Within the week, specialization and specific organization of groupings will be completed. UAR factories continue to churn out machines of war with the ever looming threat of invasion from the West, though stocks and bonds have taken a mild upturn from their downward spiral with the second cessation of hostilities.

I stood before a fledgling nation, honored to be its Minister of foreign affairs, ready to reach out to the world. Instead I have been relegated to the role of de-escalator and peacemaker of conflict. All this while my people are reduced to a militarization of society, just for the act of surviving. Those who perpetrated this...this act of obscene aggression, they must be brought to trial." Lang paused to gather his breath and survey the room before continuing, "That said, Amur does not intend to take emotional revenge on the people. There are many things to discuss at this conference, but first and foremost we will deal with the matter of justice for those who have wronged not a government, but the people of Asia, citizens of nations or unaligned. As a token of good faith, the UAR proposes a tribunal of one representative of Amur, Druk Yul, Shanghai, Japan, if it be their wish, and Imperial Russia, to dole out sentencing on the accused. If you truly mean to change the culture of your foreign policy, it would be a great chance to do so. I can assure you that Amur will not stand in the way of a fair trial and if your government is bent on a change from your father's ways, I expect you'll wish the same."   5. Minister of the Foreign Affairs Soviet Ho Lang arrived at the conference. He had represented the UAR in Harbin, and would again today, hoping for a better long term result. He gave his salutations and settled in for the conference.
  6. The United Amur Republics will send a representative to a peace conference so long as it is held in Shanghai, Druk Yul, or Japan. We await confirmation of a conference location as well, we have many things we wish to discuss about the future of the region.
  7. Linping listened and contemplated before replying, "Indeed we are on the same page then. I am in agreement. Change in government will be necessary, as well as limiting collateral damage. I would also propose some form of de-indoctrination if you get my meaning. The Siberian propaganda machine was powerful, but perhaps I shouldn't speak of victor's wishes when the war still rages. He cleared his throat and began: "While the language used in this letter originating from Shanghai to Imperial Russia may have been poorly worded, we believe the verbiage to be more of an opinion and prediction by the sender, not an actual threat. The United Amur Republics would and will never support ethnic or cultural genocide, as these would be gross humanitarian crimes. However, this Office must take issue with what has happened to the military campaign. It is the opinion of this Office that public statements made about the appalling nature of this letter and offers of white peace to the Siberians are politically farcical. We are talking about being more worried about a letter that was most likely simply poorly written, as being worse than two," Linping's tone began to harden, "TWO, attempted invasions by the Siberians. You all know what happened with the last peace. The Siberians used it as cover to muster an even larger invasion force than before. Their leader, and those that control him, are apparent and to a degree, unashamed megalomaniacs who have by their own admission refused to accept any hindrance to their lust for expansion. This includes invading our country, and this comes straight from them, because we have rich mineral deposits. That's it. So, this Office ponders to the council of SEATO, how many times will Imperial Russian forces be allowed to spill our collective blood, only to be told 'Please stop?' Are there no consequences to their brand of bloodlust? Their leader is completely unfit to rule, and is a danger to the region, continent, and his very own people. It would be imprudent, illogical, and impractical to allow the Siberians to simply walk away again, as we only know what will happen next. The United Amur Republics implores this council to take the necessary disciplinary steps it feels appropriate, but with the greatest degree of urgency, also implores this council to due what has to be done with the Imperial Russian state."
  9. The ADF contingent would return to the Northern Border Front within the borders of the Amur Republics. The Premiers were not at all happy with the turn this had taken and immediately contacted Ambassador Xi Linping at SEATO HQ to make a reply within the forum, specifically dictated from the Office of the National Soviet.
  10. Sorry I wasn't able to present a solution earlier, its a little tricky. What I for see happening with point 2 is many of the rulings being challenged by the "losing" party, and the fact that 2 weeks may be a long time. That would bog down the RP being questioned, and draw out all kinds of things in fast paced stuff like war and claims, though just objections to peoples tech could stand the two weeks. I would think the time Li.it for the runoff vote would be better served being something like 3-5 days, and if a certain percentage of players with nations don't way in by then, the ruling sticks regardless, but if a substantial number overturn it, it gets overturned. I'm just spitballing here, I do like your proposal and sentiment though, Uberstein.

