Since you don't need all those positions just give all government power to an interim tribunal consisting of yourself and whoever else is left. Recruit, recruit, recruit, and don't worry about having a proper government until you have 20-30 active members. If you have a protectorate agreement with someone, ask for their assistance. If you don't, get one. Good luck and may your alliance last longer than the growing pains.

Midnight Order is the best protectorate because they offered me epic cake.

RL politics attempts to address the problems of the real world, and CN politics addresses the problems of the CN world. There may be some similarities, but I don't think they're all that comparable. It would be fun to map out CN politics and determine where everyone is.
