In my opinion it doesn't matter whether or not it was planned or not. If someone is in a leadership role and does something idiotic you should punish the alliance considering the fact that is the leader or one of the role models of said alliance. If you have a regular member who carries no weight whatsoever in the policies of the alliance you go for the individual member.

The alliances that we were fighting were less bottom heavy and a higher avg ns I believe, then we were which was seen evident by the lack of staggers in the lower levels amongst other things.

As my comrade has already stated the game has significantly changed since the VietFan war. Furthremore now days sanction isn't really a good guide as to how strong an alliance is. Take TOP and Gremlins as an example. Neither were sanctioned yet they dealt devastating amounts of damage to the higher ranks of other alliances. SDIs make a huge difference, I think Wonders just came out around when I was fighting during VietFan, not sure.

Organized in a sense I suppose. I was caught off guard at the beginning of the war and I believe it was Impero and two others that failed to anarchy me when I had the minimum amount of troops/improvements etc. They did manage to attack within a few minutes of each other so props?

I'm pointing out the number of nations we have in anarchy compared to the total number in war mode. It doesn't matter whether we have nukes or not as our anarchies are totally depended upon attacks by you guys. You usually can anarchy someone when you have the numbers advantage.
