  1. Annexations, 1/7 Connecticut- Movements into Connecticut would commence with the announcement of official annexation of the territory. This would excite the people of both Massachusetts and the state itself. Soldiers, counting up to 7,000 of them, would move to protect the state. Rhode Island- Rhode Island would be addressed formally by Calvin Coolidge in which he stated that Rhode Island was to be annexed as a territory before being considered for statehood. Rhode Island citizens were skeptical at first, but would likely get used to Massachusetts occupation. New Hampshire- New Hampshire had for a long time been considered for being annexed to Massachusetts. It wasn't until now that that hope came true, and for many Harbor Party followers, this was the first step in bringing back the United States of America. Vermont- Vermont was a state that was never seriously considered for annexation, only the occasional rumor and occasional discussion in Congress, however this was never actually expected to happen. Annexation was now to happen, and Massachusetts would move troops into the region.. New York- Possibly the most surprising annexation was that of New York, which surprised even Percival Proctor Baxter, vice president. Nevertheless, a census of New York would be held. Pennsylvania- The state was to be progressed slowly, however it was confirmed that this area would be annexed. A census would be completed, as well as representatives for the Territory to be set in place. All- This surprising news brought all Harbor Party members, and most others, that some form of a New United States was being set in place. This would cause excited uprisings in the streets of Boston.

Necessary Information Sections 1: What is a GM? GM's, or Game Managers, are tasked with managing the game and making sure that everyone is following the rules. They are used a lot to regulate and dictate wars to make sure they are following the guidelines set previously. Section 2: Elections Every 3 months, there will be a 48-hour-long poll/vote in which the people in CNRP40 will vote upon GM's. Before this, there will be a 48-hour nomination period to get GM's to be voted upon. Section 3: Current GM's The current GM's are Peter Ilyich and Greywall, and elections will be held on February 4th to decide the new GM's. Please remember the rules for this thread, and pay attention to the portal to make sure you are posting in the right place. Any questions just ask a GM. We are all here to help! In regards to rules, the rules will always be changing. That is a purpose of this thread, to make sure that the rules suit what the community as a whole wants.

Cybernations Roleplay "1940" Current GM's: Peter Ilyich, Greywall Official Timescale: 1 RL month = 1 IC Year IRC: #cnrp40 The Setting The year doesn't matter; we'd never all agree on a timeline anyway so you might as well use 194X. The only common history is that World War I happened to some degree, except it ended in a white peace of some kind. The technology years range from 1935 to 1940. This means the equipment must be in production or service in your tech year. This will be detailed more in the rules. Starting a Nation There are three ways to start a nation. - The first is to find white space that is not labelled as a protectorate, and post a DoE. - The second way is to find a protectorate and either request it of them private message its owner (there is a list of protectorate owners below) or find them in our Coldfront channel, #cnrp2. - You may also make a post in this map thread asking if there is any significant land. There is a rare occasion that someone will grant you a piece of their own (coloured) land, but this is, like I said, rare. (Thank you CNRP2 Rule Thread) Only after a DoE has been posted will land go on the map. This means that posting in the map thread that you want Examplestan does not guarantee you Examplestan. If somebody DoE's before you as Examplestan, then you're out of luck; talk to them, not the mapmaker. Oversea Territories (colonies) are allowed when establishing one's nation, but will be limited. Land expansion is fully contestable for two (2) weeks, and the annexed land cannot be added to the map until the two weeks have been completed. Land Expansion should typically be only of provinces/states; exceptions to annex a whole country* may be asked of the GM team. Annexation requires a minimum of five (5) posts; up to three (3) additional posts may be requested by the GM as a team should the territory be considered large. *This would be most appropriate in areas such as the Balkans. Section 3: The Gamemasters & Mapmaker The Mapmaker holds the position of making the map. This is a volunteer position. The Map Maker's powers are limited to the following: -Making the map; this means that it is the mapmaker's job to place the territory held by players onto the map. -Denying unreasonable claims. The mapmaker may decline claims of excessive starting size (for example, China + Tibet + Mongolia, or Germany + Poland, would be excessive starting claims). This can be overruled by the GM team. -Enforcing Section 3 through their Map Making powers. -Maintaining Updated Rules: The mapmaker must keep the rules in the thread accurate and up to date. There are three (3) GM's, who are elected for two (2) month terms. The nomination period lasts 48 hours, followed by a 48 hour election. Only players with nations may vote. Their powers are explained below: -Random Event rolls & points: Once a week the GM team may make a roll for a Random Event (Section 4). Nations targeted may opt out of the event. Nations which RP the Random Event out may earn up to 3 national points, the awarding of which must be approved by the full GM team. If a GM's nation is chosen, they are excluded from the GM team in terms of the vote. -Dispute Arbitration: The GM team pause, retcon, or make rulings on roleplays in order to create a healthier community. During a dispute, the two parties must send a PM to all involved parties, as well as the full GM team. If a GM's nation is involved, they may not rule on the matter. -Creation of Rule Polls: Alternations to rules must be made by the players. A player discussion must run for a minimum of one (1) week, after which polling options must be presented by the players. An option for the status quo must always be included in the poll. The poll runs for 48 hours. The winning option is then given to the mapmaker to be placed in the Map & Rules thread. -Removal of Players: The GM team may create a poll to remove a player. A 75% majority is needed to remove a player from the RP. -IC/OOC Line Enforcement: The GM team holds the exclusive power to retcon roleplay, without evidence, should the team as a whole suspect that the IC/OOC line is being toyed with or tampered. This does not allow removal of nations; merely the retcon of specific RP. Section 4: Random Events Once a week, the GM team may make two rolls: one to determine the impacted nation, and one to apply one (1) of the effects on the list. Nations targeted may opt out of the event. Nations which RP the Random Event out may earn up to 3 national points, the awarding of which must be approved by the full GM team. If a GM's nation is chosen, they are excluded from the GM team in terms of the vote. -Emergence of Counter-Government Revolutionaries -Drought/Poor Harvest -Economic Recession -Heavy Rains & Flooding -Workers' Strikes in one or more major cities -Soldiers' Strikes in one or more brigades -Assassination/death of a government official -Pandemic/Plague in one or more major cities -Large National Disaster (Earthquake, large tornadoes, etc.) -Economic/Industrial Disaster (Major mine collapses, price for specific commodity collapses, major ammunition factory explodes, etc.) Section 5: Community Drive Rules Changing the rules is up to the community. The members of the community have a voice in deciding what the rules are and how they should be applied. Members of the CNRP'40 community can post discussion threads to talk about new rules, old rules, and/or changing the rules. (OOC: The Commonwealth of Massachusetts was my favorite nation ever, so I have intentions to occasionally post for them despite the inactivity of CNRP'40) Public The second global collapse came as a shock to much of the world, and the people of Boston didn't understand how it happened. President Coolidge would send out a telegram hoping to discover if any nations survived the fall besides themselves.

