USARNMB: National Congress Votes to Install Civilian Tech Investment Plans Today, the National Congress passed a plan to invest heavily in the development of civilian technology to continue to improve the quality of life in Amur. The plan, officially titled the Technological Development and Investment Plan, will utilize the continually expanding industrial infrastructure to focus on tech products, partnering with corporations that can provide R&D on said products. Subsidies from the National Soviet have not been relinquished, being instated during the Siberian War. This plan has been approved by the National Soviet and Chairman Zhang, with the end result being heavy government investment and subsidies pushing in to develop new technology manufacturing. The hope is this will continue to expand and add versatility to the economy, outside of just heavy manufacturing.
  5. Sure, I get that, and even more so, was there ever an IC agreement for reversion between the two states? Because if not, I don't see why there would be something binding as it pertains to the lock, even if there was an OOC agreement.
  6. Yes, that's right Pongoz was Portugal. I think Triyun and Lysergide have points on either side, but did the players of Snow Haven and FHIC even have an OOC agreement between themselves? And if so, does an OOC agreement have a place in the IC portion of this game?

  8. I get what you're saying, Hereno, its a hard balance to strike. I just think if there was a strong penalty, it would normalize it to proper balance levels. That being said, it does kind of screw small nations like me, as it puts us at an even bigger disadvantage. That's the nature of things, I suppose.
  9. I suppose based on that, the solution would be a concrete penalty for being being nuked to be applied to your military effectiveness going forward in the conflict. Something black and white like a reduction in effectiveness in engagements. It may not be steeped in realism, but neither is firing off twenty nukes because you are losing a ground war. Or other nations being effected by the fallout for that matter.
  10. Based on what I've seen in my time here, I get why this would be brought up. It is a game, so there needs to be balance involved, but from a realism standpoint, isn't the real problem that nukes get lobbed like nobody's business, more than the responses to them? I get somebody is going to throw all their nukes at someone before their nation is defeated, but I would rather see more responsible role play on this matter, which I know is basically outside the powers of community rules. Sorry, I know I'm not presenting a solution yet, I will try to, these are just my musings on the subject.

USARNMB: With Unification Complete, Amur Begins to Massively Expand Industry With the completion of the Amur region's unification, the USAR's government has looked to establish industry expansion into the ripe markets in the Khabarovsk, Zeya, and Yevrey Republics. This would provide a level of political and economic integration as special economic incentives were offered for industries moving branches into, and starting in, the new Republics. Mining and resource extraction industries are expected to be the economic flag-bearers in Zeya and Yevrey, while more commercial enterprises and shipping jump-starting the Khabarovsk Republics economy. The Trans-Amur Rail Network is expected to be a major contributing factor for economic integration and expansion of course, with the government making sure it was completed upon full unification. This fact should give the local economies in the New Republics and running start at expanding their domestic economies and their connections to the national economy, as well as the global economy.
  12. Minister Saito would be welcomed at Harbin International Airport, greeted by a designated welcome party and driven in a motorcade to the Executive Building near the heart of the city. Minister Saito would be taken to the premier conference room in the building, to be met by former Premier, now Chairman Zhang, leader of the USAR. "Minister Saito, welcome to Harbin, and the USAR, I hope you enjoy your time here." Minister Saito would be provided with any amenities he would require to feel comfortable. "Now, to get straight to business, my administration has contacted your nation, as I'm sure you are aware, to formalize our relations. Japan came to the aid of Amur in the Siberian War, and Amur will absolutely support Japan's bid for SEATO's membership. What these formalizations entail, we can hash out. Our initial bid would be at the very least an NAP, simply to make things official, with economic partnership in the area. Japan, or I suppose the East Asian nation, is broad and certainly has interests in the area. I believe working together, we can be pillars of stability for the region of Northeast Asia, as well as Asia at large, and can become close allies. My administration could easily foresee a close relationship that could further both our nations' goals in the area. What would be your proposals, Minister Saito?"
  13. The USAR would dispatch Ho Lang, Secretary of Foreign Affairs to attend the festivities in Bolivia. He would board a private jet and landed La Paz before arriving at the Central Palace.

