Chancellor Wesker will be heading the political wing of the Corporation. With this comes the prospect of democratic elections. Wesker, being the sole owner of the Corporation decided on the move to further seperate state and company. In a bold move, Wesker nationalised the Corporation, making it an asset of the Umbrella Party. Whilst the Corporation will no longer play a role in national politics, it will be used as the main tool of the Party for defence, socioeconomic projects and national infrastructure. Furthermore, Umbrella Party officials working with regional Government leaders have begun a series of community initiatives such as out of hours schooling lessons, night courses for adults to gain further qualification and many fun activities designed to bring communities together. Aswell as these changes, the Umbrella Party is to begin the next phase of this years project which is to provide nationwide, free education for all children up to the age of eighteen years old through the now nationalised, Umbrella Corporation. Corporate run schools and colleges will offer free education because the children are the nations future and we believe everybody is entitled to learn. Corporate Universities however, will not be free, but several initiatives including Corporation Sponsored scholarship programs would allow many students to gain free tuition by the state. Furthermore, those wishing to join the Umbrella Corporation Defence Force, but want to go to University first, will be offered free higher education in exchange for a five year contract with the military. Healthcare is also to receive a massive boost with the construction of many new Corporate hospitals, medical centers and clinics across the northern region, a location in the country known for lower healthcare coverage. The Corporation is currently striving to provide free healthcare to all registered citizens and as a result of this aim, a census will be taken in the new year. The Umbrella Corporation is always recruiting workers and after taking over as Government, many, many more divisions have opened up and need staffing. Hundreds of thousands of vacancies are now open for skilled workers, and if you are not skilled, do not worry. If you speak to your local Umbrella Corporation authority, you can get information on how to sign up to the Umbrella Corporation apprenticeship scheme. The UCA is a project which works in tandem with the other educational institutes to help ensure that the people will always have the ability, to learn a trade, or learn a new trade. The Chairwoman, with the board of directors has legalised trade unions, something formerly illegal under the old regime. With this comes many new regulations to safeguard against corruption and theft. All union pensions could be paid into a party monitered fund. This means the Unions will still control their investment, but the party will ensure it is kept secure to protect the pensions of the workers. Investment into the party monitered fund will mean that for example, for every one dollar invested, the Corporation will add a further fifty cents. While Unions are free to invest their pension funds as their member's see fit, the Party is eager to ensure our citizen's retirements with matching contributions via this party sponsored scheme. In excahnge for a large sum of money for the companies, the Corporation also offered jobs to the workers with much better wages to do the exact same thing as they did before being bought out. The only change was the logo. It wasn't long until Umbrella Corporation, and by extension, the Umbrella Party had its fingers in all the pies. The revenue through this allowed billions to be poured back into the country in the form of healthcare, education and employment. The defence of the country was left down to the Umbrella Corporation Defence Force. It was simply the former Royal Army but with new uniforms, better armour and better weapons. Zoot Zoot Posted December 28, 2011 Author Report Share Posted December 28, 2011 [b]Classified[/b] With relations between the Corporate Territories and Vicidalia at what could only be described as cold, one step above frozen, military advisors suggested they be kept under surveillance via the SATCOM systems. As the orders were filtered through, SATCOM satellites with orbits over Vicidalia began taking images of military formations, fortificationa dn anything of a strategic nature. Focus was directed towards border areas and potential landing sites on the Principalities shores. As data came into the SATOPS command room, it was noted that the border with New Panama, was heavily militarised. No action was taken, but observation would continue. The Stockmarket hopes to attract foriegn investors to the Corporate Territories to boost the national economy and GDP. Alongside the opening of the stockmarket, the Party Social Security program was made active. Party members say that the Social Security program will benefit those of the Corporate Territories later in life. [b]Culture[/b] The Department of Culture and Tourism have been granted permission by the Party to make the twelfth of July, every year, the National South American Film Day, a celebration of South American directors and producers who are striving to give the film industry a boost across the country by using films from across the continant. [b]Science[/b] Chancellor Wesker has begun pressuring the Party to allocate funding to the development of a Space Program with the aims of landing a man on the moon. The present Corporate Space Agency has only been tasked with launching dozens of satellites for commerical companies and the military. Furthermore, a special branch of the militaries top minds have been put together to man the network of National Research Labratories. It will begin producing and distributing vaccines to chemical and biological agents across the nation to NRL Centers that are due to open later in the year. This comes at the forefront of a Party initiative to ensure everything can be done to minimise damage done after a Chemical or Biological weapons attack. [b]Infrastructure[/b] Billions have been allocated by the Government for massive development programs across all villages, towns and cities across the Corporate Territories today. Such plans including the expansion of Montevideo and the further development of the massive industrial sectors now springing up around our oil fields. The disaster relief agency has been formed to rapidly combat natural and man made disasters in the nation aswell as assist other nations around the world who undergo a catastrophe. The DRA head, Catalina Brancas, has said the funds will be used to build up stockpiles of medicine, food, clean water and an air fleet to rapidly deploy to