I mean, if he's intending on getting others on this AA, then he'll need a protector. If he's not or isn't able to do so very soon, he's better off just joining an existing alliance. The government chooses a persons occupation, schooling, and practically plans their whole life. People essentially become bees in a hive completely controlled by the queen. Communism is the public ownership of the means of production, in an effort to create a classless society. Basically like you said the government owns everything: Schools, industries, etc. Which is why it is a fail policy that has never worked in any country.