  15. OOC: This will be a character RP that takes place during my already completed expansion. I will not be retconning anything, and this was the original story I came up with, I just felt as though I should complete the expansion so that I would not violate the rule of not controlling white space citizens. Major plot points of this storyline have already been referenced through my news thread as my 7 posts, and this storyline will be considered closed. Hope it's at least an enjoyable read, and if anyone has a problem with this being past tense in nature, please PM me and we can work out a solution. IC: April had come to Northeast Asia and as it did, the Siberian War had come to an end. The Russian Empire had sent a massive invasion force across the Siberian DMZ and warred with the Japanese forces there. As their southernmost lance pushed against the Japanese, the United Amur Republics dispatched Army Group Guan Dao, led by one of their top and most ambitious Generals, Koba Petrovich. The fighting was intense and bloody, but the Imperial Russian forces were forced into retreat before their mad Emperor was assassinated in their homeland, ending the war. Army Group Guan Dao turned back to the Amur, preparing to head back to their home, before Petrovich rerouted their return and proceeded to Birobidzhan, the traditional capital of the Jewish Autonomous Oblast. Tanks, APC's, and other machines of war paraded through the streets on their way through, being cheered on by the inhabitants. During the initial Siberian invasion before the establishment of the DMZ, the Imperials had used this area to stage a portion of their war effort, while also threatening to subjugate the whole of the Russian Far East. It was in this way that General Petrovich was able to feel what it was to play the role of liberator, and though he enjoyed it, he had plans beyond the simple pleasure of celebrity. Standing half-way out of the port atop a BTR-90, he calmly surveyed the curious denizens of the town. Many celebrated, while others just stared, wondering what the meaning of this display was. Having already had one of his subordinates make arrangements, the municipal leader of Birobidzhan, Yuri Girgorovich, greeted the General in the central square of the town. As Grigorovich descended the steps from his administrative building, General Petrovich disembarked his perch on the IFV and intercepted Gigorovich with a firm handshake. The two looked to the UAR media members on site, smiling for the photographs they would pass along to the National Media Bureau back home, a stamp on the end of the war. When the cameras stopped flashing, Petrovich turned to face Grigorovich, "Now that that's over with, let us turn to the business my lieutenant discussed with you earlier." Grigorovich produced a smirk. "Yes of course, this way," he replied, sweeping his arm up the steps to gesture into the building. Grigorovich led, while Petrovich followed behind him, 4 commandos serving as his bodyguard in tow. Grigorovich led the party to his office, poured the General a small glass of vodka (also taking a much fuller one for himself) and took a seat behind his desk, folding his hands behind his head and kicking his feet up. "Please have a seat, comrade. There is little in this world I enjoy more than business," Grigorovich said, before taking a hefty swig out of his glass. "Perhaps this vodka, HEH HEH HEH!" he laughed, his voice sounding wet already. Petrovich refused his offer, preferring to stand, taking a small sip from his own glass, remarking to himself how lowly he thought of this man. Grigorovich was not exactly the dashing type, mind you. He was short and overweight, his worn suit vest's buttons straining not to pop, with a poorly shaven face to match his disheveled clothing. His breath stank of the liquor he had already consumed prior to this meeting, with a rapidly balding head. What hair was left on it was black (most likely dyed), and slicked back with far too much grease. Petrovich stood in stark contrast. He held a very commanding presence, his salt and pepper hair being groomed nicely beneath his officer's cap, with a clean shaven face and perfect posture. His face portrayed to others his cold nature, the only time in recent memory anyone had seen it smile was for the publicity pictures just taken, in fact. He stood tall at 6'4" and held one hand behind his back, the other leisurely spinning his glass. "Yes, I can see that. Now, if you remember, my lieutenant had come to you with a proposition for this region. Something we could both benefit from." "Haha! Yes, comrade, yes. I help swAY the people to unification, and your help me gain Amur's backing for my campaign to be their Premier in your *hiccup*, oh excuse me, government!" Girgorovich made very big, sweeping gestures as he said all this, obviously enjoying himself and sounding very satisfied. Petrovich's tone was still low and cold, "Yes, that is correct." "Well than, my good man, looks like all that is left to discuss i---" Before Grigorovich could continue, a sharp knocking came to the office door. Petrovich's commandos turned with rifles brought to bear, but he simply rolled his eyes and waved them off. "AH! Those must be my other associates! Nail, Ivan? Is that you!?" Grigorovich shouted. The reply came from behind the door, a deep voice shouted back, sounding irritated, "Of course it is, you ingrate! When did you start locking your door?" "OH! Right, of course! Comrade," Grigorovich motioned to one of the commandos, "Could you do me a favor and grab the door?" The commando looked to Petrovich, who sighed and nodded. The door was opened to reveal three men. The two who came in side by side matched each other, the third did not. Nail and Ivan both wore black suits with pin stripes, clean ties and nice dress shoes, though they did not have what you would call a 'clean looking' appearance. Nail wore golden earrings and overly-lavish gold-and-diamond rings on many of his fingers, while Ivan had is long brown hair greased and held into a ponytail that descended below his back collar. The third man wore the attire of a mercenary prepared for battle. He stood as tall as Petrovich, towering above the two men he followed. Wrapped about his face was a cream and brown colored shemagh, covering his ears, nape, nose mouth, and neck, leaving his eyes and hair exposed. The hair was dark brown and shaven close to the scalp, with sharp eyebrows furrowed over piercing brown eyes. He wore a forest camo combat vest over a black henley-type shirt with forest camo combat pants tucked into black combat boots. He was armed as well. A combat knife was strapped to one of his shoulders, a radio to the other, with a pistol holstered at his hip and a Galil slung around his back. "JANEK! JANEK SEGEV! Glad you could join us! Petrovich, these are my associates, Nail and Ivan Tretiak! Brothers and lucrative financial backers, and friends of mine!" Grigorovich rose from his seat, downing the rest of his drink as he did so. "And this!" he exclaimed as he crossed the room and put his hands on the shoulders of the third man, "This is Janek Segev! My right hand man! Anything that needs done, I ask Janek to handle it, and he has never disappointed me! Not once! Have ya, Janek!?" Segev turned his head and looked directly into Petrovich's eyes, not saying a word. "AHHHHH! Janek doesn't speak much, he's a man of action! What's that thing you always say Janek?" Janek turned his head back to the smiling Grigorovich, then spoke in a deep, even tone, "Do not boast about tomorrow, for you do not know what a day may bring." "HAHA! Yes! Janek is just full of these sorts of sayings! What's that from?" "The Tanakh." "HA-HEY! Janek is Russian Yiddish! He's full of those little things! Not someone you invite to a party, but you stand him outside if you don't want anyone crashing it, you know what I mean?" Janek turned his cunning gaze back to Petrovich, who produced a wry smile. For the first time since being in this land, he had found someone who might be of real use to him.

