My Subjects,

I would like to be the first to extend my hand to people of both the past Hanseatic Commonwealth and the Republic of Promised Land. We are truly entering into a new age of prosperity. With the advent of the Queendom of Australia and my ascension to the crown that you my faithful subjects have so graciously given me we will begin the necessary reforms and changes needed to make this continent a bastion of peace, prosperity, and progress that Australia asks from us. At the moment, we have begun the moves for setting up our government. As you are well aware of, the Queendom, in accordance with the constitution approved by Hanseatic and Promised Land governments before the transition has approved the measure of a transitional parliament before proper elections can take place. However I have announced my decisions for the creation of the Duchies outlined in the Constitution.

Our Queendom will therein be divided into the following territories:

The Duchy of Perth

The Royal Duchy of Darwin

The Duchy of Adelaide

The Duchy of Brisbane

The Duchy of Micronesia

The Duchy of the Pacific Islands

Of these territories they will be divided into ten constituencies each, making sixty constituencies. Each of these constituencies will have one representative in Parliament, elected by the people of that district. Due to the transitional government, elections should take place at the end of the month.

As to the Queendom's foreign affairs. We are hereby reducing our status in the Asiatic Unity Pact to observer status, however will be maintaining our presence in the Australasian Coalition, and at the moment maintaining all treaties once held by the Commonwealth and the Promised Land Republic. At the cancellation of Tronia's treaty, the Queendom will not be applying for the Optional Defense Pact you have offered us.

At the moment, our currency is still divided between the two previous nations, however there is already talk within my Court and among the Transitional Body to act on the currency problem even prior to elections. No matter what the outcome, there will be talk of an economic pact being created once again to those countries that have been tied to Australia economically in the past.

The citizens of the former Hanseatic Commonwealth are, present company excepted, largely unfamiliar to me. Though I would recommend Sarah Tintagyl as the Duchess of Brisbane, that is a personal opinion only, and I have no clue as to how she would feel about such an appointment.

Concerning the matters of the economic merging, I estimate it would take approximately a month to construct the necessary mints in Promised Land to begin producing the Hanseatic Mark there. Until such a time as they can be constructed, the Pound will be produced, though at a reduced rate, and the exchange rate between them will be forced to a one to one ratio.

Upon setup of the proper facilities, production of the Pound will cease, but this currency should still be valid until at least eight months after production has ceased.

I received your report and at the moment I see no problems at the moment to those appointments. I know each of your suggestions have been very historically important to Promised Land. However if these gentlemen do become problems internationally or internally they will be asked to resign from their posts, as per the constitutional agreement. As to Lady Tintagyl, I have no problems and given her recent retirement from international politics, I believe that she would accept the position. In addition, I will be naming Colonel Andrew Sagittal as Duke of Micronesia and Krista Lateila as Duchess of the Pacific Islands.

To your suggestions of the currency, I have no problem with the continual use of the Hanseatic Mark and will order immediate construction of mints throughout the country. Our currency is one of the most important aspects of integration of the Queendom. After this is completed, we will launch the economic pacts the Oceanic region, in addition to economic cooperation throughout the Pacific.

It is only my duty, My Queen. Also, even during this time of transition, we must not neglect diplomacy. I have received reports that quite a number of nations are opening new 'foreign districts.' Apparently it is becoming the new term to apply to districts sp[ecifically made to house ambassadors from other nations. In any case, not much re-organization id needed in the Diplomatic Corps to simply send an abassador, is there?

I will appoint the ambassadors myself at the various posts and I see no reason why the ambassadors that used to serve in the Hansa and Promised Land could not continue their service for the Queendom. Though any such moves far outside our sphere of influence will not end with any such treaties. Also, as to Tronia's Optional Defense Pact, there is no need for optional defense, if we find something wrong with a friendly nation, we do not need a piece of paper to act upon it. Especially, the choice to do or not to do so. In addition, the announcement for the Dukes and Duchesses will be in a few days and those choices are accepted and Lady Tintagyl did accept. Also, we will begin construction on a long range radar system to protect our shores and our influence and protection off of our shores, as well, I want an overview of our naval capabilities at the moment, given to me by the Promised Land Admiral. Admiral Nyjord has already reported to me of the Hanseatic roster. But I need a strict detail of all Promised Land equipment and personnel.

