Forums: Avaeria Forums Team Color: Black IRC Channel: #Avaeria on Coldfront And now without further adieu,our Constitution: AVAERIAPreamble We,the people of the Avaeria,unite together as a black team alliance that comes into existence to promote goodwill and friendship to all,maintain stability in our sphere,as well as maintain the general welfare of our membership. Article 1: Avaerian Membership Any nation who wishes to join Avaeria may do so by coming to the Avaeria Forums,and applying for membership. Membership will only be denied if said applicant: 1. Involved in any wars at time of application 2. Has been perma-zi’d for any reason from any alliance 3. A member of another alliance while applyng to Avaeria. 4. The applicant must be of good standing within the Cybernations community,and not have any unresolved issues. Once the applicant has posted their application,they must change their alliance affiliation to Avaeria,and change their team color to Black. Leaving Avaeria A member may leave the alliance at any time,as long as they have no outstanding debts to another member or the alliance in general. 1. If a member leaves during a war,the member will be expelled,and may never join Avaeria again. 2. If a member leaves oweing a debt to the alliance,and doesn’t repay the debt,they will be hunted down until they resolve the debt. Article 2: Avaerian Government Triumvirate: The Triumvirate is a lifetime position,and has complete say in all matters.The Triumvirate is lead by 2 members,who each control the internal and external matters within the alliance. Chancellor of Foreign Relations:This CFR is the chief diplomat for all foreign affairs for Avaeria.The CFR is responsible for the coordinating and carrying out of diplomatic relations and negotiations with other alliances. It is responsible for building and making treaties, establishing and maintaining embassies, and building better relations with other alliances. Chancellor of Immigration and Membership: The CIM is responsible for recruiting new members,as well as receiving and reviewing any new applications,as well as promoting the growth of the alliance. Chancellor of Economics and Finance: The CEF is responsible for the finance of Avaeria,creation and maintainance of trade and tech guilds,mentoring programs for new members,and other growth prgrams. Chancellor of War and Security:The CWS is reponsible in all military matters of the defense and security of the alliance and its members. Article 3: Parliament The Parliamanet consists of all members of Avaeria that have posted,and been approved for membership in the alliance. The following are some of the issues that Parliament will handle: 1. Constitutional Amendments 2. Treaties and Merger Proposals 3. Impeachment proceedings 4. Alliance Policy Changes Article 4: Elections Avaeria’s elections will start with member nominations, which will be held for 72 hours before votes are cast. Nominations will be held for all positions,except Triumvirate. Nominees may post their ideas for the alliance,introduce themselves,etc.Basically,the nominee is campaigning for the position they are running for. Once the nominations are posted,members may ask the candidates questions about their plans for the position,etc.All elected government officials will hold office for 3 months. 4.01: Alliance Voting We encourage our members to vote for any nominee they feel will make our alliance ebetter.But,you may only vote once per nominee.Voting will last for 2 days.Once the voting is done,the Triumvirate will post the results of the election for all to see.The winners of the election will take office 24 hours later. Article 5: Foreign Relations Policy Avaeria’s foreign relations policy is to always remain peaceful at all time.We,prefer not engage in war at any time.We will use diplomacy and all available resources as long as we can.If diplomacy fails,then the Triumvirate and the Chancellor of War &Security will discuss the issue,and determine the best way to resolve the issue. The general guidelines for Avaeria to engage in war,are as follows: 1. To defend an allie that has been attacked, 2. When a rogue has attacked one of our members, 3. Spying will be deemed as an act of aggression against our sovereignty. 4. To defend ourselves from an attack 5.01: Tech Raiding Policy It is the policy of Avaeria,to prohibit tech raiding by our members. 5.02: Embassies Avaeria welcomes any alliance that wishes to have diplomatic ties with our alliance.We have established the following polices for embassies: Any alliance may request an embassy if: A. The requesting alliance has a mininum of 10 members.The only exception to this policy, is those alliances on the black sphere. B. The diplomat of requested alliance is the sole person who will be conducting business between their alliance and Avaeria. C. If an embassy goes unused for more than 6 months, the embassy will be deleted and the associated mask(s) removed.And the diplomat will have to reapply for masking. 5.03: Team Color Avaeria is a black team alliance,therefore all members of the alliance must be on black at all times. 5.04: Nuke Policy Avaeria has a NO FIRST STRIKE policy in offensive wars. Nuclear weapons can be used in defensive measures and only when at least one member nation has been attacked by a nuclear weapon and upon the unanimous agreement and approval of the Triumvirate. Article 6: Amendments and Proposals Any member of the alliance can bring an amendment or general proposal to the Parliament. Any amendment or proposal must pass in Parliament by a majority vote of 80%. Article 7: Trades and Foreign Aid 1) We encourage our members to trade with any nation they wish, though trading within the alliance is encouraged in the interests of promoting friendship and goodwill. 2) IMembers are requested to give their trading partners a mininum of 24 hours notice before canceling a trade. 3) Avaeria members are encouraged to aid each other,and provide support whenever possible. 4) Members may aid anyone outside the alliance, as long as it doesn’t intefere with current treaties,or nations that are at war.
