Most nations have a fair degree of self sufficiency and therefore wouldn't be hurt much by these measures. An attempt to blockade or invade a country could have further negative repercussions as well. While there are several large powers here there are others that aren't present and I don't think they would really appreciate interference in their areas of influence."[/i] The general paused to drink some water before continuing. Regional powers, neighboring nations and even superpowers can exert an diplomatic influence upon a nation developing these weapons. We must encourage them to abandon the development of such weaponry through a unified diplomatic effort. When they see the amount of nations against them in this issue they will be pressured into abandoning these weapons. That being said I know that this will not always work and, in that case, more clandestine methods may be required if the situation warrants it. Usage of intelligence services or special forces in a situation where development is ongoing and a usage of such weaponry is likely would be preferable to utilizing conventional forces. I used to do CNRP as the USNA a couple years ago. At least I think it was a couple years ago, I can't really remember it was a while. I did try to do some RP a couple months ago as well but that fell through thanks to a particularly nasty college schedule. Maybe I should have put more silly smiley faces or something in the post so people don't freak out over stuff.
  6. General James Tanaka was the American Commonwealth's leading expert on NBC weaponry due to his previous service with NBC units in the Pravus Ingruo military. Selected primarily for his expertise in the field he was asked to attend the conference instead of a normal diplomat and so there he was in his full dress uniform mainly listening to some "scientist" spout something about the usefulness of biological weaponry. The real reason he was to observe the proceedings and see if there would be any useful information to be gained. Nonetheless he would contribute to the debate. [size="5"][u][b]ELECTION RESULTS[/b][/u][/size] The final results of the presidential election have been tallied with David Bronston winning a landslide victory of over 12 million votes out of a total of roughly 16 million voters. Coming in second was Senator Johnny Young with about 3 million votes and Senator Mildred Baum coming in third with less than a million votes. Analysts say that with the arrest of American Communist League candidate most of his supporters shifted their votes to Bronston who is a professed moderate with an agenda encompassing social issues. Johnny Young primarily received the support of conservatives voting for the Republican Party. The Democrat party's candidate, Mildred Baum, came in last due to Bronston receiving most liberal support. In a victory speech the newly elected president said [i]"Today is marks a new chapter in the history of our nation. We finally have a stable central government and will be able to move forward. I promise that I will do everything in my power to lead the American Commonwealth to a prosperous future."[/i] OOC: Meant to do this a couple weeks ago but haven't really had the time.

  9. I'd rather not start a new thread for a CNRP Warfare School and Sand seems to have the right idea on how wars are conducted. You know, if you attended the US Army War College you'd probably get three stars instantly for your brilliant insight. When it does occur this is probably the best kind of war because the tech levels are usually the same and they utilize tech that actually exists rather than futuristic super planes and junk. Usually falls apart because nobody really wants to lose and they're incapable of compromising or coming to a solution. [u][b]ADVANCED SUPERPOWER VS ADVANCED SUPERPOWER[/b][/u] A fairly common occurrence as it goes in the CNRP world. Huge armies of super advanced fighter jets and military vehicles in a massive zerg rush across someones border without any thought to the logistical needs of supporting such a large force. Since every single Superpower is allied to another in some way it becomes a massive war orgy with millions upon millions of troops involved. If the powers aren't neighbors their overly powerful navies plop the entire army down on the enemy's shore, again with no thoughts as to logistics or realism. Usually ends in an cluster $%&@ of technological junk most people won't ever hear about their entire lifetimes and all participants !@#$%*ing about the other side not being able to do something because their military is better. Nothing is actually resolved because all of the nations involved are GMs and therefore act to protect their own interests. One side eventually just quits because it's pointless to continue and they're tired of days or even weeks of arguing. [u][b]SUPERPOWER POWER VS MODERATE POWER[/b][/u] Look at the first paragraph and replace New Nation with Moderate Power. [i] Note: every time someone says that RP quality matters in warfare that's bull crap, the surest way to win a war is to spam an overwhelmingly advanced military at your foe till they finally give up. CNRP Warfare is about quantity (plus advanced military hardware) not quality (actually good writing abilities).[/i][/quote]

