The treaty was not honored by a party who no longer was the signatory of the treaty when they were supposed to honor it. I am not saying it wasn't a dick move, it certainly was ( its pretty much like a group of members abandoning an alliance when war becomes imminent). The current two signatories have always honored this treaty, and the one which existed between both of them before this one.
