In the wake of the Oriental conflict ending suddenly with the collapse of the Chinese governments collapsing utterly, Tikal found itself in de facto control of Guam and Palau, under Martial law. Hawaii's Cultural Island Groups had laid claim to both islands and Tikal had acknowledged the claim during the conflict, but as per a treaty-agreement with Japan, control would have to be returned to Nippon.
 
In order to clear things up, island-wide votes were held on the people's opinions. Options provided were

  • Join Japan
  • Join the CIG
  • Independence
  • Join Tikal (Joke option)

On Palau, under 1% voted for #4; 8% voted for #3; 23% voted for #2; 68% voted for #1. Approximately 76% of the population eligible for voting did so.
On Guam, under 1% voted for #4, 11% voted for #3, 19% voted for #2 and 69% voted for option 1. Approximately 81% of the population eligible for voting did so.
 
Both Japan and Hawaii were informed of this result, with apologies to Hawaii. Martial law was officially lifted from the islands, and control would be transferred to the Empire of Japan. The fleets and all Tikalian troops and equipment would return home.
 
 
The CIG had also claimed that Puerto Rico wished to join it. To verify this, an island-wide survey was held. Options were as follows,

  • Stay independent
  • Join the CIG
  • Join Tikal (Joke option)

In a massive effort, most of the population eligible to vote had been surveyed, numbering in the vicinity of 7 digits (over 1 million). The results were surprising to some, but perhaps not all.
16% of those questioned had chosen option #3. Only 3% had answered option #2. The vast majority, over 75%, had decided on option #1, staying independent. The rest were 'unsure' or said 'I don't know'. Many asked afterwards who the Cultural Island Groups even were. Apparently only a small percentage of the population even knew the organisation or had no interest in it in any way.
Hawaii was informed of the results.

Hawaii does not recognize the result of the Guam and Palau votes and believe that imperialist shenanigans are deep at work. Chamorros in particular have a strong distaste for the Japanese and a 69% vote to join the imperialist Japanese oppression is impossible.

Hawaii demands a vote take place with SOCSOV party presence to ensure the imperialists do not tamper with the vote.

In the case that imperialist oppression takes place SOCSOV urges natives to evacuate before genocide takes place by the imperialist Japanese as occured during World War II.

SOCSOV notes that the Chamorro people of Guam have a deep hatred for the Japanese rooting back to World War II when the Japanese imperialists treated the native Chamorro population very cruelly. For such a huge vote to take place to join Japan is impossible. We do not fault Tikal but instead believe that subversive pro-imperialist elements may be to blame. SOCSOV requests a multi-party investigation takes place so as to prevent a repeat of World War II Japanese oppression and genocide in native islands.

"And Tikal notes that the Chamorro people of Guam are only approximately 28% of the population according to local records. It is very possible that many of those eligible voted for independence or to join the CIG. The majority of the island's population has chosen otherwise, however.

We do not feel that a multi-party investigation is necessary."

Hawaii does not have the strength to protect the people of Guam but will assist as many Chamorros as possible who wish to evacuate Guam and join SOCSOV forces elsewhere in the Pacific. Chamorro soldiers were a backbone of the ancient US military and Hawaii's debt and friendship with the Chamorro people will never be forgotten or cast aside.

There will again be a trail of tears for the Chamorro people, but Hawaii will be honored to make room for our oppressed friends.

Hawaii has received credible reports that in a repeat of world war II imperialist policies, Japan plans to nuke Hawaii so as to remove a key barrier to Japanese domination of Pasifika. Key intelligence reports are being distributed to world leaders which demonstrates the validity of this imperialist plot.

We encourage a multilateral, neutral inquiry into the claims of both Tikal and Hawaii, and will agree - with the consent of all three involved states - to send observers to the islands to help discern the truth.

"The Imperium would welcome this, as we have not committed any of the actions the Hawaiians have claimed, nor is there any mistreatment of the people on Guam and Palau, on top of the fact we have no reason to believe the Tikalese would run a disingenuous election.
