in destruction of hated invaders. [u]Minecraft[/u]: A first-person survival-horror game with city building features, the Pacificans build and create Francograd, the capital of the Order, and defend it from zombies who seek to overrun it. Working together against a mindless horde, the Pacificans will be able to build on their rich history and realize the various renderings and maps of the Capital City, while still being able to enjoy combat. In addition, they will continue to have an element of betrayal and sabotage which is a constant in the community. Is the new recruit a comrade, or a sleeper agent of the Mushroom Kingdom? Let the wrong person into Francograd and months of work and progress will be destroyed! It’s the must-play game for anyone missing the NPO experience. [u]Government[/u]: Found in the real world at the local, regional, and national level, Government is a game where members of the Orders can run their own jurisdiction, allocate resources, conduct wars, and crush their enemies. The persistent nature of Government should appeal to these players, and since some of them have been running nations for seven years, running a nearby small town should be a breeze. With ready-made slogans, a sharp communications department, and policy wonks to back them up, expect to see Pacifican and Polarian candidates enhancing the Order of their communities by sitting on your planning commissions, drafting healthcare reform legislation, and declaring war on Canada. Azaghul states that before Karma, the evil NPO had its boot to the world’s throat and was strangling the life-force out of it through censorship, one-sided curb stomps, excessive reparations, shady [i]causes bellis[/i], and the like. Karma, of course, “rectified” the situation by creating a multi-polar world of light reparations, free speech, and just war. Indeed, that was the problem: us lolzy alliances simply don’t have the patience to play it straight. Indeed, in Azaghul’s own words “Lennox did us all the favor of trying to manufacture a CB to get it moving, and VE took advantage of what Lennox did.” If the Karma coalition is looking for a cubstomp, we will simply manufacture a CB to make one happen. While we continue to state that we are looking for a “fair fight” or “close war” after day one, we triumphantly declared the war a foregone conclusion and brought in more NS than NpO had with enough in reserve should Legion or Pacifica became involved (the real target, by the way). What really upsets us, however, is when people don’t play along. You see, Azaghul notes that “MK and NPO haven't shied from needling each other. A big war was on the horizon.” You would think that freedom of speech means that you don’t get rolled for speaking out on the Open World Forum, especially if you don’t spy or attack anyone, but that is what I like to call a lie. Verbally needling the Mushroom Kingdom will result in us rolling you. There is no freedom of speech here: we simply add your alliance to the target list and will roll you, again, in Azaghul’s words “without a CB.” The Pacificans would not go to war until they had, at minimum, their tech ratios back up to their pre-Karma levels, but we simply can’t wait that long. We’re doing our best to ensure that the NPO will never have the opportunity for anything resembling a fair fight, and we will do what is necessary to ensure our dominance over this world. Azaghul states that another part of Karma was creating a multi-polar world. Indeed, we cancelled our treaties and left Complaints and Grievances to create competing blocks. What Azaghul fails to understand is that these blocks will always fight on the side of the Kingdom. Why does C&G require that those defeated in the Polar war are forbidden from joining the Pacifican war? Because they work for us. I mean, GOONS attack NPO with NO REASON, Legion has an MDP with NPO and all of C&G hits Legion to protect the sovereignty of the GOONS? If C&G was an independent block, they would talk to the NPO to get peace for GOONS and have them call off their allies. But C&G is simply an extension of the Kingdom so my steward Archon is having them hit Legion. Also consider MHA: if they were independent, they would probably realize that Doomhouse is trophy hunting and they’ve got “next” written all over them. But because they are a vassal of the Kingdom, they’ll use their arms to undermine their own position and strengthen ours. In summary, I would like to state that the Kingdom thanks its vassal-states for continuing to support the existing unipolar world with the Mushroom Kingdom at its center. We also are enjoying the curb-stomps of several alliances who spoke out against my steward Archon, and all those who fail to support the Kingdom in this current endeavor to drive the Orders from the land shall meet a similar fate. [/quote] Loyal subject of the Kingdom, I announced my intensions in a previous statement and I have provided the following for your edification (emphasis new): “Due to the aforementioned situation, I now know that if the Kingdom is to be ruled properly, I must do it personally. As such, I am retiring from my position as Imperial Clerk and Maestro of the Pacific