Crown of Alaska

Alaska had survived the Eighth World War relatively unscathed. It’s remoteness made it a refuge for those fleeing the fighting in Canada and eastern Russia. Religion guided and comforted them through the troubling times, the Eastern Orthodoxy brought over from Russia quickly spread through the camps and townships, the church became an essential part of life. When the dust settled over the world, Alaska experienced it’s own period of turmoil, as factional forces and city-states skirmished for control of the nation. The victor was a religious fanatic named Judas Horn, who lead an army of fellow fanatics, the Ecclesiastic Sword Brothers. Judas had himself crowned as the King of Alaska, and the Archbishops of the nation appointed him Ecumenical Patriarch of New Archangel, the head of the Church. A new state structure was hurriedly erected. A provisional parliament was cobbled together from members of various communities across the country, militias were unified under a single military command, currency was minted, and rebuilding began. It was time for Alaska to reach out to the world.

The king was praying when Michael entered the chapel. It was specially constructed next to the kings temporary residence, a splendid mansion constructed before the apocalypse. The chapel was once a garage, housing the mansion owners many expensive cars. The Chapel was now adorned with iconography, splendid surreal depictions of the most holy individuals of the faith. On the altar, where the king knelt, was a magnificent golden cross. Michael quietly waited by the door for the king to finish.

 

Your  majesty. I have received a message from Saul, Whitehorse was taken by the Sword Brothers without resistance. The local government has agreed to begin negotiating a treaty with us for the annexation of Yukon.’ Michael reported when the king had finished his prayers. The king left the chapel, with Michael trailing behind. ‘There is also the small matter of Siberia. While we did make friendly contact with local authorities in Petropavlovsk-Kamchatsky the local administration is not particularly please to hear of your declaration as “Tribune of Siberia”. Even so, it may be possible to negotiate with them to form the basis of a Siberian Far East province.

 

When back in the kings residence, Judas turned to Michael. ‘I trust we are making headway in organising a tax collection? The state needs money. Also, I want the Aleutians occupied, sooner rather than later.’ With that, the king retired. Michael left him in peace and went to check on Mark at the Royal Taxation Office.

OFFICIAL DECLARATION

Concerning Yukon and British Columbia

BY ORDER OF THE KING, the Crown and Ecclesiarchy or Alaska sets forth this official policy declaring the intentions of his majesty King Judas I Horn to seek the inclusion of the territories known as Yukon and British Columbia into the Crown and Ecclesiarchy of Alaska. These two regions share geographic and cultural links with Alaska and by bringing them into the realm, the Crown wishes to see the entire North Pacific region prosper. As this declaration makes out intentions clear to the world, we would consider any incursion into the Yukon or British Columbia a violation of Alaska’s sphere of influence and a provocative act.

The Sword Brothers had been broken up and it’s formations scattered across the Yukon, leaving the defence of Alaska to be provided by a collection of allied militia groups that had aided in the unification conflicts. The decision was made to disband these units and enlist their members in a new national army, on top of new volunteers. The recruitment target is 294,150 which would allow the army to field twelve infantry divisions and four armoured divisions, as well as the necessary support and administration personnel. The soldiers will be issued with a uniform and equipped with the Sig-Sauer SG550 series of rifles, as well as a variety of light, medium and heavy machine guns, mortars, marksman and sniper rifles, and anti-material rifles. With no vehicle manufacturers in Alaska, military vehicles will be limited to DIY technicals until others can be sourced from overseas producers.

Unalaska, Aleutian Islands

The first troops of the new army had been hurriedly re-equipped and immediately sent to the Aleutians. There were only a few hundred of them looking splendid in their new uniforms and shiny new rifles. The troops would sail out to the island in a container ship and land using life boats shortly before dawn, setting up roadblocks and observation posts. When day broke, the soldiers would largely leave the townspeople to go about their day to day business. The local authorities would be informed of their new situation, although they were no doubt aware of the situation on the mainland. Unalaska would be the first step in the sweep across the Aleutians, one by one the islands would be invaded by a small force, an observation post established, and the Alaskan flag planted.

