Extensive fortification work began right along the border to further reinforce existing mobile defenses. The extent of the RADAR network gave the Commonwealth a massive heads up for any attack coming from the North. Due to this advantage, a National Defence Initiative would be constructed to defend against attacks from the northern lands. Farther inland from the border ten large 100mj railguns were being constructed in highly fortified facilities. Submarine sized Nuclear reactors would be used to power each of the guns. The reactors would sit much further down in the earth than the gun or its casing for safety reasons. This was to ensure no lucky shot would destroy the reactor. Of all the defences being constructed, it would be the railguns that would take the longest due to their static nature. In addition to this long range bombardment ability, regiments of artillery were dispersed across the border at different stances based on the guns effective rang, these included batteries of M207 MLRS Rocket Artillery, AS90 Self Propelled Artillery and L118 Light Towed Artillery.

Working in direct co-operation with the OTH RADAR network, the Commonwealths main long range defences would come in the form of its tactical nuclear missiles. Mounted on TEL's, the the tactical warheads would be deployed in company strength around along the border, kept hidden using the natural foliage and camoflague nets. Whilst it would be obvious they would not remain hidden, the Ministry of War would have the locations of the Tactical Nuclear Brigade's platoons continually shifting to prevent any sort of observational pattern occuring which would make them easier to target. To compliment the tactical warheads and the OTH RADAR, specialised satellites were deployed to assist the warheads targetting computers and guidance systems. Electro Optical satellites, a SAR satellite and three NOSS satellites. In addition to the extremly long range border, Gryphon Transporter Erector Launcher's would take up positions in specially designated, heaily fortified locations along the fortifications. These launchers would fire the Tomahawk Cruise Missiles at incoming enemy positions and formations.

For close in border defence, Brimstone II's would be mounted on the back of military trucks in quad launchers. These Brimstone II Trucks would work closer to the border and have an Assault Recon Jeep Mounted Starstreak Missile platoons for close in anti air protection. These closer systems of defence would also move around every few weeks to prevent any sort of pattern emerging that would make them easier to attack and destroy.

The Battlegroup Alpha would constantly patrol the territorial waters of the Commonwealth, aswell as the disputed zone with orders to engage and seize/sink any Biscotti military vessels that they encountered trespassing. In addition to this, several P-3 Orion aircraft would patrol the skies for ASW support.

Over the horizon RADAR stations were already established across the Nation to provide full coverage of the Commonwealths airspace, and the airspace of its surrounding Nations for up to a thousand miles were reinforced. Aswell as OTH RADAR stations, Synthetic Apature RADAR stations would be established to compliment SAR satellites that would be launched over the Commonwealth to assist in its multilayered detection networks. Installations for both OTH and SAR facilities, would be guarded by a company of MIM-104 Patriot Missile Platoons consisting of two batteries and a company composed of three starstreak light vehicle mounted missile platoons and were reinforced considerably by the influx of forced now deployed to the area

Mobile RADAR networks previously established through the use of vehicle mounted AESA emitters to ensure the static RADAR network, if disabled in a war, wwould only be down for a limited time before the mobile network is re-established. It would also allow for RADAR to be present where the geography does not permit 100% static RADAR coverage. Furthermore, infrared, thermographic and optical sensors would be established in key locations of the RADAR network where the probablity of holes is highest.

To compliment the muliple layers of RADAR coverage, the fully mobile Anti Aircraft Warfare network was reinforced and re-established using easily moved and deployable forces. The backbone of this network was comprised of a dozen specialised Brigades that would be attached to other formations in the Corporate Army to provide a Nationwide Air Defence System. Long to Intermediate range defence would come in the form of the S-400 long range batteries and Patriot Batteries, closely followed by the highly mobile forces of the Bradley Stinger Fighting Vehicles and Assault Recon Jeep Mounted Starstreak Missile platoons. These offered nationwide, regional and local air defence for cities, bases, and formations of military units whilst on operations and with the new additions to the northern border, would also be reinforced and re-established making them more efficient.

To further extend the Commonwealths RADAR eyesight in the north, E-3 Sentry AWAC jets stepped up their patrols of the skies of the North and out to sea in the Atlantic a with at least Five Squadrons of GB-2K Jets constantly patrolling the Commonwealths northern airspace using its links to the AWAC's and other aircraft in the area to share data. This process could be reversed as ground based RADAR would send information to the AWAC's or directly to any aircraft with targetting data to further aid the air superiority of the aircraft should the Commonwealth come under attack.

Two squadrons of Tu-160r's would always be in the sky at any one time to assist in fire support for the fighters in the air. The Tu-160r'S erebe outfitted with an AESA RADAR system and a Sniper Advanced Targeting Pod to give greater RADAR data and positive target identification, autonomous tracking, coordinate generation, and precise weapons guidance from extended standoff ranges.

All fleet battleships were recalled to Montevideo to undergo major upgrading to their artillery systems.
The nine, 16 inch cannons would be replaced by 3, duel mounted 75MJ railguns, powered by two seperate miniature nuclear reactors. This upgrade required the original nuclear plants for propulsion to be removed and replaced by newly developed diesel engines.