Orchestra, and declaring myself a Pretender to the Toadstool Throne. The Pacificans have granted me political asylum and I am setting up a shadow government in Francograd that will be in waiting until the Glorious Revolution installs the rightful King on the Throne. Make no mistake: [u]this will not be a violent invasion or reckless takeover[/u], but a peaceful transition demanded by the people...” It must be clearly understood that it is the health, honor, and wellbeing of the Kingdom that drives me, and there shall be no Mushroom blood spilled on my account. What I am doing is providing a different path for the Kingdom, and when the citizenry of the Kingdom realizes that I am the true sovereign of the realm, they will demand my return. It matters not if every other alliance views me as the true king… all that matters is what is in your heart. Believe it or not, I want my steward Archon to do well, for if the Kingdom falls, all is lost. This is why the GiE sent money to the Sith outrageously extracted by Archon, because I do not want the Sith as enemies plotting against my countrymen. Considering the threats I have received upon this undertaking, those loyal to my crown should contact me in secret until a sufficient critical mass is achieved. Just as Rome was not built in a day, the new Kingdom will be built with patience, reason, and kindness. As for the Pacificans, the Nation of SIR PAUL is located in the heart of the Archipelago and is protected by the Pacifican Armed Forces. Currently, since there is no MK ambassador in Francograd, I am serving as liaison to the Kingdom in a special interest section. The Pacificans, and I as well, recognize all treaties, actions, and decrees done by my steward Archon in my absence. Due to the aforementioned situation, I now know that if the Kingdom is to be ruled properly, I must do it personally. As such, I am retiring from my position as Imperial Clerk and Maestro of the Pacific Orchestra, and declaring myself a Pretender to the Toadstool Throne. The Pacificans have granted me political asylum and I am setting up a shadow government in Francograd that will be in waiting until the Glorious Revolution installs the rightful King on the Throne. Prior to the incident that dissolved earth’s 195 countries into thousands of fractured city-states, diplomatic relations operated under the Vienna Convention, a tradition that still generally is followed today. Under the Vienna Convention on Diplomatic Relations Article 9, a receiving State may "at any time and without having to explain its decision" declare any member of a diplomatic staff [i]persona non grata[/i]. A person so declared is either recalled or, if not recalled, the declaring state “may refuse to recognize the person concerned as a member of the mission.” Having spoken with Pacifican officials, I learned that due to a bureaucratic error, credentials for two Mushroom Kingdom envoys were erroneously accepted against standing Pacifican Policy. The members of the diplomatic mission in question were dishonorably discharged from the Order and may not have access to Francograd without first resolving their outcast status. When the error was discovered, it was promptly corrected and after Kingdom inquiries, the Order, though not required by convention, cited the reason. In addition, a different member of the Mushroom Kingdom mission created a thread titled “hello npo scum” and proceeded to misappropriate historic Pacifican artifacts as property of the Kingdom. As a service to the Kingdom, an embassy official, not editing the content of the post, changed the title of the thread to “hello my beloved pacificans” to better reflect the content of the thread. On July 14th, after discussion with the Council and a cadre of Pacificans, an Article IV (charter revision) was brought before the Body Republic by the Imperial Officers of Internal Affairs to disband the Council and reorganize Internal Affairs with the Chief of Mentoring, Chief of Recruiting and the Chief of Public Services to help with the day to day internal affairs of the alliance. The position of Chief of Public Services is picked by a vote by the Body Republic once every two months to fill the position. The Article IV passed with 86.7% of the Body Republic voting in favor of the charter change. On August 15th, a further Article IV was presented to the Body Republic to modernize the existing charter. The charter revision was lead by a diverse cadre consisting of seven members of the Body Republic with staff support from Internal Affairs Operations. Each revision was subjected to a separate vote and all charter revisions passed and became the current charter of the New Pacific Order. In order for the motion to carry, a supermajority (defined herein as 75% + 1) of the voting nations must vote in favor of the expulsion. There will be a time limit of 36 hours on expulsion votes and the expulsion will be carried as long as the nations who vote equal at least 10% +1 of the Body Republic. The Emperor can not be expelled from the Order. The Emperor can pardon any nation from expulsion. The Emperor can also expel members on his own initiative, without a vote. Sedrick, an unaligned