The Australasian Coalition

Preamble

Each signatory nation is in agreement to unite the Australasian region, and pledge to defend the said region against outside aggression.

Article Zero: Region

Member nations are strongly encouraged to have at least one territory in the Australasian Region. Member nations that have land in the Australasian Region will be refered to as members that "satisfy the Region clause." The Australasian Region is defined by a majority vote of the members of this treaty. Member nations that fail to vote within 108 hours will be counted as an "abstain". Any "abstain" vote will not be considered in the vote tally for definition of the region. If no majority is achieved on any definitions, a revote would be done without the definition receiving the least votes. This revoting process will continue until there is a majority vote on a single definition.

Article One: Sovereignty

Each signatory nation agrees to respect and uphold the others' Sovereignty.

Article Two: Membership

If a nation wishes to sign the Treaty at a later date, the nation must have a formal invitation from a treaty member in order to apply. Once a nation applies, the remaining member nations must unanimously agree to the membership of the applicant in order for the applicant to join. Member nations that fail to vote within 108 hours will be counted as an "abstain". Any "abstain" vote will not be considered in the vote tally for admission. Upon reaching the correct number of approval votes, the applicant may provide a signature to this treaty.

Article Three: Non Agression

Any aggresive action by a member nation(s) against any other member nation(s) is not permitted. In the event of such an action, Articles Four and Five are on hold, and the remaining signatories vote expeling either the nation attacking or the nation attacked. Both nations are presented in the same vote, and members will choose one of the nations to expel, or "abstain" from voting. Member nations that fail to vote within 27 hours will be counted as an "abstain". Any "abstain" vote will not be considered in the vote tally for expulsion.

Article Four: Mutual Defence

In the event of attack against a signatory nation(s) that satisfies the Region clause, each signatory nation, regardless of status on the Region clause, unconditionally pledges to provide their full support in defence of the nation under attack.

Article Five: Aggression

In the event of a signatory nation that satisfies the Region clause engaging in offensive war(s) against a foreign power, each signatory nation is not required to provide aid through this treaty. However, if the signatory nation that satisfies the Region clause is attacked in retaliation for an aggressive action, the other signatories are required to come to the aid as part of the unconditional mutual defense in Article Four.

Article Six: Intelligence

Due to the unconditional requirement of mutual defense, signatories are strongly encouraged to notify each other of any actions that may incite foreign aggression, including, but not limited to, offensive wars.

Article Seven: Cancellation and Expulsion

In the event that one signatory nation wishes to cancel their participation in this pact, a seventy-two hour notice must be provided. Failure to do so could provoke military action. If a nation fails to adhere to the aforementioned articles of this Treaty, that nation is liable for expulsion, through a majority vote by all the signatory nation(s), including the nation liable for expulsion. Member nations that fail to vote within 108 hours will be counted as an "abstain". Any "abstain" vote will not be considered in the vote tally for expulsion.

Article Eight: Amendment

In the event that any signatory nation(s) see the need for an amendment to the treaty, such an amendment must be discussed in the proper forum, and approved unanimously by the member nations. Member nations that fail to vote within 108 hours will be counted as an "abstain". Any "abstain" vote will not be considered in the vote tally for the amendment.

The Australasian Region is currently defined as the combined region of Australia and Indonesia.

“I would say that is a slight overgeneralization of Andonia, the basics is corrent. Currently, Andonia has more than twice a large territory but less than one third economy compared to Yamato's Home Islands.this is inefficency at its worse, and only by the handouts of its allies does that nation seem to survive. We question the logic of any government to hand over a protectorate to such a failure of a state.

Yamato is not a member of this coalition. However, we are the most stable nation in East Asia, the fourth largest economy, and the sole neutral state with no connections to any blocs. We believe that with such unique characteristics, our views should be considered.

This being said, I suggest a revote, after reconsidering the conditions of Andonia and the territories to be offered.”

OOC: Can we have a map of what Andonia wants? Lack of geographical consistance is driving me mad.

