Hello, I'm trying to buy the universal healthcare wonder and as far as I can see, I meet the requirements of 11000 infrastructure, a hospital and a national research lab. The icons showing a list of available wonders are all red and should be, apart from the one I'm trying to buy as part of my infrastructure jump. So not really wanting to collect taxes at the moment.