United Amur Republics National Media Bureau (UARNMB): Amur Government Opens the 'State Higher Education System' Despite the turbulence caused by the war, Amur released positive domestic news with the opening of the State Higher Education System. Governed by the Soviet of Education, headed by Dr. Vasily Antonov, Minister of the Education Soviet. The Soviet of Education has long been working on the project and while there have been private institutions of higher learning, the three universities, along with the National University, will represent the best quality education within the United Amur Republics. The first three universities were each established to initially represent each province, to be named: Primorsky State University (Vladivostok), Kirin State University (Changchun), and Heilongjiang State University (Qiqihar). The crown jewel of the system is the United Amur Republics National University, located in the autonomous city (and capital of the UAR) of Harbin. The opening of the State Higher Education System is expected to have short and long term benefits to the nation, with strong indicators for quick and sustainable economic gains, as well as increases in the technological sophistication of Amurese civilian life. The move was met with hikes in approval for the national government, further solidifying the unity of the Republics and trust in the National Soviet and its Politburo. UARNMB (Harbin, AAD): Foreign Ministry Opens in Harbin In further domestic news, the United Amur Republics opened the Soviet of Foreign Affairs Headquarters in Harbin. While the Soviet of Foreign Affairs, headed by Minister Ho Lang, has been active, they had temporarily had to work out of the Executive Building, which is the headquarters of the National Soviet and its staff. This will provide for greater diplomatic efforts and a more effective soviet of the Politburo.
  12. Classified Because of the situation involving the Siberians and renewed hostilities, the UAR has undergone a massive recruitment program. Current totals of soldiers in the Amur Defense Force number 73,920. By the end of the month, the ADF is expected to almost double to a number of 142,800 total combat personnel, with increases in armor and other vehicular/artillery assets to roughly match. The expedited recruitment and training programs should help accomplish the goal rather smoothly, considering the very large population and the natural call of duty that has swept the nation after the first Siberian Incursion. With the threat of their advance through the DMZ, recruitment centers are working quickly simply to process their new recruits.   13. I agree with and support the first measure. I agree with the sentiment of the second, too, I'm just not sure how well that system would work from a practicality standpoint.
  14. OOC: If I am correct, I do not think that citizens of the DMZ can be RP'd by either side, as it is white space. Per the rules, they cannot be used to influence this conflict. IC: As the Druk Yul forces entered the fight and began to burn through behind the Siberian advance, a small force of 12,000 ADF soldiers, not on the Northern Border Front, departed bases with a compliment of vehicular support, artillery, and anti-aircraft. The expeditionary force would be designated Army Group Guandao. They would be looking to link up with the closest Japanese grouping to Amur's Northern border. There, they would attempt to coordinate with the localized Japanese force to formulate an area counterattack. The hope was to break one of the already breaking Siberian advance, allowing more of the Japanese forces to begin recovering from the initial assault and turn the tide. Forces stationed in Amur were already on high alert and dug in deep. The Northern areas of the UAR, being almost completely devoid of society, especially after evacuations from the first Siberian incursion, had been massively militarized and fortified. After repairs to the emplacements left from Druk Yul forces and reconstruction of trenches and tank pits, they would be ready to repel an attack. Artillery had already been moved into sheltered positions away from the front, but within range, with medium range rocket artillery and SAM's prepared for any Imperial Russians who may stray close to the border in their advances.   15. The United Amur Republics raises its readiness level to DEFCON 1 and the ADF has moved to full combat readiness. Though there haven't been any movements, ADF forces have been put on 24 hour alert and are prepared to move at any time.

United Amur Republics Soviet of Defense Amur Defense Force Secretary of the Defense Soviet: General Kong Zhao Summary: The United Amur Republics Soviet of Defense is tasked with organization and administration of the defense of the United Amur Republics. This gives the Soviet of Defense authority over the Amur Defense Force (ADF), with a subcommittee governing national police forces. The Soviet of Defense is led by General Kong Zhao, Supreme Commander of the Amur Defense Force. The Premiers hold status as Co-Commanders-in-Chief, however.
  20. Classified After continued recruiting and training, the Amur Defense Force now stands at 73,920 soldiers. This is an increase of roughly 14,000 since the initial threats of invasion, and has allowed the ADF to more effectively bolster the defense of the United Amur Republics. Organization and specification is ongoing. Maps, breakdowns, and exact troop numbers and divisions will be provided to the Office of the National Soviet within the next week.
  21. Classified Though the Treaty of Harbin was signed and in effect, tensions were rising in East Siberia and Mongolia. After what had happened, culminating in the Battle of the Amur River, the Amur Defense Force began to hand out more contracts for military equipment. Factories with defense contracts began to produce M16 variants to replace the AK-74's in use by the ADF, with production of BTR-80's increasing as well. Though the Imperium of Japan had provided a detachment of tanks for Amur's use, production of domestic tanks began, following the designs of the T-90 main battle tank. In addition, production would also begin on artillery pieces (M110 [Self-propelled], M198 [towed]), rocket artillery pieces (BM-30 Smerch, BM-27 Uragan), and anti-aircraft guns and rockets (9k22 Tunguska [SPAAG], S-300 Missile System [Long Range], Buk Missile System [Medium Range]). ADF ground forces began to man the forward positions along the northern border where the battle had taken place. Repairs were almost complete on the hardened shelters, with deployments of equipment.   22. Lang was caught completely by surprise. He had no idea what was going on or why the Siberian would have such an outburst. He mused to himself, "If she is referring to the buildup along the DMZ, then perhaps she is as much a megalomaniac as the Emperor. Hypocritical at that." No one would attempt anything resembling harm to the Russian delegates. They were allowed to leave unimpeded. Lang spoke to them as they left, "The peace is signed. There has been no violation to my knowledge. The mistake is yours to make."
  23. "As you wish." Lang had an aid draw up the peace treaty and presented it to the delegates. "This will require the signatures of everyone here, as we are all combatants in this war."