If you aren't firing the EMPs at the aircraft, but at me ...[/quote] While I agree this isn't exactly a viable option for most people as an EMP over your own country would normally cause an extreme amount of damage to electronic and power infrastructure I can actually see some nations possibly using this tactic mainly because they somehow EMP proofed their whole nation. I mean if you were advanced enough I suppose you could have your guys working in the back of a semi-truck trailer but for all practical purposes (at least with the amount of UAVs involved with this kind of operation) it's going to be somewhere the infrastructure readily exists so military installations are more or less a sure bet. [quote]The whole last bit concerning troop movements and junk[/quote] I feel the defense posture and movement of your troops depends on A) Size of your forces, B) Capability of your forces, C) Size of your nation, D) Existence of fortifications. Generally if you're forces are smaller than the enemy (at least in theater since you're probably not putting your entire army in the norther section of your country) you're going to want to keep them mobile so they don't get pinned and overwhelmed by a larger force. If roughly the same or larger you have a little more flexibility in how you deploy your troops. The actual mobility capability of your troops also matters a lot. Most people have a mechanized army so that way your units can move fairly rapidly with adequate protection. If you're army is for some reason an entirely infantry based force it's gonna take a bit to get from point A to point B. I agree helicopters would probably be the fastest method but a helicopter borne force can only carry so much equipment and in the presence of heavy enemy AA capabilities and fighter presence you're gonna take heavy losses if you're deploying near the front. Finally, many nations have massive fortification lines built on their borders and if you've done so it can only really benefit you. Remember no matter how much crap you put on the fortification the enemy will almost always eventually breakthrough. A good defense line will help buy you time to mobilize your forces and deploy them accordingly while inflicting damage on the enemy. After this an elastic defense would probably be the best option if you're capable of doing so as fixed lines seem to generally get broken pretty quick unless you have some good power behind it. It's just my take with this scenario. This scenario could really go either way but you gotta be smart about how you go about it. Discussing this stuff is a good idea and may help newer Rpers with their CNRP warfare adventures.

[u][b]Political[/b][/u] Thirty members of the American Communist league, including leader and presidential candidate Hugo Brown and most of his inner circle, were charged today with a multitude of crimes including conspiracy to commit murder, assisting terrorists, engaging in acts of terrorism, embezzlement, illegal purchase of weaponry, possession of illegal weaponry, improper use of campaign funds and high treason. Computer files, hard documents, informants and confessions from the gunmen arrested yesterday implicate numerous members of the American Communist League. A large demonstration was held outside the League's headquarters in Pittsburgh with a massive police presence monitoring the crowd. Nearly fifty people were arrested after a group attempted to storm and vandalize the building. In the middle of the demonstration a gun was fired and riot police immediately dispersed the crowd with tear gas and water cannons. Eight officers and thirty civilians were injured in the incident and the military was seen patrolling the area along with regular police. The mayor and the Commonwealth Executive Council appealed for calm ahead of elections which are going to be held in several days. Popular support for the League has plummeted with thousands abandoning membership. The National Electoral Commission announced that Hugo Brown will be dropped out of the presidential race due to the nature of the crimes he's been charged with. [u][b]Economy[/b][/u] A recent study conducted has shown that economic growth is climbing after a small recession due to the withdrawal of the Empire of Pravus Ingruo. The new growth is stimulated by the relaxing of regulations for businesses operating in both nations. Lockheed Martin has announced the creation of a testing and manufacturing complex near Philadelphia and Pittsburgh respectively creating a total of 4,000 new jobs. Natural Gas exploration has seen a 40% increase in production. This helps strengthen the energy diversification debate which advocates a reduced consumption of crude oil in favor of natural gas and renewable energy sources. The Department of Energy has also announced an initiative to create a strategic petroleum and energy reserve that would be able to last a period of at least 6 months and consist of not just crude oil but also oil products and other energy reserves like natural gas, coal and kerosene. [u][b]Military[/b][/u] The Commonwealth military has announced the need for replacement and reserve aircraft as well as a larger stock of spare equipment. There is also the need to upgrade existing aircraft and possibly design new ones which will be contracted out to Lockheed Martin. The Washington D.C. Naval Yard has also been reactivated as an ship production and maintenance facility. While no blue water combat vessels are due to be procured there will be roughly a dozen supply, support and transport vessels built for use by the navy along with about a dozen coastguard cutters.
