I think it's amazingly difficult to have a completely different CN and RL persona. You can be more aggressive or argumentative in CN but the completely different characters would be for RP only and I think it would be hard not to let your own character come through outside of an RP arena.

If a nation owns nuclear weapons but does not have uranium the cost to maintain nukes is doubled.
Water increases number of citizens per mile before population unhappiness by 50.
