*Ring ring, ring ring*

Komorav picked up his phone, and looked at the caller ID. He answered it, and on the other line a young girl’s voice was frantically speaking, in a semi-incoherent manner. It was his 23 year old daughter, Miri. He tried to listen best he could, but could only pick up bits of phrases. Miri slowed down, and told her father “Come home now.” Komorav shut his phone, and sat there waiting a second, thinking. He got up, shook the hands of those at the meeting, apologized to his fellow Nords and the host of the meeting, and went back to the province he called home.

Komorav walked into his office, after a long ride home. He found his daughter standing behind his desk, facing toward the back wall where the Nordic Emblem hung. She spoke in a stern voice to him, “We’re seceding from Nordland.” Komorav, shocked by this declaration and shocked by the fact his own daughter, a Reich Minister, would think of doing such things, “We are not seceded. My work at keeping Novak protected will not be tarnished because you feel the Slav’s give a damn if their culture and history are slowly being forgotten by history.”

“I will not stand by and allow our culture, our history be left to sheer memories of the elderly who remember the days where being Slavic was something to be proud of. We are not Nords, father, we are Slavs. We always will be Slavs, our nation will always be Slav.”

“We are Nords, and have been since I allied us to them many years ago.”

“If you wish to stay a Nord, you may stay in Nordland, but we are seceding. I’ll be resigning my position as Reich Minister and President of Interpol. I have done nothing good for my people in either position, and have advanced only the Nord’s twisted dreams. I will no longer be a tool in their box, to use whenever they need. I will no longer allow us to be referred to as Nords, for we are Slav’s, and always will be.”

“So be it, Miri.”

Later that Day in a Public Announcement

“I hereby resign my positions as Reich Minister and President of Interpol and hereby secede the Slavic Kingdom of Novak from Nordland. The Славянская Империя (Slavic Empire) is hereby the successor state to the Slavic Kingdom of Novak, and we will be neutral in all world affairs until further notice.”

Miri walks off the stage and into a care, where she will be taken to an underground bunker. An aide walks up to the stage, “Any questions may be asked via private message to Miri’s aides, and will be answered as soon as possible.”

In the Car

On the ride to her bunker, Miri started to think about the future. She wondered if Nordland would support her, or go against her. She wondered if the world would even recognize her as the leader of the nation, or just a rebel without a cause. She thought to herself “ where other girls my age are out partying, I’m trying to figure out how to prevent a possible war.”

At the Bunker

Miri’s car arrived at the entrance of her bunker. She chose this particular underground bunker because of its quiet landscape, and the proximity it was to the city she was born and raised in. She had this special attachment to this city, and she never really knew why she has such an attachment. Perhaps it was where she felt the most secure. Or maybe it was just that she found the small city a place where she could feel the most comfort in her new found role.

She walked in, and began thinking to herself some more. She began to think about the amount of help she will need, and began to think of who she could trust. The scary part is, she couldn’t trust anyone. There was one exception though, and that was one of her closest social friends, Sarah. She decided to give her a call. She unloaded all her built up thoughts on to Sarah, hoping she would be able to provide some advice about her new found role as the leader of a newly reformed nation.

Later that Day in a Public Announcement

While this is an unexpected decision, we congratulate the Slavic Empire on emerging from the Nordreich.

We also expect the Nordreich to honor the decision of the SE's government - and people - and let them decide their own destiny.

"Milady!" The voice echoed down the hall, followed by the sounds of beating footsteps. In a rushed step and loud voice, Robert D'esrail ran into Sarah's quarters in the Diet and slammed a report onto her desk with worried eyes. "Novak...Novak is seceding from Nordland."

Sarah's eyes widened. The world was coming apart at the seems. Vaule had already put in evidence that their time in the ComIntern was limited, but now in Nordland as well? That was truly shocking and there was a huge risk that came with it. The memories of Tion came back into her mind, the memories of a Nordic invasion and what was worse was that Valkurheim was seated in the middle. However in a way this was Sarah's dreams, to see the blocs that governed the world begin to break steadily apart. But what was important that now there would be diplomatic work to done to stabilize the region and prevent that chance of war from enveloping the world.

"Damn..." That's all she could say, that's all she wanted to say. She didn't know whether to smile or to frown. "Robert, could I be alone for a moment."

"Of course milady, my apologies." D'esrail bowed and left her office and Sarah read the report again.

This was technically what she wanted. Vaule was branching away from the Communists and making the ComIntern weaker, but now it was the Nordic turn. The problem was, was that ComIntern was not a country, it was a bloc. Nordland was most definitely a nation, and this was secession. Secession she supported, but secession nonetheless.

As she read over the report, the phone on her desk gave into a loud ring. She quickly picked it up and listened to the voice on the other end. "Miri?" Sarah smiled and held the phone tight and for the next fifteen minutes she listened to the girl telling her about what had happened, what had led to the Slavic secession that the world would make its choice on. She smiled when the girl was down and nodded her head. "Don't worry, people are understanding for the most part. You have my support for what ever you desire and you have my voice."

The Hansa would recognize this new state, for it would lay with the people's right to organize and what they truly believed it, whether to be Nordic or to be Slav.

Public Announcement to the World

"World, about 14 hours ago, I had announced the formation of the Slavic Empire, with myself as Tsaritsa. Since then, I have developed an Upper and Lower house of legislation, a Council of Ministers, establish the Senate, and established the Most Holy Synod.

The Upper house, or the Imperial Council, consists of 196 members. 98 are elected and 98 are appointed. The Lower house, or the Duma, consists of 442 members, all elected. Not only do they serve as the legislative body, they also provide checks on the Tsaritsa power by their ability to veto with a simple majority.