  12. [u][b]Breaking News[/b][/u] Today presidential candidate and leader of the American Communist League Hugo Brown was arrested in connection with a massive terrorist plot. Less than 3 hours ago police in Philadelphia received an anonymous tip from a man saying that people were stock piling massive amounts of weapons in an abandoned warehouse. The resulting raid was actually led by army special forces units who secured the warehouse after a fifteen minute firefight. Eight gunmen were killed and six more were arrested. Two police officers and one soldier were killed. Pictures and video footage from the warehouse show several hundred assorted assault weapons and what is at least tens of thousands of rounds of ammunition. Police say that information was found on computers and assorted papers that implicate Hugo Brown and elements of the American Communist League. As a result police raided the American Communist League Headquarters in Pittsburgh and arrested several dozen men as well as Hugo Brown in connection with the plot. A police spokesman said [i]"It was very fortunate we got that tip off. The plans we found on the premises are beyond disturbing and would have caused a lot of damage if implemented. There were many assorted plans that we found that include assassination of other presidential candidates and political figures, attacks on polling sites, attacking pro capitalist demonstrations, even an attack on the capitol itself. Very dangerous stuff".[/i] Charges brought up against the presidential candidate and the others include: accessory to murder (3 counts), attempted murder, conspiracy to commit murder, providing assistance to terrorists, engaging in acts of terrorism, embezzlement, illegal purchase of weaponry, possession of illegal weaponry, improper use of campaign funds and high treason. A spokesman for Hugo Brown stated that [i]"This is all a lie and conspiracy by the bourgeoisie and government elite to suppress the spread of the workers revolution. They fear the spread of our ideals and have thus falsified information to imprison him for his political beliefs. These claims are baseless and a pathetic attempt to derail Mr. Brown's presidential campaign. He will be out in a matter of time and continue his campaign. We have no other comments on this matter for the time being"[/i]. The electoral commission is currently reviewing whether or not the candidate will be able to continue his campaign or not.
  13. Governor Bronston had more or less given up on the hope of actually getting something accomplished at the forum. Such high hopes too, or so he had naively thought. Upon seeing representatives (even national leaders!) begin to up and leave the conference he was struck with disbelief. The behavior here was so atrocious, even juvenile at times. "Oh Well" he thought to himself. One of Bronston's more useful virtues was patience and so he would remain at the conference as a polite gesture. He too was frustrated but what did you really expect to accomplish when you cram a bunch of nations together when most of them haven't had any ties whatsoever with many of the others. There was always the tiny chance something would happen but he didn't really believe that. The governor looked at his wristwatch and let out a small sigh, he just took a drink from his water bottle and remained seated looking upon the debacle politely. After this was done hopefully he'd be able to arrange a meeting with the Commonwealth's neighboring states.

A war that would pit the world's most powerful nations amongst the smaller nations of this hemisphere. A war that cannot be won. We must first lay the seeds of general inter-American cooperation before we can really consider an alliance of all American Nations."[/i]
  16. The creation of several coastal military facilities has been started. The Point Lookout State Park has been acquired by the Commonwealth Army which shall establish a base there. Units stationed there will be an infantry company for security, two anti-ship missile batteries, one MIM-104 Patriot SAM Battery, two HAWK missile batteries, two artillery companies and one army scout aviation squadron. Another, somewhat larger facility, shall be created on Smith Island. It shall be the location of a coast guard station, small naval base, and the same contingent as the Point Lookout with the addition of a land and sea search radar facility to provide coverage extra coverage over the Chesapeake Bay area. The Cedar Island State Wildlife Management Area shall also be home to a base the same as the Point Lookout Station. Studies indicate these measures will be able to provide an adequate level of protection in the Chesapeake Bay. Several more sites would be placed in strategic areas along the eastern coast of New Jersey. Construction on Project Earthworm had begun. A public announcement was made that a massive overhaul of the D.C. subway and utilities system was required and underway. Funding would be provided via secret government funds as well as "massive cost overruns". City construction workers could be seen all around the city working on various projects. However, many of these men weren't city engineers and were actually special contractors or military engineers in disguise. The National Intelligence Agency would provide protection of the actual Earthworm construction areas with undercover agents. Everyone involved was sworn to secrecy. Even these men didn't know the entire truth, being told they were constructing an underground command center (which was kind of true). Nobody was really told the facility's true purpose. The movement of equipment would take place after most of the construction was completed and most of the personnel were gone.

