After a series of worrisome moves the CMC had gathered to discuss issues regarding the Republique of Du Fleuve. It was determined that the nation had shown its true colors with hostile rhetoric towards allies to be a potential source of trouble and a thorn in the side of the United Federation of the East and potentially stability from Casablanca to Jakarta. Of particular concern was the potential for nuclear terrorism and aiding islamists in South East Asia.

Build ups were also to begin on the 'shotty nuke' flechette catagory of weapons as they had come to be called.

ASBM and Club K production even though not used in the previous low intensity conflicts would be increased.

All this culminated in a large restart to the UFE arms industry. The world had begun to be kicked out of a rut, war would be coming, a big one.

Further all Korean Arms were to begin being transferred to the strategic reserves of the United Federation of the East.

Private Transmissions were sent both to the Kingdom of Cochin and the Holy American Empire requesting meetings to talk about options.

Meeting him, Field Marshall Ding, Chief of Staff of the United Federation of the East's Central Military Commission. The man was caucasian, and while his grand parents were descendants of the military advisers sent during the heyday of the Sino-Soviet Friendship Pact who had never left, and he spoke completely fluent chinese having grown up there, Ding was somewhat of an anomaly among the senior leadership.

They would meet inside one of the many ornate guest houses in the mountains outside of the city.

"General Mahesh Varma, thank you for coming on such short notice. There are some issues which I would like to discuss regarding the current state of the world, and resolving any lingering disputes between the United Federation of the East and the Kingdom of Cochin on a military to military level and increase cooperation between our two armed forces. I can assure you that the Federation's desire of Westward expansionism is at an end and we are willing to issue a statement to that effect. Further I can tell you that our government is far more interested in stability in the region than anything else. We now hold so many overlapping treaties with allies that in our strategic assessment, hostility is pointless. Instead it would be beneficial to cooperate more openly.

The most pressing areas where cooperation would be useful is reliable sea lanes. We would like to have free passage through the Indian Ocean, we are prepared to sign an optional defense pact and work with you on operations to reinforce the historic monsoon trade routes to check the flow of extremism there as well as keep track of the worrying developments in Africa. With your own history, I assume you recognize the rising dangers of radical islam as well."

The Caucasian soldier commanding China's armed forces intrigued Gen. Mahesh Varma but then he reminded himself of the increasingly multi ethnic nature of United Federation of the East.

A statement to such an effect would indeed remove that great thorn which has been impeding relations between our two nations. Also we thoroughly agree with you on the pointlessness of hostility. As regards the sea routes, the Kingdom of Cochin is committed to the principles of Freedom of Seas and hence we ensure that the Indian Ocean, Bay of Bengal and the Arabian Sea is safe for commercial traffic and as regards military traffic our restrictions are limited to our own Exclusive Economic Zones, the limits of which we hope United Federation of the East would accept? As allies of Cochin UFE would of course have freedom of transit for your mercantile as well as naval formations. The Royal Cochin Navy is also in the forefront of operations to ensure the safety of shipping from maritime crimes including and not limited to Piracy. As regards Africa, indeed Kingdom is gravely disturbed at the latest news coming from that region. While the formation of the League Of Africa has been a positive step, the extreme radical nature of Republique du Fleuve and their apparent efforts at pulling the other African nations to support their schemes have the potential to destabilize the world. Our latest intelligence reports of Republique du Fleuve being nuclear armed only raises the danger of the possibility of nuclear war initiated by the madness of yet another irrational regime. Nations of the world are only recovering from the disaster caused by those Monegasque submariners. We certainly do not wish to see a repeat of such a scourge."

Vice Chairman Kou would send word to Lord Wiggin, that the meeting would take place on Guam, so that the journey for the HAE representative would not be as long. Vice Chairman Kou sent word to Guam's ELINT and SIGINT analysis bureaus to have material ready for him upon arriving in Guam so that he could present it to the HAE representatives about the gathering storms on the horizon.

A massive orbital satellite system looked down with its high resolution cameras on the Republique. Space Commands in Guam, Taibei, and Guangdong were controlling the imaging and signal systems. Messages beamed into space for trans oceanic signalling would be intercepted by the satellite system and beamed back to data repositories at the national cryptological institute for deciphering. Meanwhile imaging would be made of various sites which were suspected of housing nuclear processing facilities, bomb assembly areas, rocket assembly areas, as well as housing nuclear weapons themselves.

Two Franco Class Submarines had been dispatched to the region and were ordered to begin bugging undersea cables, the cables targeted were for communications between Europe, North America and the African Continent. With friendly regimes in place in Asia and South America, the likelihood of these areas being needed to be monitored was not nothing, but significantly less.

Specialized submersible USV would be dispatched to sit on lines, and were equipped with an advanced flash hard drive system which would record information that was either encrypted or contained code words.

Above the water various Chinese 'Fishing vessels' and 'commercial aircraft' along with long range global UAVs were busy gathering intelligence. While the numbers were not increased to anymore than usual, the areas of interest for signal intercept would be. Once sufficient messages were gathered, the UFE cryptographers were confident in their ability to crack potentially hostile codes.