Saul sat on the balcony of the hotel on Whitehorse's main street, watching a pair of soldiers patrol the town. After taking the town, the Hotel had been commandeered as a barracks. Not that hotels in these parts got many customers nowadays. The Sword Brothers had been met with suspicion by the locals, but - surprisingly- no outright hostility. Whitehorse was just over the border from Alaska yet was terribly remote, it had survived the war and the subsequent factional fighting that plagued Alaska without a scratch. A few days ago a truck had arrived carrying army uniforms and a set of orders from the King. Saul was to reorganise the Sword Brothers to meet the standard established by the military committee in New Archangel. The reorganisation had damaged morale and unit cohesion as the large detachments that comprised the Sword Brothers were split up into squads and platoons, a lot of tight knit groups of friends were separated, although Saul had allowed some freedom of movement in the first few days, allowing the men to swap units and minimise the impact on moral. Saul lit another cigarette and turned his attention to the map on his lap. The day was drawing to a close. In the morning, a battalion would leave for Watson Lake, a crossroads town that sat on the only route south into British Columbia. Two other battalions had already set off north, with the objective of securing the towns along the Klondike Highway and the Silver Trail and the towns in the foothills of the Mackenzie Mountains. It was the kings ambition to unite the north-west Pacific coast, and spread the faith to these regions. Saul had opposed the decision of the king to dispatch soldiers on these foolhardy expeditions, especially when the country was only just  up and running properly. Yet despite his misgivings he accepted his commands. Saul predicted one week for Alaskan forces to reach Vancouver, assuming they encountered no resistance. Something which couldn’t be guaranteed. After some time of pouring over maps and reconnaissance reports, he wrote up and dispatched orders to the commander of the 2nd Battalion, before turning in for the night.

 

The next day would see whitehorse thrown into a flurry of activity. Trucks were being loaded with supplies and mem. The battalion was gathered by the river, receiving a briefing from their.commander, while another group knelt before a makeshift altar with their heads bowed and a priest blessing them. Gathered aroung the soldiers was a group of locals, amature merchants mostly, peddeling their handicraft and scavenged trinkets. Saul made his way through the hustle and bustle of a battalion on the move, heading towards the town hall. This was the third meeting with the Yukon Council, the successor to the Yukon provincial government. When he arrived, he found the entire council in session, typically the meetings would be between himself and the council executives. Something was up, and whether it was good or bad Saul couldn’t tell.

 

"Ah commander!" the speaker of the council said as Saul was chaperoned into the chamber. "I'm sorry we didn't tell you before, but it was decided to make this meeting with the entire council at the last moment. I hope thats okay."

 

"Yes that's fine, but I must ask, why is this meeting taking place in such a public forum?" Saul asked the speaker.

 

"Well commander, we are hoping that this will be a definitive meeting. We believe we are ready to sign a treaty."  The governor said, as an aid produced two copies of a document. "In short - the Yukon Council will dissolve and the Yukon Territory will become part of the Crown of Alaska. The Yukon Territory will be come a province of the Alaskan Crown, to be overseen by a governor, appointed by the king on the advice of the people of Yukon. Please feel free to take a moment to look over the provisions and articles."

 

"I must say, I am surprised to find ourselves coming to an agreement so quickly, but if these terms accepted by the Yukon Council, then as the Crown and Ecclesiarchy of Alaska, I accept." Saul replied.

 

Two days later, the governor of Yukon was in New Archangel at a public ceremony for the annexation of Yukon. The patriotism had been turned up a notch for the ceremony, flags and banners were everywhere. The king himself was to be the signatory for Alaska, only fitting as it was the governor of Yukon who had turned up. The next day the interim government would go about the droll bureaucratic business of bringing the Yukon into the fold.