Are any of the Duchy appointments Marchar? If not, are there any lower appointments that have been made? We would ask that some type of representation be given to the Marchar, especially in regions in which they are a majority.

Commanders,

Our nation is young and given the volatile nature of the world around us, defense of this Queendom is paramount, to be able to spot and stop enemy attacks before they can reach the shores of Australia and her islands. What is necessary for us now is the under taking of a large intelligence system by way of over-the-horizon radar technology. My advisors have estimated the cost for this development will be around $HM1.8 Billion.

This system, that will be known as the AIRS (Australian Intelligence Radar System), will be a network of constructed radar stations throughout the Queendom giving our military access to potentially hostile movements well beyond our borders. Construction should start immediately on transmission stations located in Perth, Coral Bay, Broome, Darwin, Townsville (Agora), and Brisbane. Receiving stations should also be constructed in Alice Springs which will be the Central Command of the Royal Army and Air Force as of today. In addition to systems installed on the mainland, the need for protection of our Pacific, Tasmanian, and Micronesian holdings is equally important and AIRS should be installed with both a transmitter and receiver station in Hobart, Kolonia, and Arue.

Engineering advisors have also told me that this system should not take more than a year to become operational and I want priority set on the Western Sea Board, considering we have our allies in Pacifica to the east. I expect frequent reports on your progress gentlemen, do not disappoint.

The Shinsei Shikkoku Teikoku, and Josei Tennō Haruhi Suzumiya are pleased to see two respected nations come together. We inquire if it is possible to sit at negotiation tables, and discuss possibly treaties [notably non-military] with the Australian Queendom. As of this moment, the Josei Tennō herself is currently taking care of national affairs. However, Kōgō Sakuya Hayashi would be more than willing to fly overseas, and discuss. She is also curious about the chances of organizing a national tour, so she can see the Australian Queendom and it's various sights. Maybe, if the Queen of Australia would allow it, she could also tour our state, personally.

While certainly gratifying, I am of the opinion that such a post might interfere both with my paramount duty to the Marchar people and to the personal safety of the Queen. There are certainly enough Marchar of sufficient political and military experience to meet such a post; my own recommendation would be Brig. Gen. Taylor, the same such man who led the first Marchar-Hanseatic Combined forces as the battalion commander of 7th Engineer Combat Battalion, back in the beginnings of our shared history.

My secondary concern is of re-establishing the Marchar Defense Forces that have always kept pace with our established military. While the Lilian program has flourished and indeed gone beyond the scope of its original intention, the Household Guard (Who are undermanned and are the personal fighting forces of the Queen), the Marchar Guards(Which was intended to provide personal security to the Head of State and various political entities) and other minor Defense organizations have gone untouched and unprovided for. While I have taken the liberty of integrating several of these organizations into the combined Australian framework, these organizations that deserve to remain autonomous are unprovided for. With your blessing, I intend to combine the Keepers Purse (Which is made out of a small flat tax imposed on the clans) with the Treasury of the state, and use those funds to retool and rearm these vital defense organizations. I additionally intend to open or aid in the opening of several Security Training Schools, aimed at training our Guard force in the latest defense tactics and equipment.

I will most definitely make the way to meet with this Taylor myself. It is good to know someone still remembering the sacrifices that Hanseatic soldiers made in assaulting the beaches at Rostock that fateful day. I was a captain of a battalion of Hanseatic regulars at the time, and still have the scars from that battle. In response to your concerns of the security details, while under Lady Tintagyl three different guards were responsive, my own reforms, combined all those different guards into one Lillian Guard as you see today, as a detachment solely made of Hanseatic and Marchar women at the moment, but will most likely begin to include Promised Landers as well. However, the Lillians are a special force and if Your Excellency would be so kind as to work to improve other defense attachments, you have the authority to do so. At the moment, our defense budget is extremely high, with construction, military organization, and accountability, the survival of this state is paramount in its young age, if you have ideas and concerns please continue to act on them and bring them to me.

In overview, our naval forces are as follows. I list only generalities for the moment, and not specific capabilities, as I am informed you asked for a general overview only.

Of Corvettes, Landing Ships, and Battleships, Promised Land can contribute eight each in total to our unified forces. It should be noted that while the landing ships are lightly armed with ainti-air and antipersonel capabilities, they depend more on their escorts to get them where they need to be safely, and to protect them from threats from above.

