Each of us within Novus Omega strives to uphold the values that this alliance is built on in our daily interactions within Planet Bob. Article I: Alliance Membership Novus Omega has an open membership towards anyone who wishes to join our alliance. All applicants must adhere to the following guidelines in order to be accepted within our alliance: - Applicants must not be engaged in any wars at the time of their application. - Applicants cannot be on any ZI list,rogue,or sanction list. - Applicants cannot be a member of another alliance, while in Novus Omega. - Applicants are MUST switch to the Purple sphere,and remain on it as long as u are a member.Exceptions can be made,but must be discussed and resolved at time of application process. Article I.I: Resignation and Expulsion Policy Resignation: Members may choose to leave the alliance at any time and for any reason. Members who are leaving the alliance will be required to post their resignation on our Forums. Expulsion: Members can be expelled from the alliance at any time by the Novus Omega Gov for treason, disrespect,tech raiding, harmful behavior or otherwise endangering the alliance, or any other reason deemed detrimental to our members,and/or alliance as a whole. Article II: Novus Omega Governance Head of State: The Head of State (HOS) is the leader of Novus Omega. The HOS oversees all day to day operations,internal affairs, and external affairs within the alliance. This is a permanent position.If the hos leaves the alliance,then an election to replace him/her must be held. Term: Lifelong till resignation Pontiff: The Pontiff is the HOS's 2nd in command and his most trusted advisor within the alliance.The Pontiff assumes the HOS duties when the HOS is away for whatever reason. Term: Lifelong till resignation The Council of Regents: Term of Regents: Elected every 4 months Regent of Internal Affairs: The RIA shall oversee all the internal affairs for Novus Omega. The Regent shall oversee the acceptance or denial of registering applicants, public relations for Novus Omega, membership assistance, and perform all other necessary functions to maintain appropriate internal policy. Regent of Diplomacy: The ROD is in charge of the diplomatic affairs for Novus Omega. The ROD shall negotiate treaties and diplomatic agreements, establish embassies, secure peace and assistance, and perform all necessary functions to maintain appropriate foreign policy. Regent of Defense: Is charged with the organization of our military as well as the strengthening and training of our member nations. Regent of Economics and Trade: The RET will be responsible for maintaining and keeping track of aid,trade deals,tech deals,and other economic programs for the commonwealth. The RET will also be asked to handle reparations in times of war, both outgoing and incoming. Article 1.3 Regent Deputies: Regents may appoint or dismiss Deputies as needed. Deputies are low level government level positions.Deputies are positions for those members to get involved in alliance affairs,and are used to assist their respective ministry.If a council seat is vacated for any reason, it will be filled by either the HOS and/or Regent's appointment. Article 1.4: Order of Succession: Head of State Pontiff Regent of Diplomacy Regent of Internal Affairs Regent of Defense Regent of Economics and Trade Article IV: Internal Policies Tech Raiding: No member of Novus Omega has the right to tech raid in any form i.e. spy attacks or declaration of war. All nations who break this rule will be forced to pay reps and may be expelled from the alliance. Mergers and Disbandment: Novus Omega may merge or disband only with 100% approval of the Senate. Nuke Policy: Novus Omega under no circumstances will ever condone, nor support nuclear first strikes. Nuclear Weapons may not be used by any member of Novus Omega unless they are being used against a nation who has attacked Novus Omega first,with nuclear weapons, or if otherwise stated by the Head of State. Offensive Wars: All members MUST NOT declare offensive wars on any nation for any reason, except in case of an alliance war. Defensive Wars: All members have the right to defend themselves from attackers. If they are unjustly attacked, all alliance members within strength range of the attacker, must help defend their fellow member unless they are unable to for an accepted reason. Article V: Novus Omega Senate 1. The General Membership of the alliance is called the Senate. 2. The Senate can propose legislation from alliance policy to amending the alliance constitution. 3. All treaties must be approved by the Senate, and pass with an approval of 85% majority. Article VI: Constitutional Amendments Any member of the alliance may put forth an amendment proposal for voting in the Senate.