During the transition to statehood the Empire of Pravus Ingruo military was relieved by local national guard units who were charged with maintaining order after the withdrawal. The National Guard would form the basis of the new military of the American Commonwealth. Today the military has grown to accommodate the Commonwealth's defense requirements and is a modernizing force that will be able to meet any foreseeable threat in the near future. The American Commonwealth military is an all volunteer force although there have been proposals to introduce mandatory conscription to increase available manpower but this has been met with resistance from both military officials as well as the general population. The military itself operates under doctrine of civilian control of the military under the direct command of the President of the Commonwealth. It possesses a total of 300 combat aircraft, roughly 100 transport, support and auxiliary aircraft and a manpower of 10,000 staff. AIRCRAFT: F-15 Eagle F-16 Fighting Falcon A-10 Warthog F-18 Hornet F-21 Rapier II B-1 Lancer B-2 Spirit E-3 Sentry C-130 Hercules C-141 Starlifter C-17 Globemaster III C-5 Galaxy E-3 Sentry E-4 Nighwatch KC-10 Extender [size="5"][u][b]Navy[/b][/u][/size] The American Commonwealth Navy actually has no ties with any form of National Guard unit, as there was no naval branch of the national guard. Instead it was formed by some elements of the coast guard, Maryland & New Jersey Naval Militia's and a new start. Compared to the other services it is much smaller as it possesses no blue water capable combat vessels and is relegated to coastal patrol duties. Currently the Navy's strength is at 18 Pegasus class Hydrofoil Missile Boats, 20 Auxiliary vessels and 4000 personnel. SHIPS: PMH Pegasus Class Hydrofoil Missile Boats.   19. David Bronston was just sitting through most of the meeting listening to the bickering and infighting feeling exasperated and annoyed with the lack of actually getting something accomplished. However, after listening to Vizier Church speak he felt that there was finally an opportunity to get something done. [i]"I would like to make a small statement and proposal before we have a recess. I wholeheartedly agree with what Vizier Church has just said. There is nothing stopping a nation from participating in any of these fine proposals that have been presented. However, we did not come here to just discuss an Oil Pact, especially when a fair amount of the nations here are not major oil producers. I feel that this proposal, while it has merit, does not embody the spirit this forum was convened in. We are here to talk about American Unity and what Vizier Church has proposed is a fine idea, a signed statement from our nations to do what they can to prevent any further foreign expansion in the Americas. I have a proposal that may be a bit further out there but I propose the creation of an pan American Organization. It will not be a binding political entity or military alliance but more an organization that will foster cooperation among all American nations and maybe help resolve inter-American conflicts. A place where we can discuss and debate issues that affect this hemisphere and try work together to find a solution. I hope that you will all at least consider this proposal."[/i] With that Bronston sat back down hoping for a positive response.
  20. [u][b]MILITARY NEWS[/b][/u] Today the Executive Council announced a series of military reforms and policies. First off is the establishment of the Army's main service academy at the Valley Forge Military Academy and College. In the past officers were trained at institutions in the Empire of Pravus Ingruo but no such establishments currently exist inside the American Commonwealth. In order to full fill the need to train quality officers a new system is needed. Fortunately the Valley Forge Military Academy already has the base infrastructure needed. An Air Force service academy will be created at the Forestville Military Academy due to it's close proximity to Andrews AFB. The naval academy shall remain in Annapolis. [u][b]POLITICAL NEWS[/b][/u] The presidential campaign has taken off with the four candidates starting campaign tours in the city of Philadelphia. Thousands of people hit the streets to show support for their favored candidates and while some scuffles took place the rallies remained peaceful throughout the day. There has been talk of holding a live televised debate for all the candidates in order to clarify their positions as well as answer questions from voters.
  21. What's the date in CNRP? I know time is accelerated by something like 1 RL week = 3 months or something like that since nobody wants to wait for months or years in RL to get things done. If so I would imagine the world in is a bit ahead of the current date. That being said I believe we have an upper limit on tech years so I would assume that's the maximum the date could be. I'm just curious and I've always wondered about it.