The warm emotion was true enough, but beneath was a bit of confusion as to what in Africa would possibly be of interest to the two superpowers. He gestured east, towards home and beyond that the Atlantic. "I'm sure that there is a logical, important reason for calling these talks, and I will be more than happy to provide assistance."

A 10 Squadron Wing of GLI-133's proceeded by refueling aircraft and followed a great time later by high speed escort fighters took off from Southern Malaysia heading directly out over the Indian Ocean. Given their flight path they would not be detectable by any enemy radar at this time, although enemy satellite may pick up the massive air group if sufficiently sophisticated. Among the bombers, at the back of the pack, was a couple of transport aircraft loaded with teams of highly skilled combat engineers along with heavy equipment.

They proceeded to an organization point somewhere over the deep Indian Ocean en-route towards Africa.. away from any major island chains, mainland, or foreign sea lanes.

"Air Command, this is Red Wings Force Commander we are en-route to position. Please update our weapons release status, black box mission package, and any further order changes. We are ready to comply, over." Meanwhile elsehwere,

In the Pacific, ASW Patrols got active.. the alert level was raised on ASW crews. Helicopters began to drop recoverable sonar bouys to check for the presence of possible sub threats. P-8 aircraft equipped with Magnetic Anomally Detectors and Thermal Plume Detectors began their regular search patterns.

Tensions began to run high among the PLARF.. it was about time to perform in the ways they had been trained and that means the fight for life and death would soon be upon them.

In the Central UFE and on some island bases.. mobile Nuclear Launch Vehicles came out of their camo-netting and began moving to reduce the risk of harm to them.

Central Intellegence was moved to severe alert Status. Unpublished defense conditions were moved to DEFCON 2, a state of conventional war.

They seem to be out looking for a fight. The UFE is concerned as I know you are with recent experiences, about the presence of nuclear terrorism." he said.

Opening his briefcase he had marked on satellite photography the nuclear missile silo locations of the Republique de Fleur. "These are the locations of the Republique De Fleur's nuclear program. We've recieved several broadcasts with from them in the past several days that seem to be saber rattling for a world war. Our opinion is that we should..." suddenly and aide walked in breathlessly.

"Sir!" he exclaimed. "I'm in a meeting." Kou replied angrily. "Sir it can't wait, the Republique and Ottomans are about to strike the Brits, they are also mobilizing."

"!@#$%*." Kou said. Turning to the HAE representative he sighed. "I'm afraid that I am going to have to ask quite a bit of from you now. We'll have to defend the brits, and its better if we strike first rather than second against the enemy's nuclear arsenal. We'd like to request the HAE assistance, the most pressing concern is basing our stealth aircraft to knock out their arsenal. We would also like permission to immediately dispatch the First Fleet from the coast of North America to the South Atlantic through the Panama Canal."

UFE B-9 Squadrons 1 and 2 were launched from Guam towards the combat space. F/B-23 and F/A-47 Squadrons were readied for expeditionary capability. SS-18 Shottys were ready. Nuclear weapon positions were ordered to 24 hour mobility.

Orders were further given to the UFE Space Command to use anti-satellite lasers to disable any Ottoman and Republique Satellite systems in Asia.

ASW warfare was ordered in the Pacific and Adjacent Sea, P-8s were launched with MAD, sonar buoys, and thermo imaging.

PLARF Weapons Augmentation satellites over Asia slightly repositioned themselves to get a read on the Ottoman Satellites and the orientation of their ground communications dishes. Their goal was to interrupt data relay in a way that would look like a solar flare or other malfunction may have taken out the vehicles.. by having them all go offline simultaneously and temporarily. In truth, the ground communications dishes would be destroyed by a laser blast from the PLARF Satellite systems which would burn holes in the dishes and their components taking them offline until replaced. It would probably take ground engineers some time to figure this out though.

This of course, would be done while the satellites and earth were oriented towards the sun. The spy attacks on the satellites would occur right before this happened, giving the ottomans no clue to their impending fate.

At the same time State Run Media in UFE would play a report of Solar Flares knocking out satellite communications over Asia.

Classified to the UFE


Two littoral combat ships, two large cruisers, perhaps battleships, two frigate and a twin hulled super carrier, all undefended from submarine attack.

The coordinates were sent to UFE military intel in a secure line.

Nearly an hour later satellite images came In from pictures taken if the Ottoman Republic by the DPRM's satellite network.

The recent operation perrepat allowed British military intel to download these images and coordinates and also send them to the UFE. Their contents included every major airforce base the Ivorians had.

"The canal is obviously open for use concerning allies." Admiral Wiggin said automatically. His mind was racing through possible scenarios and their consequences for the Empire as a whole. Destabilization in Africa would likely result in uprisings across North America and Asia, which could alter the precarious balance of power to something less acceptable to the Empire's fortunes.

"I can authorize phasing aircraft through the Azores to a Carrier Battle Group we will dispatch to a forward location in the Madeiras. Any further intervention will, of course, have to go through the Emperor."

Would it be possible to arrange an emergency meeting with the Emperor to discuss further action, its my preference that the African Conflict be brought to an end very swiftly and in terms which leave no doubt that armed conflict against the current world system will only result in being squashed as a message to future potential instigators." Kou said.
