Granted in the first, not granted in the second. An advisory contingent of national police forces may be deployed, with arrest but not detention powers around Selenarctos's port. Non-lethal weapons are authorized. This is not due to any ill trust of Selenarctos, but our general policy of limiting foreign troops in Singapore itself due to the obvious potential escalation and threat to Singaporean Sovereignty which would occur if every nation with a port had its own contingent of troops in Singapore.

Reply from Ersch Electronics:

We certainly have no objection to construct such a system and it is well within our capacity, but based on scans and maps of the surrounding area made while Singapore was a protectorate of Selenarctos, there simply isn't enough suitable water to construct an eight terawatt wave generator farm in Singapore. Wave generators must be located in shallow locations with near-constant waves and a reasonable safety margin separating them from shipping lanes. Add in the minimum spacing needed between generators, and a maximum generating capacity of 500 gigawatts might be achievable. Since Singapore is located on a pair of straits lacking large wave systems however, the efficiency of a farm would be significantly reduced and the actual power generated could be well below that number.