The Council of Ministers consists of 12 members. 11 Ministers and a Minister President. The Ministries are as followed:

* Ministry of the Imperial Court

* Ministry of Foreign Affairs

* Ministry of War

* Ministry of Finance

* Ministry of Commerce and Industry

* Ministry of Internal Affairs

* Ministry of Agriculture

The ministries are under the same checks and balances as the Tsaritsa and as the Imperial Council & Duma.

The Most Holy Synod is the highest governing body of the Slavia Orthodox Church. A Procurator will represent myself and preside over the Synod and over the Slavia Orthodox Church.

The Senate is the highest judicial body in the Slavic Empire. There are two Courts of Cessation, one for criminal and another for civil cases. The Department of Heraldry is also within the Senate. The Senate has supreme juridiction in all disputes arising out of the administration of the Empire, notably differences between representatives of the central power and the elected organs of local self-government. It will also serve the purpose of determining the legality of laws made by the legislation or the Tsaritsa.

The phone rings at the palace while the Imperial Family is glued to the television set. As usual the chief attendant answers the phone. On the other end Premier Medvedev requests to speak to the Dowager Regent (ooc: finally came up with a decent title for her.). She takes the receiver from the man and puts it to her ear. “Hello Prime Minister, how are you?”

“I‘m fine, thank you, and how is Your Majesty?” he replies.

“I‘m doing very well, of course I‘d be doing better if we things were going smoother in government. Anyway, tell me Prime Minister to what do I owe the pleasure of this call?”

“Well ma‘am have you seen the news… about Novak‘s secession?”

“Yes I have. Finally those rebels are seeing the light, although it was easier to not recognize their right to rule while they were puppets of the Nords. I have no doubt the world will recognize them as a legitimate government too. I suppose we‘ll have work harder in the future”

“Actually that’s what I was calling about ma‘am. I thought it would be in all our best interests if we tried to have a better relationship with the breakaway kingdom. After all they do claim to be a government of the people, and they have gotten rid of the Nordic shackles. Not only that their government, specifically their legislature is very similar to our own. All in all they are the ideal neighbor for us right now.”

“You can’t be serious.” she scoffs

“I think it‘s what your son would want Your Majesty,”

“Alright, alright fine Prime Minister, whatever the government decides will have the full backing of the Imperial Family” she sighs, resting her head in her hand, “even if it‘s the wrong decision. Just don‘t make me regret this.”

“Your Majesty with your family at the helm of our empire there are never any regrets. My office will release a statement shortly. Goodnight madam.”

“Yes, good night Prime Minister…”

Announcement from the Slavorussian Empire

Recently the Slavorussian government has thrown a number of insults at the Kingdom of Novak. We have called them rebels and Nordc puppets, but today they proved us wrong, and for once we are glad to have been wrong. The Slavic Empire has shown us today that they are a nation of dignity and integrity. Therefore we officially recognize the Slavic Empire’s government and its right to exist. God bless the Slavic Empire, and long live the Tsaritsa!

I personally would like to congratulate you on establishing the Slavic Empire. You seem to be a person of good character and I'm sure you're nation will be successful. While you may not be part of our bloc any longer, I'm sure you will remain a faithful friend. It is curious however, that the same time you and your Slavic brethren succeeded from the GNR I actually granted semi-autonomous rule to the province of Arkhangelsk, the region with the largest Slavic population in my country... Anyways, what can I help you with?"

"Very interesting... we have discussed giving the territory to a Slavic nation. Of course the Slavs are treated extremely well, but no doubt they wouldn't say no to joining your nation. Unlike Slavorussia, you are at least on friendly terms with us. However, you must understand that Arkhangelsk is the only port we possess in Europe, our lifeline for commerce and trade here, especially with our good friends the GNR. It is extremely vital and I highly doubt we will be able to part with such a strategic city so easily..."

As the new government controls the nation and the nords have not yet countered this with power of there own the existing government is by its position the legitimate power. We therefore recognize this nation.

Hmm..I believe this would work. Grøenlandia and the Slavic Kingdom both having joint control of Arkhangelsk and its city. I assume we would also be allowed to maintain a small military garrison and a police department in the city. I will start the voting process in the Arkhangelsk Province although I'm confident the measure will be approved....

I have just been informed by local officials in the Arkhangelsk Province that the measure has passed with high approval. Coupled with the confirmation vote from the Senatus, we are now ready to hand the land over. We have prepared a document for you to look over and sign.

After many talks with one another, Miri and Sarah felt it was time to solidify their relationship and friendship with one another. Thus, the Treaty of Velsk-Brisbane was born.

Treaty of Velsk-Brisbane

I. Sovereignty

The signatories are each separate nations, and each are to maintain their sovereignty.

II. Dual Citizenship

Citizens of both the signatories are welcome to dual citizenship and shall enjoy the benefits of being a citizen of either nation.

III. Defense

Should either nation were to come under an aggressive war, as determined jointly by both signatories, the signatories shall come to the defense of the nation under attack.

IV. Non-aggression and Peace

Both signatories will not be aggressive towards one another or towards those they are sworn to defend. Both shall work towards building peaceful relations amongst their allies, and to attempt at cooperating at maintaining peaceful diplomacy, should they be required to mediate.

V. Additions

Any additions may be added by a majority vote of the current signatories.

VI. Cancellation

This treaty shall remain in effect until such a time a nation sends written notice that this treaty is dissolved. Should it be dissolved, a discussion shall take place about maintaining Article II for those that have obtained it during the time this treaty was in effect.
