DeRaadspensionaris Posted July 31, 2009 Report Share Posted July 31, 2009 (edited) The Treaty of Koper Preamble: The EFTA's long standing goal is to promote free trade in industrial goods between the participating countries and to reach broader goals: sustainable growth, higher productivity and a rational use or resources. Other goals include promoting good relations among member states, and maintaining a neutral, peaceful, stance in European military entanglements. I. Trade In order to promote trade, member states are urged to cooperate in the utmost. Trade barriers, if possible, are to be lifted and free trade should be opened among member states. In order to maintain good relations among one another, and ensure that EFTA members do not blockade one another, but rather, look for a more peaceful solution in such matters. Members are allowed to determine their own trade policies towards other non-member states. II. Neutrality and Peace While we acknowledge that our respective member states each have their own military treaties, alliances, and friendships to honor, the purpose of the EFTA is not to function as a combined military, or militaristic organization. Rather, we view that each nation has the right to honor treaties, and as such the EFTA will not interfere with that. The EFTA is not to be viewed as a military alliance or organization built on such grounds, but as one bent on better relations, trade, and so forth. Thus, the EFTA is a neutral organization with no bias or stance. III. Sovereignty of Members While the EFTA seeks to increase ties among member states, and form friends outside of the organization, national policies, both internally and externally of the respective member states is not to be determined by the EFTA. Each member state is sovereign, and has the right to make their own decisions, which the EFTA will not interfere with. The EFTA is for relations and trade only, not controlling it's members. IV. Expulsion or Leaving If a nation is viewed as going against the principles of the EFTA, and not presenting a good example for the organization as a whole, an expulsion vote may take place. A 51/49 vote is required to expulse a member state, meaning over half of all member states must vote yes. If a member state plans to leave the EFTA, he/she should give a 24-hour notice, and state their intention 24 hours before doing so. V. Referendums Each nation has one vote on referendums. Referendums are limited only to the addition of new member states, additions to the charter/treaty that has founded the EFTA, or to the organizations trade policies as a whole. Discussion, otherwise, is not voted upon and is to be considered private among member states. VI. New Member States New member states may join on the same basis as an explusion vote, with a 51/49 vote. If half of the member states believe that the new applicant should be allowed into the EFTA, then said nation will be allowed into the EFTA. Opinion polls rate that the overall majority of the Dutch population applauds this move and shows that the present government can expect to win the upcoming elections. New Zealand requests to be an international observer of the EFTA. The EFTA has now officially appointed New Zealand as an international observer to the EFTA. An observer is allowed to partake in debates and give advice. The only thing that is not allowed for an observer is the actual voting.