WHILE IT IS NOT THE POLICY OF OUR NATION TO DENOUNCE OR REPRESS ANY REASONABLE POLITICAL IDEOLOGY WE DO NOTE THE RECENT AGGRESSION WITH WHICH COMMUNIST NATIONS AND THEIR ALLIES AROUND THE WORLD HAVE CONDUCTED. WHILE WE DO NOT FEEL THE UVSR IS A THREAT THERE IS STILL THE POSSIBILITY OF IT BECOMING FRIENDLY WITH OTHER MORE AGGRESSIVE COMMUNIST NATIONS WHICH MAY POTENTIALLY BASE MILITARY FORCES IN THE UVSR OR PROVIDE THE UVSR ITSELF WITH MILITARY SUPPORT. A MORE PROBABLE AND GREATER THREAT IS A FOREIGN INVASION OF THE UVSR WHICH WOULD MOST LIKELY LEAD TO OUR NATION FALLING UNDER ATTACK AS WELL. EITHER WAY A COMPREHENSIVE DEFENSE PLAN MUST BE MADE FOR THE NATION BUT IN THIS CASE WE ARE CONCERNED WITH THE CAPITOL'S SECURITY. SEE ATTACHED: [b][u]WASHINGTON D.C. DEFENSE MEASURE (CODENAME EARTHWORM)[/u][/b] THE CAPITOL DEFENSE BRIGADE WILL PROVIDE THE INITIAL MILITARY RESPONSE TOWARDS ANY THREAT WHETHER THAT IS A FULL SCALE INVASION BY A FOREIGN POWER OR ASSISTING LAW ENFORCEMENT WITH ANTI-TERRORISM OR NBC CONTAINMENT EFFORTS. WHILE THE CAPITOL DEFENSE BRIGADE DOES POSSESS MORE MEN AND EQUIPMENT THAN A TYPICAL BRIGADE NORMALLY HAS, IT ALONE MAY NOT BE ENOUGH TO HOLD OFF A FOREIGN INVASION FORCE COMING UP THROUGH VIRGINIA OR THE CHESAPEAKE BAY. WHILE THE NEED FOR ADDITIONAL FORCES IS NECESSARY WE DO NOT WISH TO OVERTLY ALARM OUR NEIGHBORS OR OUR CITIZENS WITH AN OVERWHELMING MILITARY PRESENCE. WE BELIEVE THAT THE CREATION OF UNDERGROUND STORAGE FACILITIES AND TRANSPORTATION ROUTES WILL ALLOW US TO SOLVE THIS PROBLEM. CURRENTLY THERE IS A NETWORK OF BUNKERS UNDER THE CITY IN EXISTENCE DUE TO NUMEROUS PAST THREATS THE UNITED STATES AND ITS SUCCESSOR NATIONS HAVE ENDURED. WHILE THEY ARE UNABLE TO SUPPORT A SIZABLE MILITARY FORCE AS THEY ARE WE BELIEVE WE CAN EXPAND THE NETWORK INTO AN UNDERGROUND COMMAND CENTER, STORAGE FACILITY AND MOBILIZATION COMPLEX. FURTHER ATTACHED PLANS INDICATE THAT STORAGE CAN BE PROVIDED FOR THE EQUIPMENT OF ONE OR TWO FULLY EQUIPPED INFANTRY BRIGADES. THESE STORAGE FACILITIES MAY BE CONNECTED TO THE DISTRICT OF COLUMBIA'S ALREADY EXTENSIVE SUBWAY SYSTEM AND POSSIBLY LINK IT TO OTHER TRANSPORTATION AVENUES. TIME ESTIMATES FOR THE MOBILIZATION OF SUCH FORCES IS ABOUT FIFTEEN TO TWENTY MINUTES AFTER THE ARRIVAL OF TROOPS FOR THE FIRST COMPANY TO BEGIN MOVING, WITH THE REST OF THE FIRST BATTALION ON THE MOVE WITHIN HALF AN HOUR. ONE BRIGADE WOULD BE ABLE TO BE MOBILIZED WITHIN ONE HOUR. ALTERNATE EVACUATION ROUTES WOULD EXIST TO MOVE THESE FORCES OUTSIDE OF THE CITY VIA UNDERGROUND TUNNELS IF THE CITY ITSELF HAS BEEN OVERRUN SO AS NOT TO PUT THE EQUIPMENT TO WASTE. AN UNDERGROUND COMMAND CENTER WOULD ALSO HAVE TO BE IN PLACE TO COORDINATE THE CITY'S DEFENSE. THE CREATION OF THIS SYSTEM CAN BE HIDDEN AND EXPLAINED AWAY BY EXTRA SUBWAY EXPANSION, WATER MAINS WORK AND OTHER GENERAL CONSTRUCTION