I believe that clause B1 is without merit. The counter-offer from NPO is reasonable. From my perspective this war was fought primarily by the small to medium sized nations. Now the large nations, that didn't participate, feel left out and want to get their ounce of flesh from NPO. There is no glory in fighting a foe that has admitted defeat. I hail my NPO opponents, they all fought with dignity and honor.