Before the merger, Promised Land was working on developing a practical railgun for our battleships. We made some promising advances, even solving the power issue. All that is needed now is for some way to speed up the firing rate without overheating and warping the gun barrels.

We possess seven vessels each in the Cruiser and Frigate categories.

Of Destroyers, Submarines, and Aircraft Carriers, we possess six each, though currently we are working on expanding our submarine fleet to ensure maximum protection for surface vessels from enemy submarine threats.

However, vessels are not the only thing we contribute to our defense. We possess an extensive SOSUS network throughout what were Promised Land sovereign waters, up to twenty miles off our coastline when not in conflict with the sovereign waters of other nations, and extensive minefields through much of the same area. An enemy fleet will have their hands full just reaching our shores.

Preliminary surveys have already determined the best places to build these stations in the areas you suggest. In order to maximize security, 'military exercizes' will be conducted in at least two of these locations--and in several more the cover of a civilian construction will be used to hide the real puproses of these facilities.

As stated, the preliminaries are already finished, with construction to begin within a week in most areas, and in Alice Springs, construction has already begun, due to the agreement reached at the last meeting of the Australasian Coalition.

Furthermore, we need to better our shore defenses, to lessen the possibility of hostile forces being able to land on our shores, and deny such forces as much air support as possible...an independent contractor known as Dr. Kettenheim is known to be quite the ingenious designer, from our sources, though he is good at keeping his secrets, so few specifics are known. This, however, is not a drawback, rather indicating his trustworthiness. What he designs for us will remain with us.

The organization referring to itself as Environment First has begun to gather signatures in Perth for a petition to create a national Earth Day holiday. They state that with the recent nuclear explosion in the Gibson Desert, we need now, more than ever a holiday that will serve to remind everyone that the environment is our most precious resource, and that we are not the sole owners of it. We owe it to our children to be able to leave it to them intact, not forcing them to inherit a broken land, the consequences of our mistakes.

While they apparently have already gathered quite a sizeable number of supporters for this petition, the newly appointed Grand Duke made a special trip to Perth to hold a public speech addressed to these supporters.

"While such a sentiment is indeed laudable, we must focus our efforts, now, not on such affairs as will not immediately affect ourselves or our posterity, but rather on the here and now. We must focus on building our nation into a better, stronger entity to ensure its immediate survival before we can turn to matters concerning the far future."

A storm of reporters attempted to get close to talk with him, but none was permitted through the line of security as Mr. Harlem left the scene.

We will be interested in working with the Australian Queendom in the future as we had with Promised Land before it. We also wonder if this nation will remain a part of the Global Peace Initiative as Promised Land was before.

As to ocean defense, the corvettes and landing ships are not as important as making sure that the rest of the Royal Navy is up to par with training and technology. Mainly because our military affairs at the moment have no intentions of moving outside of the Australian region. Accounting the battleships however, the completion of working railguns for those battleships is what I would like to place our development priority on right now. In addition, I would like engineers to report to Brisbane and to Arue, to outfit the two Hanseatic battleships with railguns as well. Other plans for upgrading our naval forces are on the drawing table and we will be in touch.

Continuing on to the SOSUS, twenty miles off of Australia's coast is entirely unacceptable. That range gives no possible time for the Royal Navy to mobilize in case of a submarine or surface intrusion of our waters. The SOSUS is just as important as the developing AIRS and both of them working together should keep us alerted to everything that is going beyond the horizons of the land. I specifically want the SOSUS expanded to five hundred miles beyond the Australian shoreline, I do not believe this will be effecting foreign war besides possibly the Minilla Islanders and the Pacificans. If this is the case, the proper diplomatic channels should be secured so that we will be able to work along side their systems.

First let me congratulate you, I have just approved your promotion to the rank of Marshall, you shall be leading the Australian Forces alongside another general I have recently promoted to your rank, Christopher MacDohl. My hopes are that you both will be able to lead the Australian forces as well as I lead the Hanseatic Army during the Valkyrie War and the Lu Rebellion in China. Remember you are under the rule of a previous infantry commander so I will be taking the command of my army, quite seriously.

I look forward to the continual reports on the development of the AIRS, this is a necessity to be created for Australian and Oceanic safety and I believe now that it is good hands.