THAT COULD TYPICALLY TAKE PLACE. WHILE NO DOUBT COSTLY THIS MEASURE NOT ONLY REDUCES OUR VISIBLE MILITARY PRESENCE BUT ALSO PROVIDES A MEASURE OF SURPRISE AGAINST ANY POTENTIAL ATTACK. [b][u]OPPLAN 314A[/u][/b] ASSUMING AN ATTACK FROM THE SOUTHWEST THE PRIMARY ROUTES OF ADVANCE WOULD BE FROM ACROSS THE POTOMAC, SPECIFICALLY THE BRIDGES THAT SPAN THE RIVER. MOBILIZED ENGINEER UNITS WOULD BE ABLE TO PROVIDE DEMOLITION SUPPORT TO DEMOLISH THE BRIDES WITHIN FIFTEEN MINUTES OF RECEIVING THE MISSION. HOWEVER UNDER COMBAT CONDITIONS THAT TIME MAY DRASTICALLY DECREASE IF NOT BECOME OUTRIGHT IMPOSSIBLE. HOWEVER, FRIENDLY ARTILLERY OR AIRCRAFT ON READY ALERT WOULD BE ABLE TO DESTROY THE BRIDGES WITHIN MINUTES USING LASER/GPS GUIDED MUNITIONS. EVEN AFTER ALL BRIDGES ARE NEUTRALIZED THERE ARE POSSIBLY AREAS THE ENEMY MIGHT FORD OR ATTEMPT TO BRIDGE VIA COMBAT ENGINEERS. FOR THIS REASON ALL SUCH POTENTIAL AREAS MUST BE PLACED UNDER APPROPRIATE OBSERVATION AND DEFENSE IN THE EVENT OF AN ATTACK AND SURVEYED BEFORE. AIR DEFENSE SHALL BE PROVIDED BY TWO FIGHTER SQUADRONS BASED OUT OF ANDREWS AFB AND TWO MIM-104 PATRIOT MISSILE BATTERIES ALONG WITH A SEPARATE AIR DEFENSE BATTALION UTILIZING AAA AND MEDAD/SHORAD MISSILES. JOINT BASE ANACOSTA-BOLLING SHALL BE ONE OF THE MAJOR DEFENSE AND MOBILIZATION CENTERS IN THE CITY. WE MUST ALSO CONSIDER THE POTENTIAL BENEFITS OF CREATING SMALLER FORTIFICATIONS ALONG THE RIVER ITSELF, PREFERABLY NEAR BRIDGES OR POTENTIAL FORDING OR BRIDGING SITES. THE LACK OF MOBILITY AND A POSSIBLY PERCEIVED AGGRESSIVE POSTURE MAY BE OFFSET BY THE ABILITY TO DELAY OR EVEN HALT AN ENEMY OFFENSIVE. [b][u]OPPLAN 314B[/u][/b] AN ATTACK FROM THE NORTH IS UNLIKELY TO BE HEAVY IN NATURE DUE TO THE INABILITY OF ANY NATION OTHER THAN THE EMPIRE OF PRAVUS INGRUO TO DEPLOY SIGNIFICANT HEAVY FORCES WITHOUT SEIZING A PORT OR BEACH HEAD ON THE EASTERN COAST FIRST. SUCH AN ATTACK, IF ANY, WOULD LIKELY CONSIST OF AIRBORNE INFANTRY AND OTHER SUCH LIGHT UNITS THAT CAN BE ADEQUATELY DEALT WITH BY NEARBY HEAVY UNITS STATIONED THROUGHOUT MARYLAND AND SOUTHERN PENNSYLVANIA. IN THE EVENT OF AN ASSAULT OF THE CAPITOL THESE UNITS MAY BE ALSO CALLED UPON TO REINFORCE OR RELIEVE THE CITY. READY UNITS WOULD BE ABLE TO ARRIVE NO LONGER THAN 30-45 MINUTES AFTER BEING ORDERED TO MOVE WITH THE MOBILIZATION OF THE REST TAKING NO MORE THAN TWO TO THREE HOURS. AN AIRBORNE INVASION WOULD MOST LIKELY BE A VERY COSTLY ATTEMPT DUE TO THE HEAVY PRESENCE OF AIR FORCE UNITS IN THE AREA ALONG WITH GROUND BASED AIR DEFENSE UNITS. THE LACK OF A POWERFUL REGULAR NAVAL FORCE LIMITS OUR CAPABILITIES IN THIS SCENARIO. HOWEVER, IT WOULD NOT BE IMPOSSIBLE TO STOP OR AT LEAST SEVERELY DAMAGE SUCH AN INVASION FORCE. ONE SQUADRON OF SIX PEGASUS CLASS HYDROFOIL MISSILE BOATS IS STATIONED AT JOINT BASE ANACOSTA-BOLLING. IF PLANNED UPGRADES ARE COMPLETED