To further the naval upgrades, all frigates and destroyers are to have the deck gun replaced by a single 32MJ railgun.
Cruisers will have all naval artillery removed to make space for more VLS systems.

The border guards and artillery were now put on normal readyness, but no longer required to stay at the border, where only about 2,000 soldiers and 5,000 Border Guards patrolled the Biscotti border and 4,000 soldiers, as well as 15,000 Border Guards patrolled the border to the Umbrella Commonwealth. The border to Peru and the Lunar Republic were patrolled by 10,000 Border Guards and no soldiers. It was a measure, mostly to make sure that the border was more secure without as much personal at the border, effectively decreasing the active border personal from 40,000 to 6,000. The towers along the border all began reporting similiar things as the Biscotti underwent a massive change on the border and began stripping the land for thousands of miles along the border and placing landmines. Although the latter was a guess, it was a high probablity that the largest minefield on the planet to date was being created. As per usual, satellites sweeping over the area in orbit started tracking the progress of this great feat of engineering and paranoia and Corporate analysts in the Commonwealth worked their way through the date as it flooded in and began marking out areas of interest, identifying the differing lines of defence, weaponry being deployed there and the likes.

It would be time consuming, but such is the nature of the job when it came to national security.

Large formations of C-130's, numbering sometimes at over a hundred, would, once a week fly towards the border and then break formation and return to their bases. The C-130's would come with fighter and fighter bomber support. The simple size of the group and the timing, usually in broad daylight although sometimes it was done at night, would make naked eye detection pretty easy. But then, that was the point.

Experimental UAV's were under development within the Corporate Labs, the one almost complete was the nEUROn, the nations first full stealth UAV.

The Commonwealth had a trident of Nuclear Forces much like the former United States of America. Land based silos in the mountains bordering the Biscotti, with a readiness to fire within five minutes of the orders being given. A stockpile of Nuclear Artillery shells was being continually produced and maintained. The nuclear artillery would only have a tactical yeild, designed to destroy enemy formations or to simply demoralise them depending on the situation. Mobile TEL launchershad been deployed with moderate range missiles with mid sized yields between 100kt and 250kt.

The SSBN fleet would be the main arsenal of nuclear weaponry with each Typhoon II SSBN capable of holding twenty 500kt missiles. With six Typhoon II's making up the SSBN fleet, the Commonwealth would be able to deploy up to eighty ICBM's at any one time. The SSBN fleet would at any one time, only be half deployed unless a large scale nuclear war broke out, in which case, they submarines in Port could fire their missiles whilst moored. The Typhoon II, having a quadtriple, de-magnetised hull, had been constructed with full stealth in mind and had full sound proofing around the two water pressurised reactor compartments and all the water recyling systems, including the steam flows. It was possibly the largest, quietest and hardest to kill submarine in the world. Three Delta Class pressure hulls encased in a smaller pressure hull ensured it was well protected from any and all attacks. Its stealth was its great asset. A drive system consisting of long shafts cut through the hull with impellers inside them, called a tunnel drive which was magnetohydrodynamicly driven would drastically reduce accoustic pollution which could lead to the detection of the sub. Along with the additional defence and propulsion upgrades, the Typhoon II also came with the 2076 towed array fitted in a distinctive bulb built into the rudder housing as fitted on the Astute attack submarines.

Airborne nuclear forces were based on the B-2 stealth bomber which on its internal rotary launchers could hold twelve short range Nuclear missiles ranging between 100kt and 300kt. The two squadrons of B-2's would be continually in the air, armed with air launched nuclear missiles to complete the assigned mission.

Concerning France, the Umbrella Commonwealth will be issuing Letters of Marque to vessels for the purpose of authorizing the attack and capture of French vessels and bring them to Montevideo or their cargo's. Payment for this service will be proportional to the ships size and its cargo/contents. Furthermore, our bounty rates will be competitive.

These Letters of Marque are only valid South of the Equator. Any French vessel taken North of the equator and brought to Montevideo, will NOT be bought and no bounty will be paid.

Edean is surprised to see that the Umbrella Commonwealth has chosen to bar Gallifrey from it's waters for no apparent reason, while leaving the Peruvian Imperium off the list. The PI is actually waging war with the UC, while Gallifrey is not - it's a rather bizarre turn of events indeed. One has to wonder if someone snuck something into my kool-aid, or if I've inhaled a little too much of the radioactive fallout cloud in this war. In the meantime however, this action only further hinders the already difficult economic situation in South America. On account of this, the price of shipping for many products will likely rise for the country of Gallia and to a somewhat lesser extent, Neo Roma while prices for goods in Gallifrey and the UC will also increase on account of this. Things are already in a mess and if this continues it will soon be out of our collective hands.

Whatever bickering has led to this affair - calmer heads must prevail. The entirety of South America cannot be at each others throats and survive. Once again, we encourage the nations of this region to pause in their actions and consider a region-wide discussion to avert disaster.

In addition to this, several P-3 Orion aircraft would patrol the skies for ASW support.