As to your suggestion about Ketterheim, I too have heard of his work in passing and will be more than happy to send a personal request for him, to have an audience with myself and the Grand Duke, perhaps you as well and discuss the further protection of Australian borders.

A proclamation by order of Her Majesty Hannah I

My Subjects,

It has been brought to my attention that throughout the city of Perth, you are calling for action for this government to recognize a day set aside for the praise of the Earth. As His Grace, the Grand Duke has spoke to you, this movement is one that should be commended and one that should be rewarded in time. However, the time is not right at the moment for government interaction with the Australian environment. The nuclear devastation, which occurred before the rise of this government was in direct correlation with the instability that gripped our nations. From the unification of Australia I can promise you now that such a horror will never happen again.

Yet, to keep this from happening again, this government must remain diligent at the current problems at hand. These are establishing this Queendom on the world stage, providing healthy infrastructure, to you my subjects, and the consolidation of the Australian military for defense from chaotic forces still active in this world. We owe a world to our children, but we must consolidate ourselves so that our children can inherit a world of wealth and safety as well as a beautiful vista. In time, the protection of the environment will be an issue tackled by myself and my advisors, but for now I ask people to care for the Earth individually like it has been cared for in the past.

Tired of sitting behind his desk, Luis got up, walked the few hundred or so feet from his office to the throne room, and collected his thoughts. Though they were still quite polite and courteous to one another, the relationship between Luis and his Queen was...different then it had been between him and Sarah, and so he allowed polity to guide him as he spoke.

"Your Majesty, I would like to address a security concern we seem to be lacking in: Foreign focused intelligence agencies. I don't know about Promised Land, and I have yet to meet someone of equal station that I can adress this with. Far too often do the events of the world intrude upon us without our notice or desire, and though the Lilians are a fine organization, they have too many duties hung on them as it is. I would suggest that your Majesty call upon the proper representatives from our new brethren and arrange a conference. AIRS and SONUS are excellent defense projects, and should of course recieve their due attention, but if we could actively collect intel through Intelligence Agencies, our security and ability to predict and respond to threats would be significantly increased."

Luis took a slight breather, and then launched off into another monologue:

"There is a need for some kind of organization to create these entities; or co-opt them from the Promised Landers. A not-quite military organization that can take the reports and information from those agencies...I'm just riffing, but I can see alot of potential for law enforcement integration, a internal intelligence agency to track criminals, a foreign intelligence agency to keep abreast of world events...there's alot of possibilities. If you can make the proper arrangements, I will bring an outline and every idea I have to a joint security meeting. We've finally got a peace, Hannah, and that means we finally have time to work on the important things that will secure the peace."

As to the SOSUS, I've been trying for years to tell my fellow commanders that we need to extend the network, but it's like trying to explain Quantum Physics to a toddler. They simply did not understand the need. And they were too afraid of violating the soveriegn waters of any other nation.

It will need to be extended to surround those portions of Australia that were once the Commonwealth, but that shouldn't be too much trouble.

First let me congratulate you, I have just approved your promotion to the rank of Marshall, you shall be leading the Australian Forces alongside another general I have recently promoted to your rank, Christopher MacDohl. My hopes are that you both will be able to lead the Australian forces as well as I lead the Hanseatic Army during the Valkyrie War and the Lu Rebellion in China. Remember you are under the rule of a previous infantry commander so I will be taking the command of my army, quite seriously.

I look forward to the continual reports on the development of the AIRS, this is a necessity to be created for Australian and Oceanic safety and I believe now that it is good hands.

As to your suggestion about Ketterheim, I too have heard of his work in passing and will be more than happy to send a personal request for him, to have an audience with myself and the Grand Duke, perhaps you as well and discuss the further protection of Australian borders.

My Subjects,

It has been brought to my attention that throughout the city of Perth, you are calling for action for this government to recognize a day set aside for the praise of the Earth. As His Grace, the Grand Duke has spoke to you, this movement is one that should be commended and one that should be rewarded in time. However, the time is not right at the moment for government interaction with the Australian environment. The nuclear devastation, which occurred before the rise of this government was in direct correlation with the instability that gripped our nations. From the unification of Australia I can promise you now that such a horror will never happen again.