nation, had spy operations conducted against him by TENE nations. Sedrick retaliated, and joined the New Sith Order. TENE, unable to handle the situation, had their protectorate RoK protect them from the nation. After Sith officials asked for proof of sovereignty violations and STA mediators were told to [url=http://forums.cybernations.net/index.php?showtopic=90352&view=findpost&p=2405356]piss off[/url], the five alliances defended themselves against the $6 million in aid Sedrick had received during the inquiry. The Open World Forum was nearly unanimous in calling for the destruction of the Sith because they defended a rogue. This publication agrees, and has created this helpful chart to codify the New Morality: [list][i]Aligned attacks Unaligned for lolz[/i]: Legitimate raid and expression of sovereignty. Unaligned should be ZIed if they nuke or fight back. [i]Unaligned attacks Aligned who spied on him[/i]: Unaligned is a rogue nation who should be ZIed.[/list] The New Sith Order's accepting of an unaligned member who defends themselves is beyond the pale and the alliance should be destroyed and preferably disbanded, as willed by GOD. Several allies of the Sith, notably Terra Cotta, IRON, Invicta, NPO, GATO and others refused to activate their Mutual Defense Pacts because of the blatant aggressive actions of the Sith. However, some have come out in strong condemnation of the entirely defensive war initiated by the Superfriends. Pacifica, of course, could only activate their Mutual Defensive Pact if Ragnarok and the Superfriends were launching an offensive war with a non-existent casus belli. I for one am shocked that members of Nordreich, VE, MK, or anyone else wearing signatures imploring the activation of the Sith’s Mutual [i]Defense[/i] Pacts would ever believe that the good people over at Ragnarok would ever do such and thing as an offensive war and I call on them to repudiate their previous claims apologize to the Superfriends. In addition to their aggressive, offensive war, the Sith violated their alliance with the Global Alliance and Treaty Organization by not informing them that Ragnarok was planning on attacking them until 12 hours after they found out it might be in the realm of possibility. This shocking breach of diplomatic protocol leads GATO to [url=http://forums.cybernations.net/index.php?showtopic=90386]dissolve the treaty[/url] post-haste. The New Pacific Order has historically found GATO to be a reasonable, self-less ally who honors their pacts and commitments, both in letter and in spirit, and finds this action to be completely in keeping with their historical character. The alliance, always having a flair for the dramatic, tends to pen interesting treaties. Unfortunately, many of them have ended in the tragedy that tends to befall the inanimate documents. The two notable treaties that the Mostly Harmless Alliance have engaged in (meaning, of course, the other treaties are not notable, an assertion even the signatories would agree with) have been the Treaty at the End of the Universe and the Harmlins accords: the former for its year-long cancellation clause and the latter for its lack of a cancellation clause. However, both treaties were cancelled before their time limits expired. The problem is that eternity is long. You just won't believe how vastly, hugely, mind- bogglingly big it is. I mean, you may think it's a long way down the road to the chemist's, but that's just peanuts to eternity. Fortunately, Time is an illusion. Lunchtime doubly so. As we know, the Treaty at the End of the Universe was cancelled during the negotiations at the end of the Karma war, which certainly felt like it took forever. Now, while some scholars contend that Karma could force the Order to activate the cancellation clause, to simply do away with it without the year-long waiting period was a clear violation of MHA's sovereignty. Those scholars are pretty dumb. With respect to the Harmlins accords, we must remember the word "eternity" was used. I'm used to thinking of eternity as continuing without interruption, perpetual, interminable. But then I thought "Ah, this is obviously some strange usage of the word 'eternity' that I wasn't previously aware of." Going to my handy CN Wikitionary, I simply looked up the word and realized that MHA was using the recently added fourth definition: Eternal (adj.) [list]1. Continuing without interruption; perpetual 2. Forever true or changeless 3. Seemingly endless; interminable [i]4. Ceasing when inconvenient[/i][/list] Now, being familiar with Vogon bureaucracy, I was surprised that MHA didn't bother with standard tricks for dissolving an eternal contract… the easiest way being to make one of the parties cease existing. During the Moldavi and Dilber administrations, the New Pacific Order did not grant formal diplomatic recognition to alliances with less than 50 members without an Imperial waiver. MHA could have simply adopted this policy and Gramlins would have, legally, ceased to exist. Another option would be to have Mushroom Kingdom annex Gramlins much they way they annexed Vanguard (which removed them from the G15 as Mushroom Kingdom is not a signatory to our agreement). The