Neo Roma fully supports the Umbrella Commonwealth, Gallifrey has no say in the affairs of the Peruvian Imperium nor the Umbrella Commonwealth and should remember to stay in their place. Neo Roma further declares that Umbrella Commonwealth Letters of Marque will be respected in Neo Roma but request that should goods be seized from Grand Papua ships destined for Neo Roma that Neo Roma be allowed to purchase the goods back, said ships will be allowed to be brought to Valparaiso instead.

Neo Roma has recovered from utterly devastating nuclear war like all other South American nations have, we would think that Gallifrey would be capable of cleaning up radiation by now.

Elements of the Third Rapid Reaction Corps moved North to secure the former Lunar protectorate which separated Gallifrey and The Commonwealth. The Fourh Rapid Reaction Corps began deployments South abaord the Alpha Battlegroup with the aim of Securing the former protectorate in the far South of the continant. Messages would be sent to Neo Roma informing them of this deployment aswell as requesting assistance and returning stability to the continant in the South.

The Former lunar Protectorate North of the Commonwealth between Gallifrey and the Commo wealth is hereby under the protection of the Commonwealth. The region includes the provinces of Sao Paulo and Mato Grosso Du Sol.

A general vote will be held over the next month to decide its future to either remain protectorate or be annexed into the Commonwealth.

The divisions would be refused entrance until a time when the Republic completely rescinded all control over their continental territory and pulled back into the atlantic.
Which was not yet the case.

The Divisons simply waited at the border and set up camp and waiting until they would be permitted across the border.
Messages were sent to Lunar Commanders on the ground notifying them of the taskforce's intention and aims to ensure some trigger happy fool mistook the three unarmed divisions as an invasion force.

After a general vote, the regions of Sao Paulo and Mato Grosso Du Sol have voted to join the Commonwealth proper. With this additon, the Commonwealth has gained another land border, this time with Gallifrey. Given the status of relations between Gallifrey and the Commonwealth, all travel bans are extended to the border and will be maintained.

With the addition of the Sao Paulo and Mato Grosso Du Sol regions of South America, the Eastern Army advanced throughout the land installing and constructing the same fortifications and doctrines across the new lands. It would take roughly a month to bring the new territories into the intergrated air defence network so whilst that was being done, mobile RADAR vehicles were stationed to cover the holes in the network. Whilst the military busied themselves with the defence and intergration of the new regions, the Corporation began expanding its operations. Using the same technique as before, the Corporation began buy out all major utilities and infrastructure companies within Paraguay, Santa Catarina and Parana. In excahnge for a large sum of money for the companies, the Corporation also offered jobs to the workers with much better wages to do the exact same thing as they did before being bought out. The only change was the logo. It wasn't long until Umbrella, and by extension, the Umbrella Party had once again placed its fingers in all the pies.

The Corporation and Party were already swimming in surplus money from their previous endeavors, but the expansion allowed them to make much, much more money. The profits made would soon begin to be put back into the regions by bringing their standard of living up to a far higher level, upgrading roads, motorways, utilities. Every aspect of the new citizens lifes would be raised and brought to a better standard. Party Policy spread to all corners and it wasn't long until the people were once again settled and content with their new Government.

As stability and normality returned, Umbrella Defences Forces melted back to their new bases around the nation and the newly formed Umbrella Civil Defence Force took to the streets to uphold law and order in the name of the party, activily involving themselves in community building exercises and holding weekly community meetings across towns, cities and villages right across the Corporate Territories so that the people could voice any concerns they may have.

Umbrella Party Offices sprang up across the new lands allowing locals to voice any grievances about Party activity in their area aswell as suggest improvements to the service of the Party and Corporation.

Militia units in the protectorate to the North were ordered to begin the process of annexation whilst the Third and Fourth Rapid Reaction Corps and other military elements, airborne and seaborne from the fleet based in Panama moved into the territory to bring it direct control of the Commonwealth.

All previous work done in Uruguay, Paraguay and Southern Brazil, and more lately Sao Paulo and Mato Grosso Du Sol would be extended to include the new territory. This includes all military processes and construction and policy, civilian and economic. The Corporation would worm its way into every buisiness in the new lands and include them to its inventory of profit and subsidiaries.

The following regions have been annexed into the Commonwealth. They will be awared the same degree of autonomous devolved power from the central Government in Montevideo. The newest constituent countries are as follows;

Venezuela
Trinidad and Tobago
Guyana
French Guiana
Suriname
Amazonian Brazil
Central Brazil

As standard with Commonwealth policy and its dedication to a democratic state, each constituent country will have its own Parliament which will operate on the pretence of autonomy. Furthermore, the progression of this movement towards this outcome will allow the joint leaders of each constituent to come together and agree that every four years, a general election will be held, which is inkeeping to the democratic values we hold and the peoples wishes in the rest of the Commonwealth.

I must make clear, that this is perminant, so long as the people wish it to be. Any movement of Independance must present a majority vote for the region for it to be presented to Montevideo and given a green light. Every constituant country has the right to gain Independance democratically.