First, Yamato's observership will be voted on momentarily. However, the Hansa questions letting, while possibly a strong society, you are extremely closed and may we add Purist. The Hansa detests Yamato's treatment of Neo-Japanese citizens, you have praised the workings of the Afrikaner Malan in Transvaal and your society is essentially far too nationalist and ego-centric for our tastes. In this world of multiculturalism your society is extremely backwards and indeed nearly every nation in the Coalition has a much more liberal taste to their demographics. If this changes, we will rethink our decision to submit you to this Coalition, but as of right now. Yamato will not receive our vote.

As to the Andonian situation, because the argument has taking so long. We would like to revisit the issue totally with maps of the country being given to the members and with Andonian input about their current domestic policies on Sri Lanka, not about what they plan to do on the Malay Peninsula.

Our treatment of the Neo Japanese? My Lady, it seems you have fallen for the propaganda of the true racists. While we have done our best to patch up relations, the Neo Japanese has constantly attempted to commite genocide of their cousins, as their labeling of 'terrorists', attempting bombing of Micronesia, raping of Manchuria, and blockage of Daiwa shows. If there ever were a rogue, it was Neo Japan.

You also seem to have forgotten the attempted assassination of yourself in New Cymru. While we may be 'closed', we do not resort to violance. However, I cannot comment on the Transvaal statement for now, since the Foreign Minister seems to have released it without approval of the Prime Minister.”

OOC: The Reimei thing is internal, Sarah. The Yamatojins hide their true feelings, so you shouldn't know it.

OOC: Considering that we have monitored open borders I would imagine that these feellings are at least known to my government and as to Transvaal, she's talking about this

"I am well aware of my attempted assassination in New Cymru and the nationalistic rogues were arrested and executed. Since then, we have made great strides to build tolerance to our peoples. As to the actions of Neo Japan prior to my annexation of Japan I can only offer my apologies and regrets. However, they are my citizens and racism that is prevalent on both sides is at fault. The Hansa will work with Yamato individually to build tolerance, but until this occurs, our decision will not change. Also, as to the statement of the Foreign Minister it is still coming from your government and will be reacted to accordingly by my state.

I can promise you that I have done everything in my power to begin toleration between our peoples, but allying yourself with a racist !@#$%^& in Africa is not the proper way to make me feel any better towards your people. You denounce Malan, perhaps we'll talk, perhaps we wont. But I am an adamant enemy of purism and will remain as such. As to my web of deceit?" Sarah said sarcastically. How about this instead?

Definitely not. You may have the Peninsula (OOC: RL Malaysia), your proposal here nearly triples Andonian land and that expansion is unneeded. As to New Cymru's proposal to expand their own land, we are equally opposed, but if there is to be a concession.

Davies gritted his teeth, trying his best... "ENOUGH!" he shouted, rising to his feet as he banged his fist on the table in front of them. "This petty bickering gets us nowhere. You," he snarled at the Yamato representative. "It seems to me that you, as a nation, have a little further to go before you mature as a nation. Therefore, I am denying your application at the present time."

"And you," he turned to the Lady Protector, the fury lessened a degree but still fully visible in his intense glare. He was frustrated with both of them. "You of all people should know that everything is not always what it seems. You do have to admit the world is highly prejudiced against their people, admittedly with some cause, but now few are willing to even listen to them any more, even on the few occasions they try to make it right."

Luis De Luit was a quiet man, usually garbed in simple silver-chased military clothing, the high collar adorned with two silver stars. His eyes, however, were flashing as the general turned to his Lady, and his fingers stroked the hilt of his sword, just once. Exchanging a calculating glance with the General, he felt them both size the other up; the flow of wariness between them lasting for only a moment before it abruptly ended, the subtle fires in De Luit's eyes ending before the General's did.

"Perhaps this exchange should be governed more by the simple laws of civility common to our respective countries rather than all these subtle insults."

His eyes, however, were flashing as the general turned to his Lady, and his fingers stroked the hilt of his sword, just once. Exchanging a calculating glance with the General, he felt them both size the other up; the flow of wariness between them lasting for only a moment before it abruptly ended, the subtle fires in De Luit's eyes ending before the General's did.

