V The King
Anchorage, Eastern Alaska, Viniland It was quite busy inside the Westmark Anchorage Hotel. Inside its conference room, arrangements were being made to host the foreign leaders and diplomats that would attempt to come to a resolution over issues in the Bering Sea. The room's furniture was dusted off, flags of each participating country were placed along the walls, microphones were connected and turned on and meals were prepared. Members of the Polizefederal were sent to the airport to escort the arriving leaders while a few dozens troops belonging to the Vinilandese Army positioned themselves outside and inside the hotel in order to guarantee security. All of the other usual chores were performed in advance of the arrival of the guests, who would arrive shortly after - the representatives of Procinctia, Tahoe and Xaristan (the latter being a mediator for the former two) OOC: The talks themselves will be closed to Emperor Mudd, Generalissimo and Pravus Ingruo, although IC reactions by others can be posted since it's going to be broadcast internationally. The concerned parties can RP already being ready to talk - wait for everyone else, though,
Michael McBride
Deputy Consul of State Heidi Foster and Secretary of Justice Ron Barnes will be the representatives for Xaristan who will mediate the meeting. Ms. Foster is the nation's second highest diplomat and Mr. Barnes oversees the Justice Department. Both have arrived and will wait for talks to begin. Manetheren
Prime Minister Kieran Kelly and Minister of Foreign Affairs wave to photographers after touching down in Anchorage for talks with Procinctia. Prime Minister Kieran Kelly and Minister of Foreign Affairs Darragh McDonnell arrive in Anchorage aboard a Boeing 767 operated by Tahoan flag carrier Aer-Loingeas and outfitted for VIP transport. After a brief stop to be interviewed by the media at the airport (primarily Vinilandese and Tahoan), they quickly departed for the Westmark Anchorage Hotel. Sargun II
Non-Participant The Council of Twelve, particularly the Junior Council, were attentively watching the Anchorage Talks between their ally Tahoe and Procintia. The Junior Council were tasked with listening and reacting to what was going on: it was more of a learning experience than anything.
Subtleknifewielder
Non-Participant New Zealand was not the only one to have its leaders watching these talks. Richard Anderson, the current Administrator, had the video set in his office turned on. While he waited for the talks to begin, he worked on the ever-present paperwork... Zarfef
non-participant The Aether Empire had a pizza party in a private room at their newest stadium and the talks were to be aired live to a crowd of over several thousand people. Lacking any real sports team, the event was sold out and large amounts of Generalissimo hats, cigars and plastic M1 Garrands were sold to the cheering public as the talks were displaced on a projector screen in the middle of the room with flashing strobe lights and fireworks going off. Whenever Generalissimo appeared, the crowd cheered and the lights flashed and fireworks went off (some unsheathed REAL M1 Garrands and fired them into the air in support)... but whenever the leaders of Tahoe were displayed, the crowd boo'd and cups were thrown at the screen. The event was to raise money that would be sent to Procintia for the rebuilding of their nation after their previous war. The crowd was reminded however that the screens were expensive and so they could not shoot the pictures of Tahoe's leaders so much as they desired. (Why the people of Aether hated Tahoe should be clarified... it was simply a matter of propaganda in telling them that Generalissimo represented the Aether Diplomatic Sports team while Tahoe represented Somalia... it wasn't anything personal.) Generalissimo
Procinctia will be represented by Acting Minister of Foreign Affairs Liska Atka, who will arrive at Westmark Anchorage Hotel shortly (by way of Consolidated PBY Catalina Seaplane). Liska Atka, Assistant Minister of Foreign Affairs (acting Minister of Foreign Affairs) Twenty minutes ago Liksa was finishing a day of classes, now she was receiving Generalissimo’s rough briefing of Procinctia’s greatest crisis since the country's reemergence. “I don’t trust them, and neither should you. I remember when Tahoe hosted one of these and assassinated the opposing party. I’m not initially attending personally, which is why I’m sending you. . . try not to die. You’re instructions are in the envelope but our fate and future is in your hands, no pressure. Turn and face the threat ahead and fight with everything you’ve got. The citizens Procinctia depend on your strength, keep your faith alive. If things get too rough I might be there to back you up.” Edited August 7, 2009 by Generalissimo

