Opening of the Port of Singapore

First Minister Lee Hsien Long was quick to issue new rules regarding the Port of Singapore. With the Chinese naval base half completed, the port was heavily secured by most standards, although the Chinese would not settle for most standards on this. Nevertheless the port city could be considered more or less secure. Radiation, bacteriological, viral, and chemical sniffers would be deployed to the port to inspect incoming ships. The following port rules were issued:

Guide to Terms:

Port of Singapore: Most of Singapore's harbor is occupied by the Port of Singapore. The Port of Singapore is administered by the Commonwealth of Singapore. The Commonwealth of Singapore is the civilian authority in Singapore. The Port of Singapore is a port whose goal is to provide an entrepot for Asia for goods from around the world.

Singapore Naval Base: A smaller part of Singapore is occupied by Singapore Naval Base. This is part of the United States of China proper and zoned a Federal Military Installation and not the Commonwealth of Singapore. Its port facilities are not open to anyone except nations with expressed permission

All ships except those hostile to the United States of China or one of its allies shall be granted safe harbor at any time. Foreign warships must register for a permit (usually granted within 48 hours) with the national government before making port in non-emergency situations. Andres, Holy American Empire, Rebel Army, the Tahoe Republic, and the United States of America. SHIPS WITH WMD MUST BE REGISTERED AND ANCHORED OFF DOCK. Local coast guard units will provide extra security.

Ships carrying significant ground forces must make specific request to dock at the Chinese Naval Base in Singapore, this will be handled on a case by case basis. Singapore while an international port, will not be permitted to be used as a staging point for military operations. Again the Singapore Chinese Naval Base is not covered by these same rules. Nations, even allies, found using the Port of Singapore for active military operations or staging will be punished.

Should Singapore itself come under hostile attack, China reserves the right to temporarily suspend rules.[/quote]

Rule 2: Regarding Civilian Ships in Singapore

All civilians ships shall be given access to Singapore provided they meet the following conditions.

[1]A full crew manifest, certified by inter-pol and the host government, criminal background checks must be included. Accredited health records must be included. HIV and other sexually transmitted diseases must be checked within 3 months prior to arrival at port. Sailors will not be permitted to enter Singapore with a STD.
[2]A full cargo manifest, along with the origins of all cargo.
[3]Crew submit to health checks before coming ashore.
[4]All weapons must be declared immediately. Singapore permits legal transit of conventional weapons, Singapore is a closed port to nations transporting WMD intended for trade with another nation. Singaporean crews will conduct full radiological, bacteriological, chemical, and biological sniffing.
[5]Regardless of the country of destination and the country of origins laws, Singapore bans all drugs aside from legal pharmaceuticals, alcohol, and tobacco. Chewing tobacco is banned in Singapore (IRL they banned gum even :P ). Singapore authorities will inspect ships at will, and if such substances are found in quantities for personal use, the crew member in possession of it will be arrested and sent to jail for one year than black listed, the ship's owner will be find 100, 000 bancors. IF the ship is found to carry sufficient quantities for distribution, the ship shall be seized along with all cargo, the crew will be sentenced to jail for life, and the owner will be find 3, 000, 000 bancors and all their assets banned from Singapore.
[6]Public intoxication is not permitted in Singapore. It will result in 12 days in jail.
[7]Fighting in Singapore between visiting sailors will result in a one year jail sentence and being banned from Singapore for life. If a crew has more than 3 fights over the span of a year, they will be expelled from Singapore.
[8]Ships carrying oil through Singapore must be double hulled tankers meeting safety and quality standards. An oil tanker must be certified yearly in a Chinese or Singaporean Port. Spills in Singaporean waters will be cleaned up at owner's expense.
[9]Singapore does not permit any group on the list of terrorist organizations by China or its allies.[/list][/quote]

Nations and port companies can apply for piers. All ASEAN nations plus Burma, Minilla Islands, and Azurian Republic will receive a pier free of leasing fees as part of South East Asian Unity. ASEAN and South China Sea Pact Members pay minimum user fees for the cost of maintenance and operation. J. Andres and Vietnam will each receive two dedicated moorings at China's naval base.

