Anthony Davis recieves a document proposal from Maelstrom Vortex as he is out of state, abroad, in Viniland on Imperial business.

1. The Signatories of this treaty agree not to make war with each other, even should other treaties activate which might draw them into conflict in doing so, national sovereignty and economic partnership are recognized.

2. The Signatories of this agreement affirm they shall not tax imports or exports from the other member states, nor shall they level fees or quotas of any regard against their shipping, transit or trade. The commercial vessels and craft of each state will have free access to the domains of the signatories and capital markets shall be permitted to interface at all levels.

3. As part of respect of national sovereignty, both nations agree never to own more than 49% of the commercial equity in either sovereign domain.. granting neither the capacity to achieve economic control over the other.

4. Extradition of criminals as convicted in the signatories' courts is a requirement. Each criminal must be given a chance to defend themselves in the state justice system in the presence of a lawyer and by a jury trial of peers from both nations. Extradition of government officials is forbidden without the express consent of the executive branch of each government.

5. Citizens are permitted to move fluidly between the states in terms of labor participation, visas will be granted on the most lenient terms possible for immigrants to a signatory's domain in order for them to find employment and if they wish to say, citizenship procedures will be expedited as much as each government can permit within its own processes.

6. Commercial travel inspections security will be minimized to what each state deems necessary for its own defense against terrorism and joint-cooperation between domestic security forces of each signatory will be mandated in order to facilitate the proper inspection and clearance of such craft in accordance to the destination state's security laws.

7. The private education systems of each state will be fully open to inter-state students and visitations will be facilitated by the cultural departments of each state, enabling students to broaden their horizons, see more of the world, and learn about the customs of each state. In order to keep the private education systems of any signatory from being overwhelmed.. market measures will be used to keep the utility rate of the education systems under control.. meaning that normal education pricing will apply.

There is no evidence of a Pax Pacis civil war, if you could redirect me to where you got this information?

Joint Chief of Staff Announcement

Twenty-four hours have passed since we have offered the peace terms. The peace offer is now rescinded, and the Dragon Empire shall begin it's retaliation. Pax Pacis, we are still willing to negotiate but for now we are in a state of warfare.

The following battle orders have been issued:

-Dragonisia, Hae de Fung, and Andonia shall begin their offensive immediately along the path of assault shown in the battle map. The three shall commit their armored divisions to the eastern-most offensive and attempt to cut off the northern end of the country. The number of troops to be committed in each assault has been notated in the battle map.

-Kingdowm of Cochin will reposition 100,000 soldiers and advance along the path denoted by the western brown arrow, and the Melvin Republic shall do the same on the eastern arrow. The remainder of their force will stay in position along their border with the Khmer Empire.

-The Empire will maintain a defensive position along the blue line and the newly formed border with Khmer Empire.

The Melvin Republic also brings before Congress the following proposal:

Khmer Empire Ultimatum

As you all know, ten of our Empire's finest diplomats were ruthlessly gunned down by Khmer Empire officials. This is an action that CANNOT be overlooked, even if the nation's neighbor is causing problems.

I propose that we pose an ultimatum to the Khmer Empire so that they are fully aware of the situation:

- The current government of the Khmer Empire resigns and is replaced by DE-approved officials

- The Khmer Empire pays the Dragon Empire reparations equal to twice the value of life insurance policies enacted, etc.

- The Khmer Empire pays for the contruction of a memorial in the honor of our lost friends

Failure to agree with these actions within 48 hours of issuing the ultimatum will result in military force.

OOC: I always watch with a satellite when my troops go into battle.

IC: HDF is willing to do whatever is needed for the defense of the Dragon Empire. A deed this dishonorable shall bring shame unto their families for generations!

Joint Chief of Staff Announcement

All Dragon Empire and allied air forces are to begin a full air offensive. Fighters are roaming all over northern Pax Pacis (north of gray line) as we speak in the hunt for enemy aircraft. 90% of all available bombers have been given thousands of missions, the frequency of these missions is displayed on the following map by density of pink. As you can plainly see, the majority of our bombing missions are occurring along the assault path of 60,000 man force. This reason is two-fold: we want to give advancing forces as much air support as possible, and we will be crippling Pax Pacis transportation network in the area. This interdiction mission will slow enemy retreats and reinforcements, giving us a chance to annhilate any forces in the area with as little outside intereference.

I'm glad to see that there is possible progress to be made. However you have given me proof of armed conflict within the capital, not of government change. I'm sorry, we cannot call off this invasion until negotiations with Pax Pacis government bear fruit.

A breathless woman who also sounds clearly to be in pain is heard making the message. "Dragon Empire my name is Valerie Kingswell. I am the leader of the rebel forces that have no taken control of Pax Pacis as of now Pax Pacis surrenders to the Dragon Empire".

I'm not sure we can believe this message. Satellite image does show that rebels entered government buildings within the capital, but we see no other evidence that a regime change has taken place. We need confirmation of the death/resignation of the prior regime, and we also need to make sure the broadcast itself is legitimate.

She is now in charge, but currently being treated by a field medic, and in no condition to speak right now. If you wish confirmation that I am who I say I am, ask General Davies, and give him my serial number." He rattled off a series of about 10 numbers.