other option would be to change yourself. In 1876, the City of Bakersfield, CA wanted to sack the Fire marshal, but that would probably mean he would have killed the City Council. The City instead just dissolved and re-incorporated in 1898. MHA could have taken a similar approach through disbanding and leaving behind all obligations to start life as a new alliance with a shiny [url=http://cybernations.wikia.com/wiki/Mushroom_Kingdom]new name[/url] (or, if you prefer, the [url=http://cybernations.wikia.com/wiki/Viridian_Entente]old name[/url]). Instead, the Mostly Harmless Alliance blazes a new trail, where time and space and matter doesn't. Their guide is definitive. In the interest of diplomacy and good will toward all nations, I have chosen to reply. ----- [b]Background[/b] In 2006, Ivan Moldavi issued an Imperial Decree that the New Pacific Order was the Red Team alliance and sovereign over the sphere. This was acknowledged in treaty by the Legion and GATO, and the Order likewise acknowledged the supremacy of Legion in Purple and GATO in Brown. On October 28, 2007, the Moldavi Doctrine was [url=http://forums.cybernations.net/index.php?showtopic=6069]clarified[/url] by Emperor Revenge. The basic tenants are as follows: [list]1. The New Pacific Order has complete sovereignty over the Red Team. 2. No nation residing in the red team may be raided.[/list] This was dubbed by supporters and detractors alike as the “Revenge Doctrine” and was official policy of the Order until it was modified on June 12, 2009, which removed our claim of complete sovereignty over Red (Moldavi Doctrine portion). The “Modified Revenge Doctrine” reads as follows: [list] No nation residing in the red team may be raided. The New Pacific Order will find friendship and common cause with any alliance or group on the Red Team that shares the deeply held belief that raiding the unaligned is wrong, and specifically that raiding any nation on the Red Team is wrong.[/list] Following the implementation of the Modified Revenge Doctrine, several alliances moved to Red, with some struggling and others flourishing. Some of these alliances (The Destiny Project, The Moralist Front, The Crimson Guard, Monolith and The Cult of Justitia) created the Red Dawn Economic Pact, which, upon Pacifica’s joining on May 20, 2010, supplanted and fulfilled the Modified Revenge Doctrine, as it created an intra-red framework for Red Team alliances who believe that raiding the unaligned is wrong, and specifically that raiding any nation on the Red Team is wrong. A certain GOONS nation was contacted and asked to end the raid. The response has apparently been the “Red Raid Safari” with participant nations coming from GOONS, Mushroom Kingdom, FoK, \m/, Poison Clan, and others. Biff Webster of the Cult of Justitia, on behalf of Red Dawn, made a public statement about the raid and requested that the participants cease. With the clarity of hindsight, the missive had what could be called the “standard effect.” The rest of this letter will be focused on answering the issues raised during the ensuing discussion. The Order recognizes that there are many ways to play the game, and joining an alliance is not for everyone. Indeed, joining an alliance may put you at even greater risk, since there is the threat of major hegemonic warfare and potential reparations (not that such curb stomps could [i]ever[/i] happen in a post-Karma world). As a way to help grow the Red Sphere and provide a place for non-political players, Red Dawn’s raiding policies, in our opinion, are a force of good in the world. I will also note that it helps bring cohesion to red, not just with the unaligneds, but the signatories who work to minimize and eliminate raiding on our beloved sphere. As someone familiar with his tenacity and drive, he will act to ensure his objectives are met, and if he views you as an obstacle to his objective, beware. With respect to motivations, some choose to use what power and influence they have to try and help people instead of trying to grief them. I would recommend that you speak to a founder or very old member of your alliance regarding a certain defense network and their creed. Smaller nations could easily crush raiders with a $15 million boost, especially if it comes with the 10k soldiers. Then the raiders would either declare war on them for funding targets or stop. It makes a lot more sense than complaining about the raids. The thought did cross our minds… Sending aid and comfort to the raided targets would allow them to defend themselves, and the Order would not be declaring an offensive war against the Mushroom Kingdom Co-Prosperity Sphere. The Order learned the hard way that the actions of an ally reflect upon you and they may overstep their bounds because of the security your national strength provides. Most of the alliances in the MKCPS do not condone raiding, but raiding will happen with impunity because the raiders have you to fall back against. Members of the Safari have stated plainly that they would not hesitate to use your national strength to resolve any incidents arising from the Safari. The Order appreciates your candor (toward both sides of this discussion).