Manetheren
Very well. Now that we are all here, we can begin. To start off, we have accepted moderation only to keep the discussion on topic. To start, the exact border and claims of Procinctia and Tahoe need to be delineated clearly. It is our understanding, and the commonly accepted international opinion, that Procinctia consists of the Aleutian islands as well as the central Bering Islands of St. George and St. Paul. Thus, the Aleutians stretch from Unimak Island in the east to Attu Island in the west. We accept this definition of the Aleutian Islands, do you? Generalissimo
Outside the Westmark Anchorage Hotel Liska was internally terrified, visibly nervous, and physically trembling but somewhere Theodore Jameson was probably watching, and she wasn’t going to embarrass herself in front of her instructor. Once Liska was inside the conference room she seemed on the surface more relaxed than if ordering a pizza. We accept this definition of the Aleutian Islands, do you?"Most islands in the Bering Sea have historically been considered within Procinctia’s sphere of influence.Today, however, we are willing to refine our claims. Procinctia opts to maintain administration of several islands beyond the Aleutians; Little Diomede, Otter Island, Pribilof Islands, St. Lawrence Island, and St. Matthew Island. Internationally several other nations have immediate interests in the region Bering Island is jointly administered with Slavorussia, while Big Diomede and the Commander Islands are Slavorussian territory. Amerikanisches Reich is currently occupying Nunivak Island and the Procinctia-Amerikanisches Reich DMZ is currently situated on Nelson Island -you’re going to have to talk to them about that." Manetheren
This definition of Procinctian territory is acceptable to us. Nunivak Island is considered Tahoan territory, but if the Amerikanisches Reich has issues with that claim, they may take it up somewhere else. Nelson Island is likewise considered Tahoan territory and will not serve as any sort of DMZ. If the Amerikanisches Reich and Procintia have any diplomatic issues, they can take it up through normal diplomatic channels, but Tahoan territory will not serve as an unneeded DMZ for nations thousands of miles away. Generalissimo
Unneeded? It’s not well publicized, but Amerikanisches Reich is currently engaged in a cold war of sorts with Procinctia; we still might even technically be at war – there’s your ally, you should know this already. The Nelson Island demilitarized zone is the result of issues unresolved long before Tahoe’s entrance into the region. The Repbublic-Procinctia Wars were fought through the entire Bering, the Nelson Island is where the fighting of the First Repbublic-Procinctia War ended. We’re fine seceding our half of the island, but it’s ultimately the Amerikanisches Reich's decision. Manetheren
We are well aware and as a sort of removal of temptation for both sides to grow up and move on, Nelson Island is no longer a center for posturing and is fully Tahoan Territory. For a reference, all islands within the black line are considered Tahoan territory. Do you accept this definition of our territory

Which particular piece of territory are you refering to? If it is any of the islands they have claimed, we recognize their possession of said islands. If it is any territory within the line we have drawn, then we do not because it is part of the State of Alaska. Simple as that. Nelson Island they have agreed to surrender, which as far as we can tell is the only disputed piece of territory at the moment. Since they have agreed to surrender it, there is no issue here. We wish to hear why you feel the territories are yours beyond "they are inside our drawn line" when they have been occupied by Procinta for a long, long time. Generalissimo
That’s no longer an issue because Tahoe has already unilaterally declared the irrelevance of history truths, their line is entirely arbitrary. Tahoe doesn’t have any legitimate claim, but Procinctia is entirely willing to overlook that. If the Tahoe’s representatives could summit a list of what islands Tahoe believe themselves entitled I will proceed to review them individually, on a case by case basis. We have claimed them when the people of Alaska voted in a free, open and fair plebescite to join the Tahoe Republic. That is a far greater cause for claim than decades old war stories. Besboro, Hagemeister, Walrus (not in the Pribilof Islands), Kritskoi, Nelson, Nunivak, St. Michael, Stuart. All are islands in the Black Line, all are claimed and owned Tahoan Territories. The people of Alaska had no claim to said islands and therefore Tahoe had no claim to them either.
