I would. If the nation being tech raided decides to make it into a war by attacking the raider by other means (ie. other than GAs) than was used on them then they have that right. Until then, I'll view it as a raid. But again, that's my opinion.

How about basing it off of offensive casualties with defensive being a tie breaker if it ever arises. This way you can't just have your friends nuke you to win the flag.

I like where this idea can go. Give a certain amount of happiness per war you are in since, like you said, this is a war game. Reward those for playing the way it was meant to be played.

Since they like being in peace so much why not just say that 85-90% of their nations must be in peace while they are fulfilling their terms? Somewhere within that range you get 50 nations able to send the reps. The ones out of peace must only send reps. Perhaps give them a few more nations for the bill locked but that's it. Won't this get rid of the possibility that they won't be able to complete terms, while hindering thier rebuild, and at the same time make it easier to defend a 700+ nation alliance.

Reason this all happened is that I bought a drydock thinking a 6th aircraft carrier would help with planes, which of course it doesn't. I should've read into it a little more, I was lazy and paid for it. I deconstructed 1, yes I am sure it was only 1 as I didn't even touch my keyboard to delete it, aircraft carrier which was the only one I bought. When I went to delete the drydock it wouldn't let me and said it was supporting a navy vessel. Next issue, when I went back to the main nation screen I saw I only had 4 naval vessels when I had 8 previously. When I went to check I only had 1 aircraft carrier left. Even after all this I tried to delete the drydock and it still tells me it is supporting a vessel, yet I only have 4 altogether. What gives?
