Here is my suggestion: 1. ~25 kiloton: 0.1 IG 2. ~100 kiloton: 0.2 IG 3. ~400 kiloton: 0.5 IG 4. ~1 megaton: 1 IG 5. The limits are quite nice, but really, the easy one to say is The Megatonnage of your nuclear Arsenal is 2x IG nukes. That means, if you have 20 IG nukes, you have 40MT of RP nukes.