OOC: Some of these rules on personal behavior seem excessive and draconian, but thats actually close to what IRL Singapore's rules are. Its a very strict but also very clean and safe place.

Paradise Government Systems wishes to lease a pier, but doesn't think our bank would be too keen on being charged a user fee... seeing as they wouldn't be leasing the pier; we would. Shouldn't you charge us?

Also, we can't seem to find any mention of the cost of a lease anywhere in this document. Before we commit, we'd naturally like to know how much this costs.

If the Commonwealth of Singapore is having a hard time effectively administering the port, Paradise Government Systems is available to provide assistance.

Arctica Motor Works is interested in leasing a pier, but has one concern. Purchases from AMW's military division are considered confidential between AMW and the customer. If such cargo is to pass through the Port of Singapore (AMW does not provide any WMD or NBC weapons to foreign customers), must a full manifest of these items be provided or can the port authority just be informed that we are carrying cargo of a martial nature?

The Commonwealth politely refuses an attempt for help. The Bank information we want to know is the account from which to do an automatic charge too. Fees are based on usage and therefore we cannot comment on prices. Cruise ships which require significantly less equipment tend to have a lower user fee than freight ships which require much more extensive inspection and usage of cranes and large cargo lots.

AMW is assured its cargo is confidential. Singapore must maintain a full manifest of what comes through its port for security purposes and so that it is not complicit in illegal arms trades or the equipping of terrorists.

The Commonwealth's Department of Finance has spoken with the executives of Northern Petrol and has decided to submit an application to transfer ownership of their pier to the Department of Finance, which will allow them to operate on our pier while reserving room for our other corporations.

With the contract for piers secured the Cochin Chamber of Commerce set up its operations. A large multi-storeyed building was leased to set up the offices. All the major trading companies registered with the Cochin Chamber of Commerce have started hiring staff and securing premises in Singapore to set up their commercial operations. The expected construction boom in South East Asia with the rising of new countries like Azurian Republic and Myanmar has prompted the real estate and construction companies like Larsen and Toubro, TP Balagopalan etc to set up offices with speed while State Bank of Tripunithura started a commercial trading and personal banking branch in the Cochin Chamber of Commerce building to facilitate the trade and financing requirements of the various Cochin and foreign companies setting up operations in Singapore.

Meanwhile Varuna Mercantile Limited also leased a large pier front estate adjacent to their assigned pier to set up the Singapore branch of the company. VML, the largest shipping company of Cochin and one of the largest fleet and cargo movers in the world has plans to corner a substantial share of Singapore's cargo volumes with its extensive fleet of cargo ships. Due to the stringent rules stipulated by the USC authorities, VML has tightened its policies for Singapore based operations.

Pareekutty Cruise Liner is however starting in a more modest levels. Like Varuna Mercantile, Pareekutty Cruise Liner has started a few runs of its freight ships to Singapore but it is mainly looking forward to start ferry and cruise services in Singapore. Pareekutty Cruise Liner hopes to make Singapore one of its regular cruise destinations.

Despite applying for six piers the Tahoan Ministry of Trade and Commerce has located a more suitable location in Signapore, away from the main port district but still large enough to handle all of the dozens of corporations that will be trading through Singapore's need for space.

Additionally a large office complex is currently under construction that will house the offices of various corporations trading through Singapore as well as the Singapore offices of the Ministry of Trade and Commerce that will work with Singapore authorities and oversee the Tahoan sector.

With the massive demand for port leasings, China's domestic construction boom in the north, and the massive amount of China's economy focused on wartime construction, Singapore announces that it is opening up construction contracts to outside companies. They will be tasked with building even more port facilities and more heavy high speed rail lines to be built from major piers in the Port of Singapore through Malaysia and into the Azurian Republic. Singapore also is issuing contracts to upgrade buildings to increase energy efficiency and would like to request bids on the construction of a nuclear fusion plant and upgrading tidal generators.

It felt a bit like a homecoming for Singacorp. Originally based in Singapore, the corporate headquarters located in the Zargathian capital had ended up buying the mother company with government funds, ultimately leading to this odd turn of events. Now led by former executive manager Reino Hilmarsson, the company hoped to once again use Singapore as a center of international shipping, even though the construction and manufacturing branches had been moved to Zargathia after the purchase.
