I'm surprised at the number of Purple alliances that are missing from this accord; one would think that a Bloc with no political implications - purely economic - would have gotten the entire sphere united. It's always good to have more nations to draw from in the trade circle pool. Nonetheless, good luck to all those involved...

But he didn't do that. He noticed there was a problem and then deiced to exploit it - an easy thing in an alliance of VE's size.
