A new railway is being laid all across Asia, linking the nations of Acca Dacca, Taiwan, Palintine, the Southern Tang Empire, the Kingdom of Cochin, Zargathia, Kivortistan, SST, and Michuraza. This railway, a joint project between the above nations, represents a high point in peace-attaining deals. As a symbol of international cooperation, it is powerful. But this railroad is economically useful as well. To promote a spirit of free or reduced tariff trade, this railroad will facilitate trade all across Eastern Asia. Funding is quite simple, as every nation will pay to lay the tracks inside its own borders. Smaller nations or nations experiencing financial aid may apply for subsidy from the government of the Southern Tang, but funds are limited and will be considered on a first-come-first-serve basis. We do not think it wise to resume railway connectivity with a nation with which we are at present at less than cordial relations. If Dragonisia is willing to come to a diplomatic meeting to discuss various issues of mutual interests to a successful conclusion Cochin would cooperate in extending Inter-Asia Rail Project connectivity to Dragonisia. "Well, the government with which most of the disappointment in your state lies is no longer in power. Nevertheless, the feelings of the people are still raw after such a rough departing of ways, all the same.. there was no war, no death of our people on our soil.. we're willing to talk to Cochin about this rail effort and start rebuilding the relationship, but I doubt we can ever trust the Kingdom as much as we once had. All the same, you don't have to be family to be business partners.." Contracts have been placed with L&T for Cochin Mongolian Protectorate line, with TP Blagopalan Associates for Olgii-Kivortistan line and Junker Corporation for the Lhasa- Kunming line. The sections of the lines shall be split into 30 km sections demarcated by Ministry of Transportation engineers who are currently obtaining the right of way. Each sector would be built by individual work gangs so that through rapid parallel construction the work could be completed in the fastest possible way. After the surveying is completed a month's time would be given to the contractors to prepare the necessary materials for the construction and propose necessary changes for technical reasons. After the one month mark, the construction companies can start their work at leisure, but have to finish laying of their entire stretch of rails and support infrastructure in six months. Any contractor doing the work ahead of time would be amply awarded and hefty fines would be levied for unreasonable delays. The cost of construction would be decided by Ministry of Transport and individual contractors during the one month planning period and 40% advance would be fully paid. Infrastructural support systems for the massive construction efforts for the network is being readied before commencement of actual railway laying. "We do not understand why our offer for finance should be considered threatening to any one! It was merely a helpful gesture. What we offer is a pure commercial loan which would encur mortgage only in the event of non repayment of the loan. Is it a fault that Cochin is prosperous as well as generous?" "As there is a large distance of land between Yekaterinburg and Astana, the rail would be operational much faster if Caucasians and Cochin workers assist one another on the entire thing.