With the landing of French military forces in Quebec and the Alaskan military incapable of intervening with any speed, the decision was made to slow down the advance of French forces by supplying the Quebecois militias - “outlaws” as the French had labeled them - with weapons and supplies. Civilian trucks would be dispatched loaded with arms and ammunition (the weapons that were formerly used by the Alaskan militias before the standardization of small arms), camouflage, rocket launchers, and anti-tank and anti-aircraft missiles. While it was unlikely that the Quebecois militias could repel the invasion, it was hoped that they would at least put up a decent fight until Alaskan forces were ready to make a proper response.

The government has announced that it will established a vehicle factory with state funds to fill a void in Alaska’s manufacturing capabilities. The factory will be constructed over the next three months and will be privatised after two years of state run production. While the Alaskan Motor Company - as it was to be named - would produce civilian vehicles (mostly unlicensed copies of the Toyota Hilux), it would also be tasked with producing military vehicles. Namely the Lynx Light Mobility Vehicle and the MT500 Motorcycle, as well as various kinds of trucks. Further, Anchorage Shipyards have been commissioned to produce two corvettes, three frigates and one landing ship for the Alaskan Naval Force.

I am writing to you from Kamloops, about 200 km from Vancouver. Our troops have made slow progress, we are far behind schedule. The advanced through British Columbia has been painfully slow, largely due to a combination of uncooperative locals, bad weather and roads that have fallen into disrepair. First battalion is currently taking up positions at Dawson's Creek on the other side of the Rocky mountains, while Second has secured Prince Rupert on the Pacific Coast. Third and Fourth are not far from Vancouver. Most of the local governments have been completely unwilling to cooperate, so troops have been left behind in most towns to enforce martial law. I highly recommend the creation of a civilian authority is organised as soon as possible, so that the men can return home and the rearming and reorganisation of forces can be completed.

Alaskan Ground Force

The Alaskan Ground Force make up the bulk of Alaska’s military capability. Numbering some 300,000 people, the AGF is equipped and trained to operate in the terrain of northern North America. Military service is voluntary for both the male and female population. Officers are career soldiers and drawn from veterans from past conflicts. The AGF is comprised of four 16,000 man armoured divisions (of which one is a reserve formation), six 20,000 man infantry divisions (of which 2 are reserve formations) and six 18,000 mountain infantry divisions (of which 2 are reserve formations). Each divisions has several combat battalions split into a number of brigades as well as command and support, reconnaissance, artillery and engineer battalions. There is also a special operation force; the Long Range Reconnaissance Patrols (Tier 1) and two Parachute Commando battalions (Tier 2), as well as the necessary signals, intelligence and logistic support units. Completely detached from all other formations are the Arctic Rangers, a special regional surveillance force that patrols Alaska’s far north communities and oil fields.

Alaskan Air Force

The Alaskan Air Force is designed to be both a defensive and offensive force. It is comprised almost entirely of multi-role fighters, some attack aircraft, and a sizeable fleet of reconnaissance and strike drones. The AAF is also responsible for providing helicopter transport and support for the Ground Force. The AAF’s combat forces are comprised of ten fighter squadrons, four ground attack squadrons, and two strategic bomber squadrons. Each squadron is made up of twelve aircraft. The drone fleet is comprised of two squadrons of armed drones and three of long range reconnaissance drones. The AAF also includes transport, refueling, AEW&C, and Alaska’s air defence artillery.

Alaskan Maritime Force

The Alaskan Maritime Force is dedicated to the maritime protection of Alaskan territorial waters. Limited in size and capability, the fleet is designed with multi-role capabilities in mind. Frigates and corvettes provide both anti-submarine and anti-ship deterrence, while a landing ship allows the Alaskan military limited power projection capabilities. Together with ten patrol boats to act as maritime police, these few ships make up all of Alaska's naval forces. Construction has begun on several shore batteries to provide anti-ship defence to major cities an islands in Alaska. Anchorage’s defences will be centred on the islands at the entrance to the Cook inlet. Augustine, Ushagat and Perl islands will be fortified with shore batteries. Cordova will be defended by a single battery in the hills above the town. Juneau will be defended by two installations, one at Thane in the south and one at Portland Island in the north (defending both Juneau and Auke Bay). New Archangel will be defended by three installations in the Sitka Sound - one at Makhnati island, one at Peisar island, and one at St. Lazaria island - as well as two dug into the hills above the city.

