All right, in the case one of the participating nation is locked could the other nation in an "open" planned RP (like the war in France and the fighting in the outback) continue without hindrance? That RPs outcome can't be changed, though if you wanted to spend a long time within that time period doing character development or something that would be fine. You can't change the outcome though or do so much that it would make the outcome look contrived. In regards to Granite, yeah he'd need to give you permission. If he has go for it. Since you don't come on IRC, that I know of, if you could just lay out the specifics of what kind of arbitration on an infraction you're looking for, and I'll look into it thoroughly.