UARNMB: United Amur Republics to Change Name, Alter National Soviet Structure With the unification of Amur with the three new Republics, and the subsequent election of Premiers from those Republics, the new and expanded National Soviet has passed down a change to the name of the nation. Henceforth, Amur shall be known as the Union of Soviet Amur Republics (USAR). Moving forward, this change will apply to all official documentation and any outlet of the government, including the UAR Nation Media Bureau, in the future to be known as the Union of Soviet Amur Republics National Media Bureau (USARNMB). Another change would be to the Republics, each adding the term Soviet to their name (referencing the use of committees to practice collective government in the stead of singular executive figures at the Republic level). The now unified USAR consists of the following republics and region: Heilongjiang Soviet Republic (HSR) Kirin Soviet Republic (KSR) Primorsky Soviet Republic (PSR) Khabarovsk Soviet Republic (KhSV) Yevrey Soviet Republic (YSR) Zeya Soviet Republic (ZSR) Harbin Autonomous Capital District (HACD) Perhaps the bigger change, however, was the alterations made to the National Soviet. Currently, there are 6 Premiers, each representing a Republic in the USAR, and each having a vote in the National Soviet. It has been agreed upon within the National Soviet that a new position will be created, Chairman of the National Soviet. This office will consolidate some powers of the National Soviet into one seat, the holder of said seat being elected by the members of the National Soviet, being elected also from within the National Soviet. In essence, this means that every republic in the political union of the USAR will elect a Premier to the National Soviet, of which those Premiers will deliberate amongst themselves to elect one of the Premiers Chairman of the National Soviet, with no Premier able to vote for themselves. It has been decided by the National Soviet at this time that Premier Zhang of the Heilongjiang Soviet Republic will be the first to hold the office of Chairman. While Premier Fyodorov may be more recognizable to the international stage, being somewhat the unofficial 'face' of the National Soviet during the Siberian War, Premier Zhang holds very high esteem in the eyes of the members of the National Soviet, with even Fyodorov himself voting for Zhang and making this statement: "I have the utmost respect for Premier Zhang, and have cast my vote for him to become Chairman of the National Soviet. His steady hand and level head were instrumental in steering us through the crisis of the Siberian War, as well as many of his policies bringing about the unification of the new USAR and the economic gains we have been experiencing since the end of hostilities."