  10. <Public> Nevada(3/7): The next important order of business was to open schools. These schools would educate young kids, teenagers, and young adults by opening up elementary, middle, high, and community college school for the public. These would need funding, so all of the schools would require people in the schools to pay a tax. Arizona(3/7): Arizona would require representation. Therefore, Arizona citizens would elect interim representatives to be given observer status in the House of Commons until annexation and full representation. For the time being, this should suit the needs of the people until it was time to make larger steps towards territory status.

I fail to understand the ideals of your side in the war. Possibly if we understood what your ideals were without the cryptic responses, we would better understand why we should consider siding with you. A rather confusing Civil War with many, many sides. <To LaQueuist> You failed to respond to the California Republic earlier, and it's obvious to understand why. California believes that we may send supplies to your immediate aid and the possibility that we may even send soldiers, if you so desire. So, I would like to ask: Are you familiar with the term "Trojan horse"?

France- I have no specific intention to send men all the way to France. I have no specific intention to be involved in this conflict even from a political standpoint. Well then why am I here? I think it appropriate to hear why the California Republic should join you in your French fight, because if I'm honest, I am not convinced. Especially considering it to be French. -President David Marxon <Private to all> Curiosity would boil off of people's skin over why California would even care to send a letter. The government actually had a plot to gain international recognition and strengthen relations following the civil war in France, and France was surely an essential part of such a plan.
  17. <Public> Nevada(2/7): The opinions of the people in Nevada would be put into consideration when building new roads, which offered jobs to unemployed men and women across the state. Thousands of new roads are being planned across the state, including some that will enter into California. Arizona(2/7): Similar to recent events in the region of Nevada, a group of California representatives would be sent to issue a formal census in the region. This one was longer, however, and included questions such as "Would you appreciate California citizenship?" and "Do you support California occupation of Arizona?". Why the government was willing to ask the latter question is a mystery to many.

  19. <Public> Nevada(1/7): The beginning of movements in California would hold a formal census for the state, which in the end measured 2.67 Million as a total population in Nevada. Now, following this count, if would be a lot easier to determine future movements, with the knowledge of how many people. Arizona(1/7): Arizona only recently became occupied by foreign Californians. It is the Farthest east state, and annexation would begin by some members of the Advisory Body conducting a convention/public forum in which the people could share their ideas. At this convention, that was a full success, the government was in understanding of the people, and vice versa, allowing the government to understand the people's wants and needs, as well as distinguish the two.

  21. The California Republic may, although not officially, already chosen a side in the Plains Federation-Republic of Texas war. The interesting concept of this was that California was open to siding with either of them, and both sides knew that California would be a large help to them in this time of dire need. This was especially true to the Plains Federation, who seemed to have all of the odds stacked against them, with one of these odds being California. However, California was determined to remain unbiased, so sent a letter to the Plains Federation.