stricken areas, furthermore it's estimated that the DRA will employ anything up to 50,000 staff. [b]Military[/b] The Umbrella Corp Army Engineer Corps is a specialist, non-combatant formation in the military with the sole purpose of construction and development of military projects. However, the UCAEC aswell as the Umbrella Corporation Army Medical Corps, another non-combatant formation, can both be deployed by the Disaster Relief Agency, aswell as their assorted vehicles, as part of the rapid response doctrine put in place by the DRA. The Disaster Relief Agency has been allocated extra funding taken from the coffers which has allowed it to create a specialised Nuclear, Chemical and Biological relief division. This division will be remaining on high alert 24/7 and be ready for immediate deployment to anywhere in the world to assist in clean up efforts and humanitarian relief in a contaminated environment. [b]Energy[/b] Up to eleven nuclear power stations are to be build says Chancellor Wesker as she aims to reduce the Corporate Territories carbon emmisions by up to 30%. Windfarms are also being proposed to the Party later this week as protestors against the mass industrialisation of the north celebrated a victory. Having spent weeks protesting against the pollution such sectors will be immiting, new environmental protection laws have been put in place requiring all industrial buildings to be constructed and operated with minimum emmissions. Following this victory for the greens, the Democratic Republican Party leader, Afonso Calista siezed the initiatve and requested that the Government hire Corporate contractors to build massive offshore windfarms along the coastline aswell as massive windfarms in the mountains to help power the country. Airborne units began leaving bases across the Territories to deploy forces across the former Kingdom to ensure its security and maintain Government. The 2nd Umbrella Defence Army, comprised of another two hundred thousand soldiers, followed in the wake of the Northern Army, solidifying command posts and establishing bases of operations. No resistance was met, but it was still early days and it would take quite some time to secure the entire Kingdom from external threats. To combat these fears, the airforce deployed a large force comrpised of five squadrons of F-22's, ten squadrons of GB-2K Ultra High Performance Air Superiority Fighter's and five squadrons of Tu-160r's. These aircraft would lock down the Solarian airspace if everything went to plan. In Montevideo and other naval bases across the coastline, the fleet began departing and heading towards the former Solarian coastline to support operations in securing the nation through the usage of Marines, though that was expected to take roughly three days before marines were on the ground. It would take roughly a month to bring the new territories into the intergrated air defence network so whilst that was being done, mobile RADAR vehicles were stationed to cover the holes in the network. Whilst the military busied themselves with the defence and intergration of the new regions, the Corporation began expanding its operations. Using the same technique as before, the Corporation began buy out all major utilities and infrastructure companies within Paraguay, Santa Catarina and Parana. In excahnge for a large sum of money for the companies, the Corporation also offered jobs to the workers with much better wages to do the exact same thing as they did before being bought out. The only change was the logo. It wasn't long until Umbrella, and by extension, the Umbrella Party had once again placed its fingers in all the pies. The Corporation and Party were already swimming in surplus money from their previous endeavor, but the expansion allowed them to make much, much more money. The profits made would soon begin to be put back into the regions by bringing their standard of living up to a far higher level, upgrading roads, motorways, utilities. Every aspect of the new citizens lifes would be raised and brought to a better standard. Party Policy spread to all corners and it wasn't long until the people were once again settled and content with their new Government. As stability and normality returned, Umbrella Defences Forces melted back to their new bases around the nation and the newly formed Umbrella Civil Defence Force took to the streets to uphold law and order in the name of the party, activily involving themselves in community building exercises and holding weekly community meetings across towns, cities and villages right across the Corporate Territories so that the people could voice any concerns they may have. Umbrella Party Offices sprang up across the new lands allowing locals to voice any grievances about Party activity in their area aswell as suggest improvements to the service of the Party and Corporation. After several weeks a vote was held across the country to create the Umbrella Commonwealth, a nation formed of three countries, Paraguay, Uruguay and Southern Brazil. Each sub-state would have its own Parliament with representatives from the Umbrella Party, who were presently majority Government, and representatives from other political parties which were popular enough to gain seats in the assembly. Zoot Zoot Posted February 4, 2012 Author Report Share Posted February 4, 2012 [b]Classified[/b] The hilly terrain of Paraguay and Parana allowed Corporate Defence Forces to construct large watch towers along the border at high points, giving the Corporate Border Defence Agency a largly unfettered view of the frontier with the CSB. Old satelite images had already extensivly mapped the fortification networks within the former Solar Kingdom. When CIS began noticing changes in the fortifications that were now part of the CBS, the addition of heavy machinery and elevated human activity around the fortification entrances they began re-establishing constant satellite survaillance as and when the weather permitted. When satellite observation was denied, HUMINT data was gathered from the watch towers along the border, although their reports were somewhat less detailed. The assault fleet would uphold the Commonwealths maritime claim. However, to reduce the possible fear that seven amphibious assault ships can cause to a population, only two would accompany the other warships. The other five would remain in port in Florianopolis. Coastguard cutters and other non-military seets returned to maintaining the EEZ with a slightly increased presence in the disputed zone. The reason being since the Biscotti communists came into existence we have both had issues with their imperialism. We need these to defend our selves or at least enforce a border between our national waters so that they dont cross.