The installations will feature a series of bunkers and gunnery positions constructed from reinforced concrete. The positions will largely be undergound (especially the magazines), cut into the rock where possible. Positions built into hillsides will be camouflaged by having the side facing the sea shaped like part of the hillside - however, they would be easily discoverable by aerial reconnaissance. Every positions will have a combination of 406 Mark 7, 130 Mark 13, and 76 Mark 5 naval guns as well as CIWS stations. The plan will be extended in the near future to encompass the Aleutians and the Columbia coast.

The ability of the Babylonians to gain access to and shut down Alaska’s military communications network presented the military establishment with a serious problem. Alaska's networks were extremely vulnerable to foreign attack, and Alaska had no way of stopping them, nor any way to fight back. It was decided that a department had to be formed to collect, decrypt, translate and analyse foreign signals intelligence, provide a hacking force to gain access to enemy communications networks and to defend Alaska's own. It was named the Signals Intelligence Directorate.

The Alaskan Rangers have been tasked with occupying the remainder of the Mackenzie Mountains. The current border cuts through the mountains, leaving two thirds of the mountains unaccounted for in unclaimed territory. The mountains hold 55% of the worlds known sources of tungsten, making them extremely important for mining operations. Ultimately, the rangers would seize all land up to the Mackenzie River, establishing supply and weapon caches along it’s banks as well as camouflaged shelters and observation posts. Similar caches and posts would be set up throughout the Mackenzie Mountains, ensuring that patrols in the region would never be caught without supplies in case of emergency. The taking of further areas of wilderness has prompted the formation of more Regional Surveillance Units, specialist reserve formations tasked with sovereignty patrols, intelligence gathering and policing in the remote areas of Alaska. In addition to the Alaskan Rangers, there will also be the North Slope Patrol and the Aleutian Maritime Force - a combined coast guard and specialist marine landing force.

The town of Homer, Alaska was chose for the location of the Alaskan Maritime Force’s main base. Located at the entrance of the sheltered Kachemak Bay, the naval base will be constructed at Miller’s Landing, just east of the town and the civilian wharf. The construction of the base will include a command and control centre, drydocks, quays, home’s for the seamen and their families and shore gun/air defence emplacements. Construction is expected to take almost a year for the basic port facilities to be completed, although the government may invest more manpower and money into the project as Anchorage and New Archangel become more and more clogged with civilian maritime traffic. Meanwhile, an air base will be constructed at New Archangel on Middle Island in the Sitka Sound. The Air Bases construction will occur alongside the expansion of the New Archangel civilian airport.

HIS MAJESTIES INTERIM GOVERNMENT, has today announced plans to hold elections in order to elect representatives for the formation of a parliamentary system. There shall be two parliamentary chambers. The lower house shall be known a the Open Council, it’s discussion shall be on public record, and representative places shall be elected from anyone within the community. The upper house shall be known as the Closed or Privy Council, it’s discussions shall be private and it’s members hand picked by His Majesty the King. The lower house shall be responsible for drafting and debating legislation, and oversight of Alaskan governmental ministries. The upper house shall be responsible for approving legislation voted on in the lower house and will also have to power to enact declarations without the approval of the lower house. To represent the important role that religion and the Eastern Orthodox faith plays in Alaskan society, a quarter of the open councils seats shall be given over to the Alaskan Orthodox Church, and filled by appointed members of the clergy. Elections are expected to be organised and take place within a month.

The RAS Saint Juvenaly, a priest class frigate has been issued orders to depart New Archangel and make it’s way to the South Pacific. It’s orders were to sail to the Pitcairn Islands, where they would occupy Adamstown, discover if any of the 56 pre-great war inhabitants still lived, and remain on the islands until further notice.