Yet, to keep this from happening again, this government must remain diligent at the current problems at hand. These are establishing this Queendom on the world stage, providing healthy infrastructure, to you my subjects, and the consolidation of the Australian military for defense from chaotic forces still active in this world. We owe a world to our children, but we must consolidate ourselves so that our children can inherit a world of wealth and safety as well as a beautiful vista. In time, the protection of the environment will be an issue tackled by myself and my advisors, but for now I ask people to care for the Earth individually like it has been cared for in the past.

There was, predictably, grumbling, but for the most part, due to the fact that they had been addressed by both the Queen and the Grand Duke, who seemed to agree on the matter, the momentum that had been building behind the petition faltered.

Many supporters withdrew their signatures, and few others were added. For now, it was put on hold.

I look forward to seeing the advances made on our naval capabilities and hopefully it will not take an ungodly amount of time. As to interfering with foreign waters, I don't believe that Minilla or Pacifica are that close to our shores and if they are then there is a problem that we would need to solve anyways. I expect those advances of the SOSUS to be prioritized just as highly as the construction of the AIRS, if there is complication with separate construction, I would suggest working along with Marshall Hammond who is in charge of the AIRS. As to surrounding the areas of the Commonwealth, considering that our allies in Pacifica are to our east and protecting the shores of Brisbane and Apophis the rush is not needed on that side. The shores of Perth and so on are much more important at the moment.

To the Pacifican question indefinitely. I am afraid that yes they are part of the Eurasian Union and while I have no liking of that particular European hegemony, Pacifica has offered only friendship to my government when the Commonwealth still existed and I believe we can trust them at least to a degree of beginning substantial cooperation. Perhaps even to the point of making it a point that the Pacific and Oceanic regions will never be given into war. I will be speaking with the Pacifican government myself at a later time to fully develop these advances.

My Faithful Commanders,

I am proud to announce the changes to the Royal Military have continued without major problems. Recently as you are all well aware, the promotions of General George Hammond and General Christopher MacDohl to the positions of Field Marshall comes at a time where we can begin to fully integrate our military between the two previous nations that once made up the Queendom of Australia. However as such, new deployments are to be made to ensure that our state is defended substantially from all possible forces. These deployments are negotiable by their commanders by a direct letter to myself or the Minister of War.

As such, the Royal Army comprises of 1,100,000 soldiers and 165 air squadrons, my deployments for our armored divisions will come at a later time because I am still waiting for word from Promised Land commanders for a detailed roster of our armored forces. However Hanseatic forces are comprised of 4000 tanks. Therefore the following deployments are to be made:

The Duchy of Perth - 250,000

The Royal Duchy of Darwin - 250,000

The Duchy of Adelaide - 250,000

The Duchy of Brisbane - 250,000

The Duchy of Micronesia- 50,000

The Duchy of the Pacific Islands -50,000

Those numbers will include our armor capacities in the next few days. In addition our air force, the majority of fighters and bombers will be based in Brisbane Air Force Base and in Perth Airforce Base, with a select group of fighters stationed in Darwin as well as a small number in both Micronesia and in French Polynesia.

Everyday our glorious Queendom continues to fit together like a well crafted puzzle or a finely tuned machine. I am pleased to announce that the time of transition, at least politically has come to a close. Six trusted individuals who have served in our respected dual governments for long periods of time before the conception of this state have been appointed by myself into the posts of Dukes and Duchesses of the territories governed by this crown.

In addition to these appointments, the Transitional Board has been relieved of command following elections of parliament. My greatest hopes are with you my people, in completing the first free election of this Queendom, the new Parliament will be your voice, your power, and your will so that we can all enjoy the fruits of prosperity in this county. I await anxiously to see the first moves of this new governing voice.

You will also have noticed that in the recent months, the Pound has become scarcer in service. To deal with the economic instability of two different currencies, both the Promised Land Pound and the Hanseatic Mark have been placed at equal value. In the coming months, the Pound will ceased to be used as a legitimate currency in this Queendom. The reasoning for this is mainly international, at the moment various countries beyond Australia's sphere of influence use the Hanseatic Mark, which will now be termed the Australian Dollar, rely on this currency for their well being and we rely on them for their continual friendship. I understand that this is one sided, however to make the feeling much more equal, the new Dollar will go through renovation and I ask everyone in Australia to submit their ideas on how to design the new look of a currency that has yet to fail our people. I anxiously await your ideas and your concerns.
