The war in England had ended in a victory for the continental coalition and now it was time for peace. All the heads of Europe as well as delegates of the English people were called upon by the Prime Minister to attend a conference in Slavorussia. Tsarskoe Selo, the Emperor’s residence in suburban St. Petersburg was the planned venue for the conference and all were expected to attend. Tons of food and drink were stockpiled at the palace in anticipation of the great event and the Emperor himself was expected to sit in.
