According to this declaration between Khmer Empire and Taiwanese Empire, Taiwan had decided to station a diplomatic team with 3 nuclear weapons in Khmer. As Taiwanese Empire is a fellow ally of Dragon Bloc we propose that we request them to withdraw the nuclear weapons as a deranged Khmer Empire government could possibly wrest it from Taiwan diplomats and use it against us in the on going war. We consider it would be best if each of our militaries operate in discrete spheres of influence with a unified plan for effective implementation. According to our proposal we shall operate according to 4 Spheres of Influence 1 - Melvin Republic 2- Republic of Free Somal 3 - Kingdom of Cochin 4 - Dragonisia We propose that in each of our spheres we divide the land into discrete sectors and we start combing operations sector by sector to root out Khmer Empire military forces. To prevent Khmer empire forces from crossing from one sphere to another the border units must be exceptionally strengthened, preferably by dug in mechanized infantry. The combing operations could be conducted by further mechanized infantry and airborne units. A central support pool will have to established which shall coordinate air support and logistics. We are currently in the process of setting up a comprehensive surveillance network which will be shared amongst all military commands. Our proposal is based on the fact that we do not have any conventional military threat in view. The threats we face are unconventional guerrilla warfare and urban warfare scenarios. Only a comprehensive and unified approach would help against that. These must be our priorities: 1. Pacification of Khmer urban regions 2. Building up of civil infrastructure with ample security 3. Setting up of efficient and local self governance 4. Pacifying of Khmer rural regions and jungles 5. Phased withdrawal We must maintain a restriction on international press during our pacification programs. International media have been found to be susceptible to the propaganda and deception laid out by Khmer Empire forces.A regime which had no qualms to massacre an entire village of their citizens to trigger a war would not think twice to commit even more barbaric acts to paint us barbarians. Hence a total clamp down on media is suggested. We must also expend active propaganda regarding our solid intentions not to stay beyond the pacification of Khmer. Any desire or expression thereof to conquer and assimilate Khmer territories to our national territory would only be counter productive in the long run. We also propose setting up a massive intelligence collection and dissemination system to weaken the morale and support base of Khmer Empire guerrillas. I am happy to report that as we expected they are already coming into compliance. Inspections of research, military, and intelligence facilities where these agents were produced, researched, and stored turned up that the weapons were already in the process of being annihilated. A second surprise inspection at a later date verified that in fact Promised Land should be disarmed of all bio warfare potential. We will continue to escalate pressure until the fugitives are delivered, but so far we are meeting with success." Since this is purely an economic treaty not related to monetary policy it is not handled on an Imperial, but a state-by-state basis. Therefore, each state is encouraged to review the treaty and determine at what levels they would like to sign if any. Dragonisia has become a full participating member.