I am dealing with a shaky situation that I am trying to solve without hurting either my citizens or theirs. Yamato is behaved, but like you said they have room to cover and at that time I will take back any brash comments that I might have said. But Transvaal is racist and it is something I am adamant about." She glared at Davies. "I also don't like being called a whore in a diplomatic meeting if that may be some reasoning of my anger."

He offered a nuetral smile. "Yes, I don't suppose anyone in your position would enjoy that. But I refuse to take back anything I said. That includes our support for the Andonians. I don't really care whether it is yours or New Cymru's proposal that is taken. But what the Andonians suggested themselves is indeed too much."

"So, I'm at this point very confused. My understanding is that Hansea proposes Andonia get the Burman region and New Cymru get the Peninsula? This is completely acceptable. It seems wiser for New Cymru to get land that is in greater geographic proximity. Besides, I'm already having a challenge getting the Empire united, it'd be preferable if we could get land that is in close proximity if not immediately bordering existing territory. We have a concern if Andonia is forced out onto the Peninsula without a proper land connection it could actually pose transport and security concerns. Besides, from my knowledge the Peninsula has its own wealth of resources, including Rubber if I'm not mistaken. And it would put New Cymru next to the city of Singapore."

"Please folks, no reason to call names here. Last I checked we were all good friends. We'll get a resolution on it everyone likes, may just take some time to talk it out and plot goals. We have no hostility in this we are merely asking for assistance for a people who are relatively isolated and suffering from over population and a burdened food supply. From what I see Andonia is revising their request to a sliver of land in Burman while New Cymru gets most of the Malay Peninsula. The heated exchanges may simply be caused by a confusion over the presentation of the maps. I request all mapmakers make sure their intentions are clear and concise by their designs."

Peterson held back a sigh, looking around the room at all present, wondering how it all could have gone so pear shaped. He tried not to glare, but felt that he was failing. When he finally spoke, it was to accompany a curt nod of agreement. "We can agree to the Andonian proposal, with one small change. The city of Yangon shall remain the territory of New Cymru. Now, if that matter is closed, could the Andonian representative please be escorted from the premises?" Almost immediately, two marines came through the door, and escorted the Andonian out of the room.

"Now that that matter is settled, perhaps we should look inwards for a moment. I understand that the Hanseatic commonwealth is looking towards the capacity for a naval force?"

"Looks like we're mostly settled then on a a projected land deal and finally getting the protectorate sorted governance. The Empire has many harbors now, many harbors that are now open to the shipyards and construction industry of the Australasian Coalition membership." The Chairman smiled as he hinted.

"Well I would like to personally thank the members of the coalition for your concern. However, our industry reports have said that designs and building processes have already begun in the new shipyards along the coast. Engineers hope to have our first ships out in four to five months. Corvettes and patrol boats, but at least something to give our merchants an idea of safety in our home waters. But may I ask what your proposals were gentlemen?"

We have ten available spots at our naval academy, which we will keep open for your most promising officer cadets. Furthermore, the Corvettes NCS Gladius and NCS Scutum can be placed on detached duty to participate in exercises with your own vessels. We expect nothing in return for this. Consider it a gift to a close friend and ally. You have done so much for us over the years, it is the least we can do."

"Then as soon as our ships leave the docks they can rendezvous with New Cymreag vessels to begin training. In addition any knowledge you can impart on our naval officers would be of a great help to us. The Hansa has always been a maritime power of sort and yet we lacked a navy. With the help of you countries gentlemen and our own pushes for success we can only hope to become a more influential power to the world than we already are."

"A nation to both respect and to fear. That is the ultimate goal." Peterson grinned, which was rare enough. He shuffled through a few papers, then came to rest on a crisp new sheet, still warm from the printer. "This new Singaporean Republic. The potential for benficial trade deals, and a good strategic base are extremely promising. While I do not suggest we act hastily on this matter, I believe we should give some thought to inviting them to join us."