ONE SQUADRON WOULD BE ABLE TO EFFECTIVELY ENGAGE ONE OR TWO DESTROYERS WITH POSSIBLY MODERATE LOSSES. AIR FORCE UNITS WILL ALSO BE ABLE TO CONTRIBUTE TO ANTI-SHIPPING OPERATIONS IF PROVIDED WITH THE PROPER EQUIPMENT. IT WOULD NOT BE UNREASONABLE TO THINK THAT HIDDEN EMPLACED ARTILLERY WOULD ALSO BE QUITE EFFECTIVE IN THE SMALL AREA AGAINST NAVAL FORCES. CURRENTLY THE SOP FOR RAPID EVACUATION OF THE WHITE HOUSE IS VIA HELICOPTER TO ANDREWS AND AN AWAITING PRESIDENTIAL AIRCRAFT. IF IT IS A SURPRISE ATTACK SUCH AN EFFORT WILL MOST LIKELY FAIL. IT HAS BEEN DECIDED TO CREATE AN UNDERGROUND ESCAPE ROUTE VIA HIGH SPEED RAIL TRANSPORTATION DIRECTLY FROM UNDERNEATH THE WHITE HOUSE. IT WILL LINK TO THE GENERAL RAILROAD NETWORK AT SEVERAL HIDDEN POINTS AND POSSESS SUFFICIENT COMMAND AND CONTROL CAPABILITIES TO OPERATE THE EXECUTIVE BRANCH FOR A PERIOD OF TIME. SECURITY PROTOCOL SUGGESTS HAVING THE PRESIDENT AND SENIOR GOVERNMENT AND MILITARY OFFICIALS ON THE TRAIN WITHIN FIVE TO TEN MINUTES AND OUT OF THE CITY IN ANOTHER FIVE. If there is an unprovoked attack against us or our closer neighbors we would be willing to intervene but I see no sense in sending my country's youth to die and risk the annihilation of my nation participating in what is currently an impossible venture.   24. Governor Bronston stood up and spoke. [i]"Hello everyone, my name is Governor David Bronston and I am representing my nation the American Commonwealth here today. While I do feel that foreign occupation of America is indeed detrimental to our part of the world I find myself somewhat agreed with the representatives from Cuba and Kuklos. My nation has just formed itself, technically it doesn't have an official central government yet. Militarily we can do with what we have for domestic purposes but the idea of going to war over this issue in our current state is out of the question. I support the idea of America for Americans but in my eyes the needs of my nation come first and I can't support something that would probably bring nothing but trouble to the Commonwealth. That being said we feel that historically, unity has been lacking in this hemisphere. How can we come together to fight the Asians and Europeans and yet squabble over petty things or not even have any previous relationship with the other nation. I would support the Kuklos delegate's call for greater economic cooperation between American nations as the foundation for future political or even military cooperation. Until such a time as we can actually come together as a continent and possess the base ability and resources for such an endeavor this is tantamount to national suicide and open the road to further colonization and subjugation after we are defeated for foolishly attempting to rush headlong towards war."[/i] After finishing he sat back down and awaited a rebuttal.
