First, for the sake of anyone trying to read this, permit me to translate: I'm still not sure if I understand all of what you're getting at, but if you're asking what would happen if pseudo-alliances were created, where nations would fly the same AA but be free to do whatever they wanted... well, if "whatever they wanted" included chronically attacking members of established alliances, you would see all of Planet Bob unite against them.
