"Never has the Chinese Republic required Japan to kowtow, however the Japanese Empire cannot occupy what is quite clearly Chinese soil and it cannot support seperatism from China claiming democratic rights. When there is any legal aspect to this, then it is that the people of Taiwan will have to petition for autonomy within China, and no outside power should have to dictate the Chinese what to do. China also does not support Okinawan seperatism here.

 

Next, if Japan cannot provide samples, then nothing can be established and for as long as this continues, we will have to assume it was the sole country that actually has gone to war with our country. China does not deny the launching of DF-5 missiles, however this was a clear retaliatory strike following a Japanese first strike on our cities. You might deny itt, but we would like to know what other genocidal crackpot would launch a full on nuclear strike against us."

The Republic of China has expected Japan to return independent lands that have not made any sign of wishing to rejoin China, we saw the protests in Hong Kong, as well as the lesser protests in Taiwan, which is unsurprising due to the fact people in Taiwan are probably more concerned about having their next meal than who provided it. Japan supports people, not governments, and would grant Okinawa independence if there were any popular movement there. You seem to be acting on rather dated information in regards to our own internal affairs. The Imperium have been supporting Taiwan for a period of time before any Chinese governments appeared on the mainland, and yet the governments there expect to be treated as though they have ALWAYS had control over Taiwan, that is simply not the case. We called for free and independent elections for the Taiwanese to make their own choice, you responded to our request by forcibly attempting to take over the islands, these are not the behavior of a nation willing to handle things diplomatically, this is the behavior of an irrational and unstable government,

 

We can provide samples, you do not seem willing to provide a cease fire to discuss this diplomatically, considering the amount of lives lost in China and Japan within the past few hours, We do not feel this is a request that should be debatable, We will not send a plane carrying civilians into a war zone without assurances that your governments will behave like governments should, and actually stay true to their word, twice now we have seen the Chinese go back on their word, this is a final chance to publicly prove you do not want war, and instead wish to see peace return to Asia. We do not deny launching our own ICBMs, but we vehemently deny the accusation that we launched a cowardly strike from the South Pacific, Japan does not hide in shadows."

China will not agree to a ceasefire, unless Japan is willing to withdraw from our soil. Otherwise, the Japanese will merely be attempting to use this ceasefire to fortify their position for another round. Samples would be prepared from Guangzhou, Shantou, Chengdu, Chongqing, as well as from the town of Xiamen which was hit by clearly Japanese missiles for comparison. The almost completely irradiated burning ruin of Xi'an would have samples taken from the cities outskirts, as deeper in the radiation became too severe. On top of these, Chinese samples would be provided from Chinese nuclear weaponry. Professor Xi Li-sheng of the Tsinghua University would be also sent as a civil specialist an unarmed observer to see to it that noone would tamper with the samples.

Samples from every nuclear reactor, operational or shut down, would be prepared to give to Axum, a map with every nuclear reactor ever constructed in Japan would also be provided specifically to the Axum representatives, that would prove every reactor had a corresponding sample.

Similarly, North Chinese experts would retrieve samples from Harbin and the outskirts of Beijing, to be compared to the Japanese samples. Despite not a single nuclear weapon being fired from North China, their own nuclear samples would be provided. Confirmation of adherence to the ceasefire would also be given.

Given the nature of the nuclear report, nine Type 093s of the Empire of China's Navy will be conducting ASW operations throughout the Asia-Pacific. The long period of time it had taken for the pacific powers to start sending out submarines had provided enough time for the Babylonian submarine to return to its base in the Persian Gulf. By using busy shipping lanes and carefully monitering its depth and speed to ensure it remained silent, detection was not a threat throughout its entire transit. By the time most Pacific submarines were even entering the eastern indian ocean, the Imperial submarine was already passing the strait of Hormuz to safety.

The Republic in return offers to autonomy of the two territories of Taiwan and Hong Kong within China. It is the opinion of our government that this should more than fulfill the requirements for self-rule within a Greater China, that Japan has no further claims to our territory and that it might be more beneficial to both sides than to continue a nuclear war. Such war would inevitably claim many more lives and cripple both countries even more than it did up to now.

 

The Republic of China hereby also announces its intention and capability to retaliate on the nuclear level, should it come under nuclear attack by any power, be it Japan or its allies. It is not the intention of our government to murder civilians, but we will not let a strike against our own country slide.

 

Additionally, in the light of recent events, the Republic is willing to drop our Splendid Asia doctrine, in the event that our national territory is returned to us. This should prevent further conflict over the Asia-Pacific between China and Japan/France. It is the opinion of our government that the Japanese Empire may not have more to lose than China in the event of nuclear war, but that both sides would lose more than necessary for the sake of Taiwan and Hong Kong, which clearly are part of China, historically, culturally and linguistically. If Japan wants to claim to be willing cooperation between the Asian and Pacific peoples, it will have to respect the Chinese nation and its territorial integrity.

 

In the event that Japan will not accept such a peace deal, the Republic of China is determined to continue this war on the conventional level, reserving however its nuclear potential to strike at any aggressor using any weapons of mass destruction against the Chinese nation. Furthermore, we will not hesitate to target centers of strategic and economic value in such a strike, as we did up to now and the Republic of China is fully ready to attempt once more a strike on Tokyo, should Japan launch a strike against us.

 

Finally, it is the opinion of our government, that the Japanese Empire, even by its own claims has fired a much larger nuclear arsenal on us than we fired at them and that it's deliberate targetting of the Northern Chinese and Shanghai government should not allow them to claim any moral highground in this debate. Japan has expressly targetted two uninvolved Chinese governments in a retaliation, destroying or severely damaging many great Chinese social, cultural and economic centres of life. We would hope that Japan reflect on their actions, before making further statements to whitewash the deliberate killing of innocent Chinese."