UARNMB: New Premiers Elected to National Soviet Following the unification of the UAR with the three new republics (Zeya Republic, Yevrey Republic, Khabarovsk Republic), each have completed voting and have elected representative Premiers to the National Soviet.   19. Amur Oblast With the completion of the rail network and Blagoveshchensk Station going online, trade with the Amur Oblast has begun in full. Corporations from the UAR have begun to move into the area, providing jobs and economic legitimization to the area. Domestic companies have begun to crop up within the UAR economic sphere as well, further empowering the new oblast. Local plebiscites have been held at this time with a large majority voting for membership into the UAR. Amur has accepted it into the United Republics, the name of the new republic being the Zeya Republic, named after the river which flows out of the territory. The Zeya Republic will be in equal standing to the current republics of the UAR and will soon elect its own Premier to the National Soviet. (7/7) Jewish Autonomous Oblast Following the organization of the Birobidzhan Tigers, the ADF has fully incorporated the unit as a specialized commando unit within the ADF Special Forces wing. The former oblast also has a high representation in the Office of Security and Intelligence Special Tactics Group, an elite counter-terrorism and special forces group in the main intelligence wing of Amur. The final remnants of the Red Mafia have been isolated and pushed to a ghost town on the northern border of the JAO, abandoned during the initial invasion of the Siberians. News reports claim that a small confrontation occurred between the OSI Special Tactics Group, ending with the elimination and expulsion of the organized criminal group from the JAO. The plebiscite for this area also voted to unify with the UAR. Like the Zeya Republic, the Jewish Autonomous Oblast will elect a Premier to the National Soviet as a full standing republic in the Union. The JAO will be renamed the Yevrey Republic, referring to the overwhelming Yiddish-Jewish population that has been resurgent since the great collapse. (7/7) South Khabarovsk Due to the investment in regional hard infrastructure as well as cultural infrastructure, South Khabarovsk has voted to become a member of the UAR. The two regions have shared a link since the days of Guanwai, which made the move apparent to both the UAR and South Khabarovsk. Economic gains continue in the area, as it becomes more and more profitable, looking like an economic powerhouse, to rival the core of Kirin, Heilongjiang and Primorsky. The name of the new state within the UAR will be the Khabarovsk Republic. Votes on National Congress and National Soviet Premier positions will begin shortly. (7/7)

Somewhat glad that SEATO's internal cancer was removed, though disheartened by the loss of life involved, Linping spoke up to the other delegates: "At this time, the UAR would like to ask the other delegates, but most specifically the Japanese delegation, for a concise status report on their ongoing disputes, so that we may move forward with a more proper vote for full membership in the near future. Amur has not forgotten Japan's backing in the war with Siberians, we just look for the few loose ends to be tied up first."
  22. The United Amur Republics provides official recognition of the Sakha Federation and will look to establish peaceful cooperation in Northeastern Asia.

Amur, unlike Tongzhi, will be looking forward to expanding peaceful relations with the Japanese Imperium, and pending resolution of its conflicts will welcome its membership in SEATO. However, we do wish to state our concern about unchecked expansion into the Asian mainland. We note that concern, but are more than willing to listen to Japanese and other SEATO nations' proposals on the matter."
